Fiske seconded by J. L. Oliver and unanimously carried the following resolution was adopted: BE IT RESOLVED: , by the 8ouncil of the Town of Leesburg in Virginia, that the Auditor-Treasaaer be and he is hereby authorized and derictedfto purchase 12 additcnal covers for the parking meters. Council Man Oliver gave a report on work being done on side walks and curbing on Loudoun and Wirt streets, and recommended that a side walk be laid frot the Triangle 6ertllee+66abaee- to Church Street on the South side of the street. This recommendation was made as a motion of J: L. 0lthver and seconded by Frank Raflo and unanimously carried. . Upon motion of C. W. Fiske, seconded by J. 1. Oliver , and amended by Frances L. Patton the following resolution was adopted: BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia, that said Town establish a 50ft right of way from the Corpation Limits to Church Street on East Loudoun and West Loudoun from Liberty to Ayers Streets.L . Pattons Amended this motion , /reeuiring WHEREAS; Provided same may be done wmth out additonal legal tactics and that the Town's attorney be consulted regarding the matter. The motion and amendment were unanimously carried. Upon motion of Thelma J. Smoot seconded by C. W. Fiske and unaminously carried the following resolution be adopted: :illBE IT RESOLVED: by the Council of the Town of Leesburg in Virginia that they accept and they do hereby accept the lowest bid for the installation of a new heating for Mayors Office and Fire House, that of Earl L. Poston. Upon motion of Frank Raflo, seconded by C. W. Fiske,`and 'unanidtusly carried the following resolution was adopted: BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia that the Mayor be and he is hereby requested to appoint a committee to make a study of the possibility of the Towns annexation. Mayor. v REGULAR November 14, 1949 IIIAt a regular meeting of the Mayor and Town Council held in the Council Chamber on Monday, November 14, 1949 at 7:30 o'clock P. Smoot, Councilmen. • The minutes of the previous meeting were read and, upon motion of C. W. Fiske, sec- onded by J. L; Oliver and unanimously carried they were approved as read. The Auditor-Treasurer read his monthly report for the month of October, 1949 and presented the current bills and upon motion of C. W. Fiske, seconded by J. L. Oliver, that the following resolution be adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor- Treasurer be, and he is hereby authorized and directed to pay the following bills: I 494 Va. Fiske motion to read WHEREAS: That the bill that of Bowerman Bros. for the amount of $992.!80, payment be withheld until checked against initial bid for said contract, and BE IT FURTHER AMIDED, that the bill that of Bowerman Bros. for the amount of $342.94 for work done on the Town Parking Lot be rejected until a satisfactory agreement regarding said bill and said work be reached between that of this Town Council of Leesburg and that of Bowerman Bros. This amendment was seconded by Frank Rafflo, and unanimously carried. Mayor Lowenback presented a bill which he had received from Isadore Dunn for repair to oil burner for the amount of $16.70 of which he claimed was caused by a leak in a water linea Mayor Lowenback stated that Mr. Hough reported to him that the said leak had occurred beyond the meter and on the property of said property owner. Upon motion of Frances L. Patton, seconded by C. W. Fiske and unanimously carried the following resolution was adopted: • BE IT RESOLVED: by the Council of the Town of Leesburg in Virginia, to reject the bill of that presented by Isadore Dunn for the amount of $16.70. The Mayor read to the Council the following appointments of-members to the Annexation Study Group; B. Powell Harrison, Roy Flippo, R. B. Rhodes, William J. Cox, Lucas Phillip Upon motion of C. W. Fiske seconded by Frank Rafflo and carried by a vote of 5 - 0 Mrs. Smoot not voting, the following resolution was adopted: BE ITRESOLVED, by the Council of the Town of Leesburg in Virginia, that Gus Valentine be reimbursed for construction of side walk he had constructed at the rate set of that of the Town Council providing said side walk was constructed after the date of reso- lution covering said matter had been passed by the Town Council. • Mayor Lowenback read a letter from members of the Police Department whereas they requested an increase in salary. Upon motion of Frank Rafflo seconded by C. W. Fiske and unanimously carried the following resolution was adopted: 495 BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that William E. Hamilton, M. C. Cornell, and S. C. Bell salaries be increased from $160.00 to 5170.00 per month effective 'December 1, 1949, Mr. Patton presented the matter of the construction of the sidewalk from the Presby- teriah Church to the Ford Garage the work being dcne by a Mr. Fisher since Mr. Fisher's original contract called for the construction to be a concrete side walk later being changed to ccnstruction of brick, it was agreed by the Council to pay Mr. Fisher on time and mat- erial basis rather than the original contract. Upon motion of Frances L. Patton seconded by Thelma J. Smoot and unanimously cartied the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that Towns Attorney be and he is hereby instructed to take necessary steps to have enforced the ordi- nance regarding the existance of unsafe buildings. After considering a report of the Labor Committee, on motion of Frank Rafflo, seconded by C. W. Fiske, and unanimously carried the following resolution was adopted: BE IT RESOLVED,by the Council of the Town of Leesburg, that A. L. Hardy, J. A. Wright, George H. Hardy, salaries be increased from 340.00 per week to w42. cO per week, effective -December 1, 1949. BE IT FURTHER RESOLVED, that Roland 0. Keyes salary be increased fro 3.2.fl per week to26;-.00 per week, effective December 1, 1949. • BE .IT FURTHER REOLVED,: that Edwin- G.' Arnett's:salary b&1ncrea"sed from $3.00-per day to $3.50:and- that Donald McGilvray and Henry J. Beales'hourly wages be increased from 60¢ to 65¢. M. There were present Maurice R. Lowenbach Jr; Mayor, Horace M. Hallett Recorder, C. W. Fiske • J. L. Oliver, Emerson H. James, Frances L. Patton, and Frank Rafflo, Councilmen. • On motion of Frances L. Patton,seconded Frank Rafflo and carried by a vote of 3 to 2 (Fiske and James voting against) the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor- Treasurer be, and he is hereby authorized-and directed to purchase enough bricks to comp- leate the side walk from Whitmore's to Wirt Street. CColonial Mr. E. N. Bradfield spoke to the Council on behalf of Leesburg in a much that they whole heartly endorsed the Council approval of the construction of the brick side walks and hoped that they would continue to do so where ever possible. III • Upon motion of C.W.FIske, seconded by J.L.Oliver and unanimously carried the follow- ing resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor- Treaseurer be and he hereby authorized and directed to pay the members of the Leesburg Volunteer Fire Department at the rate of $20.00 per annum for the year ending Dec.31,1949. BE IT FUTHER RESOLVED, that the Auditor Treasurer is hereby authorized and directed to deduct any taxes,water rents or other levies from the amount due each Fireman should he .owe any such taxes,water rents, or other levies. Upon motion of J.L0liver, seconded by C.W.Fiske and unanimously carried the follow- ing resolution was tented adopted: • BE IT RESOLVED, by the Council of- the Town of Leesburg in Virginia that the Auditor- Treasurer, be and he is hereby authorized and directed to pay Roscoe B.
