BE IT RESOLVED , .by the Council of the Town of Leesburg, in Virginia the the Towns Attorney be and he is hereby authorized and directed to present to the Council at there-next meeting ane ordinance regulating the parking on the Town's Parking Lot. Upon motion of Thelma J. Smoot seconded.by E. H. James and carried by a'-Vote of ( 5to 1) Fiske voting against the following resolution was adopted: . :BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the High Way Department be requested to make a study of the intersection of Church, Market, and Fayette Streets and make reccommendation as to the correction of the traffic condtions at this intersection. .Frank Rafflo amend Mrs Smoot motion.that for the time being until the High way • Department had compleated their study of the intersection that The parking meter in front,of E. B. Whites officebe removed and that.parking not be premitted at this locate ion and that parking restriction be increased from 20ft. to 40ft. on the south side of Fayette Street in the first block after crossing Church Street. Rafflo, Fiske,and James voted.for the amendment Oliver,Smoot, Patton against. Mayor Lowenbach voted for. Frances L. Patton offered a second amendment to-Mrs. Smoot motion. Where as Church Street between Market and Loundonn Streets be made a one way street south. This amendment was defeated by a vote of (4 to 2)Patton and Smoot for Fiske, Oliver, Rafflo, and James against. ,,o Upon motion of Frank Rafflo, seconded by Thelma J. Smoot and carried by a vote of 5 to 0 Patton not voting the following was adopted: i BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Town's Attorney be and he is hereby requested to draw up with the County Health-Officer an ordinance, or ordinances for inspection of health and sanitaay.inspections of places in the Town now being carried. on by State and Fedreal Departments. M. there were present Mayor Maurice R. Low- enbach Jr., Horace M. Hallett, Recorder, C. W. Fiske, E. H. James, J. L. Oliver, Francis L: Patton, Frank Rafflo, Councilmen. The minutes of the previous meeting were read and, upon motion of C. W. Fiske, Sec- " onded by J. L. Oliver and unanimously carried they were approved as read. The Auditor-Treasurer read his monthly report for the month of December, 1949, his quarterly report for the quarter ending December 31, 1949 and his annual statement for the calendar year ending December 31, 1949, and upon motion of C. W. Fiske, seconded by J. L. • Oliver and unanimously -carried, the following resolution was adopted: WHERAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly statement of all receipts and an analysis of all dis- bursements for the months of October, November and December, 1949; NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor-Treasurer be and it is hereby approved and - accepted by said Council; BE IT FURTHER RESOLVED, by the said Council that the Auditor-Treasurer be and he is IIIhereby authorized and directed to have a copy of the said quarterly report published once in a newspaper, published in said town and also post a copy of the said report in front of the Count House in the said town. Souder, County Health Officer, presented to the Mayor and Council rit an ordinance governing establishments in the Town of Leesburg handling food for resale ? , . ; to the public and,whereas giving the Health Department the authority and police power t, regarding said places. After a lenghthy discussion by the Mayor, Council and Dr. Souder, upon motion by Frank Raflo, seconded by Francis L. Patton, and unanimously carried, the following resolution was adopted: • I • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that Dr. Chas. G. Souder be authorized and is hereby directed to draw up and present to the La) Mayor and Council at a special meeting in the Council Chamber on January 25 at 7:30 o'clock rules and regulations relatively to said ordinance. BE IT FURTHER RESOLVED, that Dr. Souder be and he is hereby authorized and dir- :':. . ected to draw up:and present to Council at said special meeting an ordinance or .or- . dinances prohibiting the operation of slaughter houses and similar plants in the Town of Leesburg. . • BE IT FURTHER RESOLVED, that the Auditor-Treasurer be and he is hereby authorized and directed to have a copy of the ordinance regulating food establishments in the Town of Leesburg be published •in each of the two town papers for two consective weeks. Upon motion by Francis L. Patton,and seconded by C. W. Fiske, and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the matter of paying M. C. Carneal, Police Officer, 5 cents per mile but not to exceed $15.00 per month Bor the use of his car while on duty was tabled until a report from the Police Committee be presented. Upon motion by Frank Raflo, seconded by Francis L. Patton, and unanimously car- ried, the following resolution was adopted: _ BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that cour- tesy cards be purchased for the use on out of state card who have violated the over- time parking limit on parking meters. Upon 'motion by C. W. Fiske, and seconded by E. H. James, and unanimously car- ' ried, the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be authorized and he is hereby authorized and directed to make the • following purchase and have the following work done: 1. Have the Town water tank painted and repaired, 2. Contact the Sidner Well and Pump Co. and to have them check and make the neeessary repairs on the deep well pump, 3. To purchase jack for strai- ghtening pipes on parking meters. BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that a member or members of the Garden Club be contacted regarding the possibility of planting a ' permanent Christmas tree in the business section,of the Town of Leesburg. Upon motion duly made, seconded and carried.the Council adjourned. M. .there were present Maurice R. Lowenback, Jr., Mayor, Horace M. Hallett, Recorder, C. .W. Fiske, Emerson H. James, J. L. Oliver, Francis L. Patton and Frank Raflo, Councilmen. : Dr. Chas. G. Souder presented the rules and 'regulations pertaining to the ordinance of handling of food in Town. After a discussion regarding this matter at some length, • upon motion of C. W. Fiske,seconded by Frank Raflo and unanimously carried the following • resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the matter of the ordinance, rules and regulations entitled,. "An Ordinance Regulating the Handling of Food in the Town of Leesburg, Virginia, and Providing a Penalty for Failure to Comply with Said Ordinance"be tabled until the March meeting of the Town Council and that the - Recorder be and he is hereby authorized and directed to contact the Town's attorney as to his legal opinion regarding said ordinance, rules and regulations. No action was taken regarding ordinance prohibiting the operation of Slaughter Houses, and similar establishments since the Town Ordinance book was found to have such ordinance passed June 26, 1939. al • Approve aces ediaa6 . rayor. / v Recorder. ' REGULAR February 13, 1950 At a regular meeting of the Mayor and Town Council held in the Council Chamber on Monday, February 13, 1950 at 7:30 o'clock P. M. there were present Mayor Maurice R. Lowenback, Jr., C. W. Fiske, E. H. James, J. L. Oliver, Frances L. Patton and Frank Raflo, Councilmen. In absence of Recorder Horace M. Hallett Councilman Frank Raflo was elected to serve as Recorder Pro-tem. The minutes of the January Regular meeting were read and approved. The Auditor-Treasurer read his monthly report for the month of January 1950 and presented the current bills and upon motion of C. W. Fiske,seconded by Frances L. Patton
