June 28, 1991
A Special Called council meeting was called to order by Mayor
Charles J. Hosti. The following members of council were present: Bill
Walsh, Jack Youmans, Jimmy Brown, James P. Locklear and L. Jefferson Dukes.
Councilman Jackson was absent as he was attending two weeks of guards.
Councilman Dukes moved that the meeting be closed so as to go
into executive session to discuss real estate. Councilman Youmans seconded.
The vote by council was unanimous.
Mayor Hosti reported on the meeting he held with Mrs. Ann Crowder,
School Board President and Mr. Andy Way. He stated that the school board
voted 6 to 3 to accept the Moses proposal.
Councilman Dukes moved that correspondence of March 27, 1990, the
Resolution of March 27, 1990, June 24, 1991 and the reply from Mrs. Martha
Fay dated April 17, 1990 be presented to the media. Councilman Locklear
seconded the motion with a unanimous vote by council.
Councilman Locklear made a motion not to accept the proposal by
Russell and Harry Moses. Councilman Brown seconded. The vote by council
was unanimous.
Councilman Locklear made a motion to adjourn this portion of the
meeting with Councilman Dukes seconding. The vote was unanimous by council.
With full agreement by council they will attend the next school board
meeting before releasing correspondence to the medi

Continuation of the Special Called council meeting. Mayor
Charles J. Hosti opened the meeting to discuss the liability insurance
policies. Mr. Tommy Sheehan presented each councilmember with the
insurance proposal for 91/92 year. City Treasurer Patricia B. Pagan
was present for this meeting.
Mayor Hosti requested that Rowena Fripp and Pat Pagan check
the buildings and inventory attached to this policy. A tour of all city
owned building will be done next week.
Councilman Walsh made a motion to accept the insurance proposal.
Councilman Locklear seconded. Vote by council was unanimous.
Mayor Hosti said that the audit had been delivered to him
yesterday and he complimented the excellent job that the council has
done this past year. The mayor stated that he plans to talk about the
First Response vehicle at the agenda meeting. Councilman Youmans made
council aware of the fact that the transmission on the back hoe was
in need of repair.
As a point of information, Mayor Hosti said that some merchants
from the 16th Street area are requesting permission to have the South Beach
Street Fair again this year on August 16th, 17th, and 18th. To do this
they would like to close off traffic on 16th Street. No one on council
had any objections to this request. It will be placed on the council agenda
for July 11th meeting.
A personnel matter concerning a policeman who has had a heart
attack was discussed. Mayor Hosti asked Patricia Pagan to look into some
form of assistance that could help him through until he can return to work.
Councilman Walsh said that when he can return to light duty, he could be
the fifth dispatcher until he can return to regular police duties. His salary
would be that of a dispatcher. Councilman Locklear mentioned having a policy
in the personnel section that would allow employees to donate their sick time
into a pool.
As there was no further business Councilman Walsh made a motion
to adjourn, with Councilman Youmans seconding. Vote by council was unanimous.
