HomeMy Public PortalAbout1950_05_08 • 7 REGULAR . -May 8, 1950 - At a regular meeting of the Mayor and Town Council of the Town of Leesburg were held in the Council Chamber Monday, ,May.8, 1950 at .7:30 o'clock P. M. There were present Maurice R. Lowenback, Mayor, Horace M. Hallett, Recorder, C. W. Fiske, E. H. James. J. L. Oliver, Frances L. Patton and Frank Raflo, Councilmen. • The minutes of the previous meeting were read and upon motion of C. W. Fiske, sec- oned by J. L. Oliver and unanimously carried were approved as read. The Auditor-Treasurer presented to Council the current bills and upon motion of J. L. Oliver, seconded by C. W. Powell Harrison, Jr. appeared before and presented to Council a re- port from the Annexation Committee where in a general summary they recommended that the Town limits be extended as recommended in said report. This report was taken under consideration and no immediate action was taken since Council felt that all information possible should be obtained regarding this matter. Mr. Harrison presented to the Council a plan in which all Town employees be covered by a blanket bond. This matter was referred to the Finance Committee. Upon motion of C. W. Fiske seconded by Frank Raflo, the following resolution • • 9 was adopted: WHEREAS, -the Town has employed -Warren -C. Perrow, Engineer, to establish grade lines for sidewalks and curbings to -be hereafter constructed in the Town; and, WHEREAS, -the said Engineer has -presented his -plans -for such improvements which have been accepted by the Council and Mayor of said Town by resolutions recorded in the minutes of the meetings of the Council; which -plans are now on file in the Mayor's Office; and, • • • WHEREAS, -the Town is now in the process of laying sidewalks and establishing IIIcurbings on the Northside of Loudoun Street between King and Wirt Streets; and, WHEREAS, -complaint has been made by owners of certain abutting properties, namely, Marguerite Diggs Sheppard, Lucille -Roberts, Jackson Davis, Jr. , Garner Diggs and Robbie Diggs; and; - - WHEREAS, -pursuant to Section 15-767 the Town -desires to appoint a committee of the Council consisting of three members thereof to proceed to make personal inspection of the premises on Loudoun Street owned by-said Marguerite Diggs Sheppard, Lucille • Roberts, Jackson Davis, Jr., •Garner •Diggs and Robbie -Diggs, to ascertain what damages, if any, will accrue to the owners of said properties by the proposed-grading of side- ' walks and the -building of curbings in accordance with the said pians of Warren C. - Perrow, engineer. • NOW, THEREFORE, BE IT RESOLVED-by the -Council and Mayor of the Town of Leesburg in Virginia that Joseph L. Oliver, C. W. Fiske and Francis L. Patton, three members of the Council of said Town, shall be and they hereby are appointed a committee to pro- . ceed- to make personal -inspection of -the premises hereinbefore -described and ascertain what damages, -if any, -will accrue to the owners of said abutting properties and after having made its decision the -said Committee shall -give the required written notice to - said property -owners advising the amount of damages ascertained by-said committee, the notice citing the owners to appear before such committee, not less than ten days after the service thereof, at a time and place to be designated in said notice, to show cause, if any they can, against the ascertainment made as aforesaid. • Ihhyor Lowenback presented the bid of T. E. Fisher for the amount of $225.00 for the completion of sidewalk in front of the paoperty of Margaret Diggs. This matter was tabled until a later date. At the request of Council, Mayor Lowenback appointed the following committee, J. L. Oliver, Frances L. Patton and C. W. Fiske, to secure bids from the truck dealers in the Town of Leesburg for a truck. The Auditor-Treasurer was requested to contact the Universal Constructioh Company and secure a bid for painting the Town's water tank. - Upon motion duly made, seconded and carried, Council adjourned. 1‘ 4547/ Recorder .
