Mayor. Recorder. • SPECIAL . . December 26, 1950. At a special meeting of the Mayor and Town Council held in the Council Chamber on December, 26, 1950, there were present, Maurice R. Lowenbach Jr; Mayor, Horace M. Hallett, Recorder, C. W. Fiske, E. H. James, J. L. Oliver, Francis L. Patton, Fran! • • Raflo, and Thelma J. Smoot, Councilmen. Upon motion of Frank Raflo, seconded by E. H. James, and unaminously carried the following resoluiton was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the • Auditor- of Public Accounts be, and he is hereby requested 'to make the necessary turn over to a newly appointed Auditor-Treasurer to succede the late A. B. Richards, and the Town of leesburg will pay the Commonwealth-of Virginia for making said turn - over. Upon motion duly made seconded and carried Council adjourned. At a special meeting of the Council of the Town of Leesburg in Virginia, held in the Council Chamber on the 29 day of December, 1950, at which there were were pre- . sent J. L. Oliver, C. W. Fiske, Thelma J. Smoot, E. H. James, Frank Raflo, and Francis. L. Patton, being all members of the said Council, the following motion was passed by unanimous vote. , WHEREAS, there is a vacancy in the office of Auditor-Treasurer of said Town by reason of the death of Arthur B. Richards; and • 23 WHEREAS, there- is-no person authorized_to .drawcandcissueichecke2fos the'pay- ment of current payrolls; and , • WHEREAS, the Mayor and Council of the Town desire that:.the_employees of the said Town shall be paid in accordance with the terms of their employment; and, • Whereas, th'e Mayor and Council' of the Town have been advised that' the Town may borrow a sum sufficient to meet the existing payrolls for the peroid ending December 31, 1950. NOW, THEREFORE, BE IT RESOLVED , by the Council and Mayor of said Town that the sum of $748.55 shall be borrowed from the Peoples National Bank of Leesburg, Leesburg, Virginia, said debt in the sum of $748.55 to be evidenced by a negotiable ' • and promissory note signed. by Maurice Lowenbach, Jr., Mayor and attested by Horace 14. Hallett, Recorder., who shall affix the seal of the said Town , to said note, which note shall bb payable on or before fifteen days after date therof, and shall bear intrest at the rate of 6% per annum. • The Peoples National Bank of Leesburg, Leesburg, Virginia, is hereby authoriz- ed, and directed and empowered to pay from the proceeds of the said loan salaries as 'follows: M. And The Peoples National Bank Of 'Leesburg, in IGeesburg, Virginia, upon dis- bursement of the proceeds of 'said loan 'as' aforesaid shall be under no further liability and 'responsibility 'to the Council and Mayor of said Town, And further the Council and Mayor of 'Said Town authorize the payment of the • aforesaid debt with intrest theron to the Peoples National Bank of Leesburg, Lees- burg, Virginia, by making the execution of 'proper draft to be charged against the account of said Town 'in full 'pdyaierit 'and 'satifaction of the debt, the draft to be made and signed by the 'Mayor 'and Recorder of said Town. Hallett Recorder, C.- W. Fiske, E. H. James, J. L. Oliver Francis L. Patton, Frank Raflo, and Thelma J. Smoot, Councilmen. Upon motion of Francis L. Patton, seconded Thelma J. Smoot, and carried-by a vote of ( 5 to 1 ) Fiske, James, Patton, Raflo, and Smoot for Oliver against, the following resolution was adopted. BE IT:RESOLVED, by the Council of the Town of Leesburg, in'Virginia that Robert • C. Wenner, be and he is hereby appointed to the office of Auditor-Treasurer to fill the unexpired term of the late A. B. Richard, which said term expires September 1, 1951, and that Robert C.
