James called to the attention the number of dogs running loose on the street and requested Mayor Lowenback to contact the Game Warden to check into the matter particularly in reference to unlicensed dogs. There being no further business, upon motion duly made seconded and carried Countil adjourned. cRecorder /' Approved / ` Ap_ I / yO / REGULAR March 13, 1950 • At a regular meeting of the Mayor and Town Council of the Town of Leesburg in Virginia heldlin the Council Chamber on Monday, March 13, 1950 at 7:30 o'clock P.M. • there were present Maurice R. Lowenback, Jr., Mayor, Horace M. Hallett, Recorder, E. H. James, J. L. Oliver, Frances L. Patton and Frank Rafflo, Councilmen. In view of the fact that the Recorder was absent from February meeting due to illness and did not have minutes prepared to be presented at that time the Council unanimously voted to postpone reading of said minutes until the next regular meeting of Council. The Auditor-Treasurer presented his monthly statement for the month of February 1950 and presented the current bills,and upon motion of J. L. Oliver, sedonded by Frank Raflo and unanimously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be, and he is hereby authorized and directed to pay the following bills: III Va. Since this group did not have an adult sponsor and triad not requested permission from the Pitts Theater Co. they+ were advised to try to obtain an adult sponsor and to secure permission from Mr. Pitts and report back to the Council at a later date. 4 Mr. G. Shirley Were, a member of the Loudoun County School Board appeared before Council regarding having a High School in or near vicinity of Leesburg and asked Council if the Town's sewage and water systems would be able to care for such an addition should the School Board decide to build such school. In view of this fact Frances L. Patton offered a motion second by. E. 4. James and unani- mously carried that the following resolution be drawn up: • WHEREAS an article appeared in a local newspaper under date of h"arch 9, 1950, stating, "that Leesburg's sewerage system already is overloaded;" and, WHEREAS as a matter of fact Leesburg's sewer system is not overloaded, nor is the load on the sewerage system too great for the addition of a new high school; 111HOW, THEREFORE, in order that the public in general, and the Board of Super- visors and the County School Board, in particular, may not be misled by the afore- • mentioned article, BE IT RESOLVED that the Board of Supervisors, the County School Board, the County Health Department and the State Health Department be notified that the Town of Leesburg is prepared to take care of its sewer needs of the citizens of the Town • of Leesburg and for any additional school that may be located adjacent thereto, and That upon receiving any authoritative document showing the Town's sewer sytem to be inadequate in any way, the Town is now prepared, following confirmation of this report of its inadequacy by an independent consulting engineer, to forthwith correct such deficiencies in said system in order that the people of the Town of Leesburg may continue to enjoy the good health that has been one of their many blessings. . Upon motion of J. L. Oliver, seconded by Frank Rafflo and-unanimously carried the matter of sewer connection not being properly inspected be referred to the Sewer Committee. Frank Raflo gave a report on his and Francis Patton's trip to Richmond to dis- cuss with Highway officials regarding highway improvement on 7 east of Leesburg and to:any long range plans concerning Leesburg. With reference to Mr. Raflo'.s report it was suggested to have Hr. Warren C. Ferran contact the Highway Department re- garding streets and sidewalks construction. cm through streets. . III .The matter -of parking on both sides of the street between Church and King • and between Wirt and .Liberty be referred to the Street Committee. .Upon motion of Frances L. .Patton seconded by Frank Raflo and unanimously carried the following resolution was adopted: . .BE IT -RESOLVED, .by the Council -of the Town of .Leesburg in Virginia, that the water rates for -out of town users be and .they.are hereby set as follows: -The 'first 50,000 used, 75 -cents per .thousand; the second 50,000 used, 50 cents per thousand and all-over-100,000 used 35 cents per thousand. These are based on 1/4 annually. • - . . . . .BE IT.FURTHER RESOLVED, that Douglass High.School, Leesburg Hospital and any future schools built-in near vicinity of .the Town limits be charged for the use `- of water at the -same .rate.as that being charged in the corporate, limits. -Upon motion of Frances L. .Patton, seconded by E. H. •James and unanimously car- ried -the following resolution was adopted: .BE IT.RESOLVED, .by the Council of the Town of Leesburg that Gill's Radio and . Electric Service, Inc. beand they are hereby.authorized and directed to install the electrical wiring and.fixtures as set forth in their bid under the dateofFeb. 9, 1950 for the.total sum.of $225.68 at the Town Building. .The Council requested that additional bids be.secured for the cutting down of sidewalk along side of Whitmore's Store. . . .Upon motion duly made, seconded and.carried Co cil adjourned.. • Asit-a. 1,;_/17414— Recorder Approv-d mayp / •
