HomeMy Public PortalAbout1950_04_11 5- . • REGULAR April 11, 1950 At a regular meeting of the Mayor and Town Council of the Town of Leesburg in Virginia, held in the Council Chamber on Monday April 11, 1950 at 7:30 o'clock P. M. there were present Maurice R. Lowenback, Jr., Mayor, Horace M. Hallett, Recorder, C. W. Fiske, E. H. James, J. L. Oliver, Frances L. Patton, Frank Raflo and Thelma J. ,Smoot, Councilmen. The minutes of the previous meeting were read,and upon Motion of C. W. Fiske seconded by E. H. James, unanimously carried and were approved as read. The Auditor-Treasurer read his monthly report for the month of parch, 1950, his II . quarterly report for the quarter ending March 31, 1950, and upon motion of E. H. James seconded by C. W. Fiske and unanimously carried, the following resolution was C, adopted: • Whereas, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly report of all .receipts and in analysis • of. all disbursements for the months of January, February and March, 1950, NOW, THEREFORE BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the said quarterly report of the Auditor-Treasurer be and is hereby approved and accepted by said Council. BE IT FURTHER RESOLVED, by the said Council that the Auditor-Treasurer be add he is hereby authorized and directed to have a copy of the said quarterly report published once in a newspaper, published in said Town and also post a copy of the • said report in front of the Court House in the said Town. The Auditor-Treasurer presented to Council the current bills and upon motion of C. W. Fiske seconded by E. H. ' . . . . 15.50 $1087.83 Leesburg Restaurant . . . . . . 3.30 $1091.13 ' Mr. Stirling Harrison appeared before Council requesting on behalf of a group of residents of the County of Loudoun, Leesburg Magisterial District, who reside and own property along the eastern suburbs of the Town of Leesburg in the vicinity of East Market Street extended, to have the Town extend the water system eastward to the aforesaid vicinity. After discussing this matter to some length, Council decided to study the matter with the possibility of extending the corporate limit beyond the aforesaid properties and that they would render their findings to lad. 6 Harrison by the time of the Regular Meeting of Council in May. Upon motion of C. W. Fiske seconded by Frank Raflo and unanimously carried the following resolution was adopted: . • BE IT RESOLVED, by the Council of the Town of Leesburg, . in Virginia, that T. E. Fisher be and he is hereby authorized and directed to cut down sidewalk along the side of Whitmore's Store and do the work set forth in his bid issued under the date of March 27, 1950 for the amount of $375.00. Council requested that bid be obtained for the completion of the sidewalk con- struction in front of the property of Margaret Diggs. It further requested that = , bids be bbtained for the painting of the roof of the fire house and the work and repairs that were needed at the public toilets. The Finance Committee presented the proposed budget for the fiscal year be- ginning July 1, 1950 and ending June 30, 1951 and upon motion of.Frances L. Patton . seconded by Frank Raflo and unanimously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Council a budget showing the annual receipts and disbursements for the fiscal year 1949 and the es- timated receipts and disbursements for the fiscal year beginning July 1, 1950 and ending June 30, 1951, NOW, THEREFORE, BE •IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be, and he is hereby authorized, instructed, and directed to have the aforesaid budget published once in a newspaper published in said town. BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg in Virginia, that there will be a meeting of the said Council in the Council Chamber of the Town Hall Building, in the Town of Leesburg, in Virginia, at 8:00 o'clock P. M., on Monday, April 24, 1950 for the purpose of giving any citizen of the Town of Leesburg the right to appear before Council and state his views on the aforesaid budget. BE IT FURTHER RESOLVED, that due notice be published once in a newspaper, published in said town.of Leesburg, of.said meeting. Frances L. Patton.gave a report on his and Mr. Raflo'smeeting with the Loudoun • County School ,Board regarding the Town'.s sewage system being adequate to take care of an additional school in .Leesburg should .the .Board see fit to erect the school. Mayor Lowenback read a letter .from Mr. Warren C. Parrow with reference to some construction for the Town's sewage .system. With reference to this matter the Council directed the Auditor-Treasurer .to write to.the .State Health.Department requesting _ that they release to Mr. Parrow their file .plans on the Town sewage system. After receiving a report and recommendations from the ,Street Committee and upon motion of J. L. Oliver, seconded by C. W. Fiske, the following resolution was adopted:- BE IT RESOLVED, by the Council of .the .Town of .Leesburg'in Virginia, that as of this date there .be no parking on the south side .of Loudoun Street from King to Church Streets and .from Wirt to Liberty. , Upon mption duly. made; 'sec'onded-:and carried the .Council adjourned:. • Epp c.ed• / '104 " / / Mayor , . • Recorder ti t Special April 24, 1950. . • At a special meeting of the Mayor and Town Council of The Town of Leesburg,, in Virginia, held in the. Council Chamber on Monday April 24, 1950 at .8:00 o 'clock P. M., there were present Maurice R. Lowenbach Jr. Mayor, Frank Raflo Councilman p The purpose of the meeting was to allow any citizen of .the Town of Leesburg to present their views on the proposed budget for the fiscal year begining July 1, 1950 and ending June 30, 1951.
