At a regular meeting of the Mayor and Town Council held in the Council Chamber on Monday, November 13, 1950 at 7:30 o'clock P.M. , there were present Maurice R Low- enbach Jr; Mayor, Horace M. Hallett Recorder, C. V. Fiske, E. H. James, J. L. Oliver, Francis L. Patton, Frank Raflo, and Thelma J. Smoot Councilmen. • The minutes of the previous meeting were read and upon motion of J. L. Oliver, seconded by C. W. Fiske, and unaminously carried were approved as read. -The Auditor-Treasurer read his monthly report for the month of October, 1950 111 and presented the current bills and upon motion of C. W. Fiske, seconded by J. L. Oli- verand unaminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: • Virginia Electric &.Power Co Mayors's Office & Fire House $ 4.38 Street Lighting 159.50 • White Way Lights 24.20 General Pumping 42.49 Disposal Plant .50 231.07 C. & P. Powell Harrison of the Company o Armfield, Harrison & Thomas present- ed to the Council a plan of insurance coverccident and a liability plan of cover- age, regarding accidents occuring in the To. of Leesburg. This matter was refered to the Finance Committee, and they were requested to report on this matter at their next regular. meeting. • Er. B. Powell Harrison, appeared before Council in behalf of Colonial Leesburg Inc; and offered to the Town of Leesburg 2,000 bricks to be used for side kat: construct- ion when, and where they made be needed. Council accepted the bricks and asked Mr. Harrison to extend their thanks to Colonial Leesburg Inc; for the gift. • /a-. Oliver, reporting for the Street Committee stated that Mi% Lucas Phillips and Mr. Stilson Hall had offered to pay for the bricks to be used in the side walk construction on 'the north side of their building on Cornwall Street should the Council see fit to construct this side walk. It was further stated by Mr. Oliver that Mr. Tiff- • . inay would offer the bricks for the side walk construction on to the East side of his property on Cornwall Street. Upon motion of Frank Raflo, seconded by E. H. James and unaminously carried, Council authorized and directed the Auditor-Treasurer to have - this side walk constructed according to this agreement. Council further authorized the Auditor-Treasurer to have the side walk repair- . S. • - 20. ed from Cornwall Street to North Street on the East side of King Street. Upon motion of C. W. Fiske, seconded by Frank Raflo and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer ,be and he is hereby authorized and directed to employ Mr. T. E. Fisher/is a general laborer ata salary of $150.00 per month until September 1, 1950. • Upon motion of Frank Raflo seconded by E. H. James and defeated,by a. vote.:of Qto2 Jete s=and.,Raflo for. Oliver, Fiske, Patton , and Smoot against the request of Austin Wright, A. L. Hardy, George Hardy salary be increased 75¢ per week. Council Authorized and directed the Auditor-Treasurer to reinburse Claude , Hoincan for the side walk construction on Loudoun Street at the rate set by the - Tbwn Council. Upon motion of Francis L. Patton, seconded by Frank Raflo and carried by a vote of (5 to 0), Mrs. Smoot not voting, the following report was accepted and adopt- . .ed by.the.Town Council of.the.Town of.Leesburg, in Virginia. • The Committe.sonsisting of.Joseph L. ,Oliver, Francis L. Fiske, heretofore.regularly.and,duly appointed by,the Mayor and Council of the Town of • Leesburg, .in Virginia, a municipal corporation, ,to make a personal inspectionof all the properties on.the.North,side of,Loudoun,Street between King and Wirt Streetsin said Town for the purpose of Accertaining what damages, if any, would accrue to the owners of.said properties, specificallythe properties owned,by Marguerite Diggs Shepp- ard, Lucille Roberts, .Jackson,Davis.Jr; ,and,Robbie Diggs, repert to the Mayor and Coun- cil of .said Town.that notice, service of which was accepted by counsel for said prop- erty owners.was.in words and figures as,follows; To: Marguerite.Diggs.8heppard, . . Committee but did not state any objection, or produce any. evidence that could be over ruled by the Committee. Consel for said property owners objected to proceedings being submitted in any. further. proceedings in this matter.. . . . . Circut Court .of. Loudoun County, in Virginia, in any legal proceed- ings relating .to this matter. Upon motion of C. W. Fiske seconded by Thelma J. Smmot, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town Of Leesburg in .Virginia, be and he . id hereby authorized and directed to pay to the members of the Leesburg Fire Depart- ment at the rate of $20.00 per annum for..the year ending December 31; 1950. • ' BE IT FURTHER RESOLVED; that the Auditor-Treasurer is hereby authorized and directed to deduct any taxes,water rents or other levies from the amount due each Fireman should he owe any such taxes, water rents, or other levies. Upon motion of C. W. Fiske seconded by J. L. Oliver and unaminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that one block on the South of the Leesburg High School be made a one way street, West. • J' There being no further business upon motion duly made seconded, and carried Council adjourned.
