HomeMy Public PortalAbout1950_06_12 . 9 was adopted: WHEREAS, -the Town has employed -Warren -C. Perron, Engineer, to establish grade lines for sidewalks and curbings to -be hereafter constructed in the Town; and, WHEREAS, -the said Engineer has •presented his -plans for such improvements which have been accepted by the Council and Mayor of said Town by resolutions recorded in the minutes of the meetings of the Council; which -plans are now on file in the Mayor's Office; and, - - • WHEREAS, the Town is now in the process of laying sidewalks and establishing IIIcurbings on the North-side of Loudoun Street between King and Wirt Streets; and, WHEREAS, -complaint has been made by owners of certain abutting properties, namely, Marguerite Diggs Sheppard, Lucille -Roberts, Jackson Davis, Jr. , Garner Diggs and Robbie Diggs; and; - WHE_REAS, •pursuant to Section 15-767 the Town-desires to appoint a committee of the Council consisting of three members thereof to proceed to make personal inspection of the premises on Loudoun Street owned by-said Marguerite Diggs Sheppard, Lucille Roberts, Jackson Davis, Jr., -Gainer•Diggs and Robbie -Diggs, to ascertain what damages, if any, will accrue to the owners of said properties by the proposed-grading of side- walks and the -building of curbings in accordance with the said plans of Warren C. Perrow, engineer. • - . NOW, THEREFORE, BE IT RESOLVED-by the -Council and Mayor of the Town of Leesburg in Virginia that Joseph L. Oliver, C. W. Fiske and Francis L. Patton, three members of the Council of said Town, shall be and they hereby are appointed a committee to pro- . ceed- to make personal -inspection of •the premises hereinbefore -described and ascertain what damages, -if any, -will accrue, to the owners of said abutting properties and after having made its decision the -said Committee shall -give the required written notice to said property -owners advising the amount of damages ascertained by-said committee, the notice citing the owners to appear before such committee, not less than ten days after the service thereof, at a time and place to be designated in said notice, to show cause, if any they can, against the ascertainment made as aforesaid. • I Mayor Lowenback presented the bid of T. E. Fisher for the amount of $225.00 for the completion of sidewalk in front of the puoperty of Margaret Diggs. This matter was tabled until a later date. At the request of Council, Mayor Lowenback appointed the following committee, J. L. Oliver, Frances L. Patton and C. W. The Auditor-Treasurer presented his monthly statement for the month of May 1950 ad presented the current bills and upon motion of C. W. Fiske, seconded by J. L. Turley appeared before Council regarding•a flooding condition that was occuring at his and Mr. Carter' s property during heavy rains. Mr. Turley stated that •;.he felt sure this condition could •be corrected by installing a culbert and - 11 drain along the front of said properties. Upon motion of C. W. Fiske seconded by Frank Hallo, and unanimously carried, Ithis matter was referred to the Street Committee to investigate this matter and auth- Jorize such work to be done as they deemed necessary to correct the said condition. Jhk. Arthur C. Hyde appeared before Council representing 1:'Y . Arthur Godfrey, and offered to the. Town of Leesburg certain parcel of land now belinging to the Airport and owned by Mr, Godfrey. Mr. Hyde further stated that this offer was being made and if accepted would enable fir. Godfrey to apply to the State and Federal Governments for aid to improve the said airport, and he felt when this was done it would be quite / an asset to the Town. / Upon motion of Frances L. Patton, seconded by C. W. Fiske, and unanimously car- - ried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the JCouncil of the Town of Leesburg in Virginia does and hereby agree to accept fir. Godfrei143 offer after said offer has been approved by the Town's Attorney. t/ Mr. William Simmons appeared before Council regarding persons being permitted to peddle produce from the side walks in the Town. Council readily concurred with j - Mr. Simmons and ordered the recorder to contact the Towns Attorney and request that an ordinance be drawn up to prohibit such practice in the Town of Leesburg. Upon motion of C. W. Fiske seconded by E. H. L Oliver and unaminously carried, the follow- ing resolution was adopted: III BE IT RESOLVED, by the Council of the Town Of Leesburg in Virginia, that the State Auditing Department be and it is hereby requested to audit the records of the Auditor- - Treasurer of the Town concerning the Town's finances for one year, from July 1, 1949 through June 30, 1950, and the said Town will pay the Commonwealth of Virginia for making said audit, and Horace M. Hallett, Recorder, is authorized and requested to excute a certified copy of this resolution to be mailed to the Auditing Department • of the Commonwealth of Virginia. ' On motion of C. 17. Fiske seconded by Frances L. Patton and unimously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that A. B. Rch- ards, Auditor*Treasurer, Raymond Hough, Pumping Station Operator, William E. Hamil- ton, S. C. Bell, and M. C. Cornell, Police Officers, be given a choice of taking a vacation of two weeks or pay at the regular rate, in lieu thereof. - On motion of C. 17. Fiske, seconded by J. L. Oliver, and unaminously carried the following resolution was adopted: . BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor- Treasurer be, and he is hereby authorized, and instructed to pay to M.C.COrnell Police Officer, five cents.(5¢) up to 300 miles per month for the use of his car in polic- ing the Town. IIIMr. Corbell of the Loudoun Times tarror offered to publish articles in his paper regarding a clean up campaign for• the Town. The Council authorized Mr. Corbell to have a picture and cuts made of the new• trash- receptieales, .and that the cost of picture- cuts would• be- paid by the. Town.. - ' On motion of Frank Rafflo seconded. by- E.H.James and unaminously carried the follow9 ing resolution was adopted: BE. IT• RESOLVED,by the Council of the Town of Leesburg in Virginia44 that the Lees- burg Fire Department be and• they are hereby granted permission to use to the amount of 15,000 gallons of water per quarter at the ball park free of charge. The committee appointed to secure bids for the new truck- were authorized and • requested to secure bids from Bishops Service Station, and Parker Motor Company. • Council authorized the advertisment for bids for the construction of additonal drying beds and by-pass for. the Town sewage disposal plant. • • Mayor- Lowenbach,- presented to Council- a request from L. S. Hutchinson for re- inbursement for the pouring of- a new side walk in front of his service station on West Market Street. IX. Mr. Patton made a motion and. stated, that since there was a side walk in front of this• establishgient• and there were several sections with out an type side walk ,.� that this request be denied. This being-seconded by- C.W.Fiske and unaminously carried. On motion of Frances L. Patton seconded by 0, W. Fiske and unaminously carried • i -:- the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginiathat the Town Council approve and they do hereby approve the plans for the grade levels for the the streets and side walks presented to the Council by Mv-. Warren C. Parrow, on Loudoun Street from King Street-west to the Cooperation limits, and that said plans be presented to the State Highway Department for request of State aid. BE IT FUTETR RESOLVED, that said plans be approved from King Street east on Loudoun Street to the road ajoining Dr. Drakes property and that same- siad plans be presented to the State Highway Department for the request of State Aid.
