At a regular meeting of the Mayor and Town Council held in the Council Chamber on Monday February, 12, 1951, at 7:30 o'clock P. .M. there were present Maurice R. Lowenbach Jr; Mayor, Horace M. Hallett Recorder, C. W. Fiske, E. H. James, J. L. Oliver, Frances L. Patton, Frank Raflo, and Thelma J. Smoot, Councilmen. The minutes of the previous meeting were read and upon motion of J. L. Oliver seconded by Frank Raflo, and unaminously carried were approved as read. The Auditor-Treasurer read his monthly statement for the month of Janurary, 1951, his quartly report for the quarter ending December 31, 19521 and his annual report ending December, 31, 1954 and upon motion of C. W. Fiske, seconded by E. H. III James and unaminously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has presented to the Town Council of the Town of Leesburg, in Virginia a quarterly and annually statement of all receipts and analysis of all disbursements for the months of October, November, and December, . and for the year of 1950, - . NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said quarterly, and annually report of the Auditor-Treasurer be and it hereby accepted by said Council, . BE IT FURTHER RESOLVED, by the Council of. the Torn of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and Directed to have a copy of said reports published in a newspaper in said Town and also post a copy of said report in front of Court House in said Town. . The Auditor-Treasurer presented his current bills, and upon motion of C. W. • Fiske, seconded by J. L. Oliver, and imaminously carried the following r*soluiton was adopted: . BE,IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following . - bills: Arlington Stone Company 18.81 III R. 0. Whitmore - .35 . $761.65 • • Mr. Joe Francis appeared before Council again and complained about the condtion id which Mr. Kincaid was operating his place of business, and requested Council to enforce the ordinance which prohibbited the operation of such establish- ments in the Town of Leesburg. . S This matter was refered to the Mayor and Police Committee. Dr. Charles G. Souder, County Health Officer appeared before Council and pre- sented a model incenerator,and dismissed with Council the plan to build such an incenarator, and said that he felt that such a plant would render the trash from Town satifactiry and would be a proper way of disposing of same. Council agreed that plan Would be considered and that they would plan this construction in the very near future. Upon motion of Francis L. Patton, seconded by C.W.Fiske, and .unaminously carried, the Auditor-Treasurer was authorized and directed to secure bids and purchase the materials need for the consrtuction at the Town garage. Mayor Lowenbach, presented to Council three plans from the Virginia State Highway Department, regarding the taking over of the Town streets. This matter was tabled until the next meeting. 26 A bill from Mr. Sterling Harrison, was presented far the construction of a new cellar door, which construction remove from the side walk on Church Street. . This bill was in a sum of $205.00 Council authorized the-Auditor-Treasurer to •pay $100.00 . • • • Upon motion of Thelma J. Smoot, seconded by, E. H. James, and unaminously carried, the following resolution was adopted: "Resolution on the death of A. B. Richards, Auditor-Treasurer, of the Town • of Leesburg in Virginia." - • • WHEREAS, the Mayor and members of the Council of the Town of Leesburg, in Virginia, were deeply distressed at the death on the 23rd; day of December, 1950, of A. B. Richards, Auditor-Treasurer of the Town of Leesburg, in Virginia, and WHEREAS,Mr. Richards, a resident of the Town of Leesburg for 45 years, and • served the Town of Leesburg as Auditor-Trreasurer from September 15, 1949 to December 23, 1950, and WHEREAS, in his official duties with the Torn, the chief ambitionof Mr. Rich- ' ards, evidenced by the prompt, and up to date- records, he was sincere in his job as Auditor-Treasurer, and WHEREAS, in the death of kr. Richar4,the citizens of the Town have abet a valueable servant, and his colleagues in the Town Council have lost an out standing Auditor-Treasurer, a genial companion, and a faith ful servant, and • friend, - • • NOW THEREFORE BE IT RESLOVED, that the Mayor and members of the Council of the Town of Leesburg, in Virginia, hereby express their. sorrow at the death of A. B. Richard; and extend their sincere sympathy to his family in their bereave- ment, and BE IT FURTHER RESOLVED, that the Recorder of the Town of Leesburg,- in Virginia is directed to send a suitable copy of this resolution to the members of A. B. Rich- ' ard' s family and a copy be spread upon the minutes of the Council and that a copy be published in the- local- news paper. Upon motion of- C. W.- Fiske- seconded by. Frank. Raflo, and unaminously carried - Council accepted the Agreement and deed. regarding. the property of Arhtur Godfrey • know as the- Air port.. W. -Fiske, and unaminously - carried the following resblution was adopted: • BE IT RESOLVED, by the .Council of the Town of Leesburg, in Virginia, that the Virginia State Highway Department; be and they are hereby notified that the Coimc, agrees to accept the following plan regarding the Town Streets, WHEREAS, under the law of 1948 which pi•ovidestfor a minimum of two miles of secondary streets allowable.to each town plus one quarter mile addition each recurring year.
