III Mayor 'REGULAR October 17, 1949 At a regular meeting of the Mayor and Town Council of the Town of Leesburg in Virginia , held in the Council Chamber on Monday October 17, 1949 , at 7:300' clock P. M. , there were present Mayor Maurice R. Lowenbach, Horace Hallett Recorder, C. W. Fiske, E.H.James, J. L. Oliver, Frances L. Patton, Frank Raflo, Thelma J. Smoot Council men. P The minutes of the last meeting were read and upon moticn duly made, seconded and unanimously carried , they were wpproved as read. The Auditor-Treasurer read his monthly report for the month September, 1949, his Quarterly report for the quarter ending September 30, 1949and upon motion of E. H. James seconded by.C. W. Fiske, and unanimously carried, the following resoluiton was adopted: WHEREAS, the Auditor-Treasured has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all dis- bursements for the months of July, August, and September, 1949; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg , in Virginia that the said Quarterly report of the AuditoreTreasurer be and it is hereby approved and accepted by said Council; BE IT FURTHER RESOLVED, by the Council that the Audito-Treasurer be atd he is here- by authorized and instructed to have a cppy of the said quarterly report published ance in a newspaper,published in said town and also post a copy' of the said report in front of the Court House in the said town. wThe Auditor-Treasurer presented to the Council a matter regarding a $40.00 deposit that said to have been made by Mrs. Jo}-n S. Castleman for permission to connect to. the Town of Leesburg sewer. This matter was refered to the Town' s attorney. • The Auditor-Treasurer presented the current bills and upon motion of J. L. Oliver seconded by Thelma J. Smoot and unanimously carried the following resoulution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor Treasurer be and he is hereby authorized and directed to pay the following bills: Va.Electric & Power Company Mayor' s Office and Fire House $ 1.52 General Pumping 43.42 Harrison Pumping 14.51 Street-Lighting - 159.50 White Way Lighting 22.49 , 241.35 ST C. & P. Fiske and unaminously carried it was agreed that the Town would continue the use of the present Parking Meters. On motion of C. W. Fiske seconded by J. L. Oliver and unanimously carried the j following resolution was adopted: BE IT RESOLVED: , by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasauer be and he is hereby authorized and derictedfto purchase 12 additcnal covers for the parking meters. Council Man. Oliver gave a report on work being done on side walks and curbing on Loudoun and Wirt streets, and recommended that a side walk be laid fro? the Triangle 6art4e SSkate4A- to Church Street on the South side of the street. This recommendation was made as a motion of 3: L. Oliver and seconded by Frank Raflo and unanimously carried. Upon motion of C. W. Fiske, seconded by J. L. Oliver , and amended by Frances L. Patton the following resolution was adopted: BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia, that said Town establish a 50ft right of way from the Corpation Limits to Church Street on East Loudoun and West Loudoun from Liberty to Ayers Streets.Mr. Pattons Amended this motion , /requiring WHEREAS; Provided same may be done with out additonal legal tactics and that the • Town's attorney be consulted regarding the matter. The motion and amendment were unanimously carried. Upon motion of Thelma J. Smoot seconded by C. W. Fiske and unaminously carried the following resolution be adopted: BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia that they accept and they do hereby accept the lowest bid for the installation of a new heating for Mayors Office and Fire House, that of Earl L. Poston. Upon motion of Frank Raflo, seconded by C. W. Fiske, `and 'uhanimbusly carried the 2d4owisg resolution was adopted: BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia that the Mayor be and he is hereby requested tc appoint a committee to make a study of the possibility of the Towns annexation.
