James and unanimously carried the Street Committe is here by authroized and directed to have blocks of side walks repaired in the business section where they deem it necessary. At a regular meeting of the Mayor and Town Council held in the Council Chamber on Monday December 12, 1949 at 7:30 o'clock P. M. there were present Mayor Maurice R. Low- enbach Jr., Horace M. Hallett Recorder, C. W. Fiske, E. H. James, J. L. Oliver, Francis L. Patton, Frank Rafflo, and Thelma J. Smoot, Councilmen. The minutes of the previous meeting were read and , upon motion of C. W. Fiske, sec-` - onded by J. L. OLiver and unanimously carried they were approved as read. The Auditor-Treasurer read his monthly statement for the month of. November,L949 and presented the current bills and upon motion of Emmerson H.James, seconded by C.W. Fiske, and unanimously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor- Treasurer be, and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co. . Board of the Virginia State High Way Department , presented the Mayor and the Council with a plaque for it's traffic operation with out a fatality for ten years. Upon motion of Frances L. Patton seconded by.TlelmsJ -Smoot and unanimously carr- carried the following resolution :®as adopted: i 497 . BE IT RESOLVED , .by the Council of the Town of Leesburg, in Virginia the the Towns Attorney be and he is hereby authorized and directed to present to the Council at there.next meeting am] ordinance regulating the parking on the Town's Parking Lot. Upon motion of Thelma J. Smoot seconded by E. H. James and carried• by a:Vote of ( 5to 1) Fiske voting against the.following resolution was adopted: :BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the High Way Department be requested to make a study of the intersection of Church, Market, and Fayette Streets and make reccommendation as to the correction of the traffic condtions at this intersection. Whites office be removed and that.parking not be premitted at this locat- ill ion end that parking restriction be increased from 20ft. to 40ft. on the south side of Fayette Street in the first block after crossing Church Street. Rafflo, Fiske,and James voted.for the amendment Oliver,Smoot, Batton against. Mayor Lowenbach voted for. Frances L. Patton offered a second amendment to-Mrs. Smoot motion. • Where as Church Street between Market and Loundonn Streets be made a one way street south. This amendment was defeated by a vote of (4 to 2)Patton and Smoot for Fiske, Oliver, Rafflo, and James against. -t. Upon motion of Frank Rafflo, seconded by Thelma J. Smoot and carried by a vote of 5 to 0 Patton not voting the following was adopted: L BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Town's attorney be and he is hereby requested to draw up with the County Health -Officer an ' ordinance, or ordinances for inspection of health and sanitaay .inspections of places in the Town now being carried.on by State and Fedreal Departments. The Auditor-Treasurer read his monthly report for the month of December, 1949, his quarterly report for the quarter ending December 31, 1949 and his annual statement for the calendar year ending December 31, 1949, and upon motion of C. W. Fiske, seconded by J. L. Oliver and unanimously -carried, the following resolution was adopted: WHERAS, the Auditor-Treasurer has this day presented to the Council of The Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all dis- bursements .for the months of October, November and December, 1949; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor-Treasurer be and it is hereby approved and . accepted by said Council; r.- t BE IT FURTHER RESOLVED, by the said Council that the Auditor-Treasurer be and he is IIIhereby authorized and directed to have a copy of the said auarterly report published once in a newspaper, published in said town and also post a copy of the said report in front of the Court House in the said town. On motion of E. H. James, seconded by C. W. Fiske and unanimously carried, the fol- lowing resolution was adopted: BE IT RESOLVED, by the Council. of the Town of Leesburg, in Virginia, that the Auditor- Treasurer be and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co.
