' At a Special meeting of- the-Jayor and the Town Council of the Town of Leesburg in Virginia, held in the Council Chamber on Tuesday September 27, 1949 at 7:30 oclock P. M. , There were present Maurice R. Lowenbach Jr; Mayor Horace M. Hallett Recorder, C. W. -Fiske J. L. Oliver, Emerson H. James, Frank Raflo,Thelma J. Smoot. • Mayor Lowenbach presented to Council the report of the account of the Town of- Leesburg, Roscoe B. Rhoades, Treasurer with the Loudoun National Bank of Leesburg, Va. showing the amount of funds on deposit with said bank on September 15, 1949 as fol- . lows: Balance per Ledger - September 15, 1949 $ 3,011.08 • Add: Outstanding Check Dated 2/15/49 Number 8217 - Edgar J. Herndon 50.00 Balance per 'Bank - September 15, 1949 S 3.061.08 Upon motion- of E. H. James, seconded by J. L. Oliver and unanimously carried the following resolution Was adopted: 111 BE IT RESOLVED by the Council of the Town of Leesburg in Virginia, that the Loudoun National Bank of Leesburg, Va. be and they are hereby directed to change the name of said account from Town of Leesburg, Roscoe B. Rhoades, Treasurer, to Town of Leesburg, A. B. Richard, Treasurer, and the said bank to honor the said outstanding check stated above drawn by Roscoe B. Rhoads, Treasurer, and no other, and that Roscoe B. Rhoades, outgoing Treasurer, be relieved of further liability of said account as such Treasurer. • Mayor Lowenbach presented to Council the report of the account of the Town of Leesburg, -Roscoe B. W. Fiske, seconded by Frank Raflo and unanimously carried the following resolution was adopted: BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia, that the Peoples National Bank of Leesburg, Va. be and they are hereby directed to change the . name of said accdunt from Town of Leesburg, Roscoe B. Rhoades, _Treasurer, to Town of Leesburg, A. B. Richard, Treasurer, and thateRodcbe::B.-:Rhbades,toutgoingt'freasurer, be relieved of further liability of said account as such Treasurer. 111 Upon motion of Thelma J. Smoot, seconded by C. W. Fiske and unanimously carried the following resolution was adopted: BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia, that A. B. Richard be and he .is hereby authorized to sign checks as Treasurer for the Town of Leesburg in Virginia. -. - . Mayor Lowenbach requested that the Building Committee have several plumbers check the present heating system and submit bids and recommendations for present system or a new one for the .Town Hall. • Upon motion of Frank Raflo, seconded by C. W. Fiske and carried by a vote of five to one, Smoot not voting, THE following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that Roscoe B. Rhoades be paid from September 1, 1949 through September 15, 1949 as Auditor-Treasurer, 492 . at a salary of$3,250 annual, and it is further resolved that Mr. Rhoades be employed as a clerk for the Town of Leesburg from September 15, 1949 through September 30, 19 49 at an annual salary of $3,250. Appvd' galea .eez.i�� /) Mayor t/PFGULAR October 17, 1949 At a regular meeting of the Mayor and Town Council of the Town of Leesburg in Virginia , held in the Council Chamber on Monday October 17, 1949 , at 7:300'clock P. M. , there were present Mayor Maurice R. Lowenbach, Horace Hallett Recorder, C. W. Fiske, E.H.James, J. L. Oliver, Frances L. Patton, Frank Raflo, Thelma J. Smoot Council men. P The minutes of the last meeting were read and upon moticn duly made, seconded and unanimously carried , they were wpproved as read. The Auditor-Treasurer read his monthly report for the month September, 1949, his Quarterly report for the quarter ending September 30, 1949and upon motion of E. H. James seconded by•C. W. Fiske, and unanimously carried, the following resoluiton was adopted: WHEREAS, the Auditor-Treasured has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all dis- bursements for the months of July, August, and September, 1949; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia that the said Quarterly report of the Auditor'Treasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the Council that the Audito-Treasurer be and he is here- by authorized and instructed to have a cppy of the said quarterly report published ance in a newspaper,published in said town and also post a copy' of the said report in front of the Court House in the said town. ' wThe Auditor-Treasurer presented to the Council a matter regarding a $40.00 deposit that said to have been made by !ass. JoFn S. Castleman for permission to connect to- the Town of Leesburg sewer. This matter was refered to the Town' s attorney. The Auditor-Treasurer presented the current bills and upon motion of J. L. Oliver seconded by Thelma J. Smoot and unanimously carried the following resoulution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor Treasurer be and he is hereby authorized and directed to pay the following bills: Va.Electric & Power Company Mayor' s Office and Fire House $ 1.52 General Pumping 43.42 Harrison Pumping 14.51 Street Lighting - 159.50 White Way Lighting 22.40 241.35 ST C. & P.
