M. there Were present Maurice R. Lowen- back, Mayor, Horace M. Hallett, Recorder, C. W. Fiske, E. H. James, J. L. Oliver, Frank Raflo and Thelma J. Smoot, Councilmen. • The minutes of the previous meeting were read and upon motion of C. W. Fiske seconded by J. L. Oliver and unanimously carried were approved as read. • The Auditor-Treasurer read:_his monthly statement for the month of September, 19500 his quarterly report for the quarter ending September 30, 1950, and upon motion of E. H. James seconded by C. W. Fiske and unanimously carried the following resolution was adopted: • WHEREAS, the Auditor-Treasurer has presented to the Town Council of the Town of .Leesburg, in Virginia, a quarterly statement of all receipts and analysis of all disbursements for the months of July, August and September, 1950, NOW, THEREFORE, BE IT RESOLVED, by the Council 'of the Town of Leesburg, in Virginia, that the said quarterly report of the Auditor-Treasurer be and it is hereby accepted by said Council. BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and instructed to have a copy of said quarterly report published once in a newspaper published in said Town and also post a copy .of said report in front of Court House in said Town. The Auditor-Treasurer presented his current bills, and upon motion of J. L. Oliver seconded by E. H. James and unanimously carried the following resolution was adopted: . . George appeared before Council as to way parking was permitted on Buick Street near the Stock Market. Mr. George stated that at times it was impossible for him to get in or out at his home. Council advised Mr. George that this complaint was occurring on private property, and that the Town had no control over this matter but they hope to get a street through this section from the W. & Old Dominion Raildoad. Regarding this matter Council directed the Recorder to con- tact the Town's Attorney and request that he take steps to obtain the said right of way. Mr. J. S. Board of the State Highway Department appeared before Council and discussed the problem of trash disposal, Mr. Board outlined a program that was in extance in Fauquier County and suggested that members:of this Council request of the Loudoun County Board of Supervisors to install such a plan in Loudoun County. Mayor Lowenback requested that Mr. Frances L. Patton and Mrs. Thelma J. Smoot appear before the Board of Supervisors at their next meeting and discuss this matter with them. Council received a report from the Labor Committee and upon motion of C. W. Fiske seconded by Frank Raflo the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following increases in salaries: R. L. Hough salary be increased - _ _ ..$10.00 per month J. Austin Wright salary be increased - 1.75 per week A. L. Hardy salary be increased - 1.75 per week .Geo. H. Hardy salary be increased - 1.75 per week R. 0. Keyes salary be increased - 5.00 per week Edwin G. Arnett salary be increased - -3.00 per week Upon motion of C. W. Fiske seconded by Thelma J. Smoot and unanimously car- ried the Auditor-Treasurer was authorized and directed to write irh'. James McWarter and authorized the work to be done regarding the annexation .plans as set forth in Mr. McWater's letter. OCTOBER 25, 1950.1 ' At a special meeting of.the ,Mayor,and.Town Council held in the Council Chamber on October 25, 1950 at,7:30 o'clock P.M. , there were ,present .Maurice ,R. .Lowenbach Jr; Mayor Horace M. ,Hallett, Recorder, JL.Oliver, E. H. James, Frank Raffia, and Thelma J. Smoot Councilmen. Mayor Lowenbach, stated,the .meeting,had .been called .to discuss the matter of Mr. John . F. .Kincaid operating a slaughter house and dressing plant in the Town of Leesburg which was in voliation of,tbe ,Town ordipance. .After discussing this matter at some length, 0ouncil •requested,Mayor,Lowenbach,to cotact .the .Town's Attorney and see • what steps could be,taken,to stop,Mr. Kincaid .from carrying .out such operations in the Town of Leesburg. • There being no further business, upon motion duly made, seconded and carried 8oun- e adjraa. withe: Mayor. /1 /i/5(L �.)/1//‘7 .Recorder.
