WHEREAS, there is-no person authori'sed_to .draisandcissueicheckb: for thenpay-
ment of current payrolls; and ,
WHEREAS, the Mayor and Council of the Town desire that'.the_employees of the
said Town shall be paid in accordance with the terms of their employment; and, •
Whereas, the Mayor and Council of the Town have been advised that the Town
may borrow a sum sufficient to meet the existing payrolls for the peroid ending
December 31, 1950.
NOW, THEREFORE, BE IT RESOLVED , by the Council and Mayor of said Town that
the sum of $748.55 shall be borrowed from the Peoples National Bank of Leesburg,
111 . Leesburg, Virginia, said debt in the sum of $748.55 to be evidenced by a negotiable
and promissory note signed- by Maurice Lowenbach, Jr., Mayor and attested by Horace
M. Hallett, Recorder., who shall affix the seal of the said TTown , to said note,
which note shall be payable on or before fifteen days after date therof, and shall
bear intrest at the rate of 6% per annum.
The Peoples National Bank of Leesburg, Leesburg, Virginia, is hereby authoriz-
ed, and directed and empowered to pay from the proceeds of the said loan salaries
as 'follows:

The said Peoples National Bank 'of Leesburg, Leesburg, Virginia; shall take
form each of the said employees a receipt Which shall be submitted to the Mayor
and Council of the Town Of 'Leesburg, in Virginia showing disbursements of the said
sum of $748.55. ' ' " . ' ' ' ' '
And The 'Peopled National Bank cif 'Leesburg, in Leesburg, Virginia, upon dis-
bursement of the proceeds Of 'said loan 'as aforesaid shall be under no further
liability and responsibility 'to the Conneil and Mayor of said Town.
And further the Council and Mayor of 'Said Town authorize the payment of the
aforesaid debt with intrest thdron to the Peoples National Bank of Leesburg, Lees-
burg, Virginia, by making the execution of 'proper draft to be charged against the
account of said Town 'in full 'payuierit 'and 'satifaction of the debt, the draft to be
made and signed by the 'Mayor 'and Recorder of said Town.
The aforesaid resolution 'was 'offered 'by Francis L. Patton, Councilman second-
ed by Frank Raflo, Councilman and unanimously passed by recorded affirmative vote
of said Coundil at the Special Meeting held at the time and place aforesaid.

At a special meeting of 'the Mayor and Council of the Town of Leesburg in Virginia
held in the Council Chamber on Janurary, 5, 1951, there were present Maurice R. Low-
enbach Jr; Mayor, Horace M. Hallett Recorder, C. W. Fiske, E. H. James, J. L. Oliver
Francis L. Patton, Frank Raflo, and Thelma J. Smoot, Councilmen. -
Upon motion of Francis L. Patton, seconded Thelma J. Smoot, and carried by a
vote of ( 5 to 1 ) Fiske, James, Patton, Raflo, and Smoot for Oliver against, the
following resolution was adopted.
BE IT RESOLVED, by the Council of the Town of Leesburg, ihilirginia that Robert
C. Wenner, be and he is hereby appointed to the office of Auditor-Treasurer to fill
the unexpired term of the late A. B. Richard, which said term expires September 1,
1951, and that Robert C. Wenner salary shall be $300.00 per month.
