IIIBE IT RESOLVED, by the Council of.the Town of Leesburg, in Virginia, that a member or members of the Garden Club be contacted regarding the possibility of planting a ' permanent Christmas tree in the business section_of the Town of Leesburg. M. *there were present Maurice R. Lowenback, Jr., Mayor, Horace M. Hallett, Recorder, C. 'W. Fiske, 'Emerson H. James, J. L. Oliver, Francis L. Patton and Frank Raflo, Councilmen. Dr. Chao. G. Souder presented the rules and regulations pertaining to the ordinance of handling of food in Town. After a discussion regarding this matter at some length, upon motion of C. W. Fiske,seconded by Frank Raflo and unanimously carried the following • • resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the matter of the ordinance, rules and regulations entitled,. "An Ordinance Regulating the Handling . of Food in the Town of Leesburg, Virginia, and Providing a Penalty for Failure to Comply with Said Ordinance"be tabled until the March meeting of the Town Council and that the - Recorder be and he is hereby authorized and directed to contact the Town's attorney as • to his legal opinion regarding said ordinance, rules and regulations. No action was taken regarding ordinance prohibiting the operation of Slaughter Houses, - • and similar establishments since the Town Ordinance book was found to have such ordinance passed June 26, 1939. • APPprove Gcc. e% a- -�/ taayor. / v Recorder. • III REGULAR February 13, 1950 At a regular meeting of the Mayor and Town Council held in the Council Chamber on Monday, February 13, 1950 at 7:30 o'clock P. M. there were present Mayor Maurice R. Lowenback; Jr., C. W. Fiske, E. H. James, J. L. Oliver, Frances L. Patton and Frank Raflo, Councilmen. In absence of Recorder Horace M. Hallett Councilman Frank Raflo was elected to serve as Recorder Pro-tem. The minutes of the January Regular meeting were read and approved. The Auditor-Treasurer read his monthly report for the month of January 1950 and presented the current bills and upon motion of C. W. Fiske,seconded by Frances L. Patton 2 and unanimously carried, the following resolution was adopted:, • BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be, and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co. County of Loudoun . . . . . . . 48.02 $ 2997.24 The matter of the bill for repairs at Dunn's resulting from a water leak: was tabled until Lha. Hough could be questioned in the presence of Council concerning the exact location of water leak causing said damage. Upon motion of C. W. Fiske seconded by E. H. James and unanimously carried it was agreed that payment of the bill of Bowerman Brothers be withheld for the construct- ion of side walk construction and that Bowerman Bros. present to Council at their next regular meeting in detail a number of items on said bill. Mr. L. W. Parker appeared before Council in regard to the construction work on Route 7 east of Leesburg. He urged that the Town do what it possibly could to en- sure the continuation of the highway improvement on 7 up to corporate limits. The Council appointed Frank Raflo and Frances L. Patton to go to Richmond to dis- cuss,with State Highway Department officials concerning Route 7 and their plans and proposals for this construction and for other long range highway planning concerning the Town of Leesburg. . The Mayor read a letter from Loudoun County School Board requesting a reduction . . in the water rate for out of Town users, their interest mainly that of Douglass High School. This matter was referred to the water committee and they were requested to report at the next Council Meeting. Mayor Lowenback suggested to the Council the possibility of an extension of Weft Street through the Fadley Meadow and•connecting with South King Street. Mayor Lowenback stated that Mr. John Allen Johnston owner of 'part of the aforesaid property had expressed desire to see such a project undertaken. The Street Committee were asked to take this matter under consideration and make a report at a later date. Upon motion of Frances L. Patton seconded by E. H. James and carried by a vote of 3 to 2, James, Patton and Raflo voting for, Fiske and Oliver against the following decision..::.was hw491J1 regarding doctors being, permitted to pay a flat fee for the use of the parking meters, that the Council did not feel that. it was feasible at this time to install such a plan. 3 E. H. James called to the attention the number of dogs running loose on the street and requested Mayor Lowenback to contact the Game Warden to check into the matter particularly in reference to unlicensed dogs. There being no further business, upon motion duly made seconded and carried Gountil adjourned. - C,i:aw'ir �r 4cReco er Approved •/ - agazia Mayor e' REGULAR March 13, 1950 At a regular meeting of the Mayor and Town Council of the Town of Leesburg in Virginia held in the Council Chamber on Monday, March 13, 1950 at 7:30 o'clock P.M. there were present Maurice R. Lowenback, Jr., Mayor, Horace M. Hallett, Recorder, E. H. James, J. L. Oliver, Frances L. Patton and Frank Rafflo, Councilmen. In view of the fact that the Recorder was absent from February meeting due to illness and did not have minutes prepared to be presented at that time the Council unanimously voted to postpone reading of said minutes until the next regular meeting of Council. - The Auditor-Treasurer presented his monthly statement for the month of February 1950 and presented the current bills,and upon motion of J. L. Oliver, seconded by Frank Raflo and unanimously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be, and he is hereby authorized and directed to pay the following bills: Va. Since this group did not have an adult sponsor and had not requested permission from the Pitts Theater Co. they were advised to try to obtain anladult sponsor and to secure permission from Mr. Pitts and report back to the Council at a later date.
