H.- James, seconded by C. W. Fiske and carried by a vote of (5 to 0), Patton not voting, the following resolution wad adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Virginia Highway Department be and they are hereby authorized and requested to in= stall a traffic signal light at the intersection of King and Loudoun Streets.' At a regular meeting of the Mayor and Council of the Town of Leesburg held in the Council -Chamber on Monday April, 9, 1951, at 7:30 oclock P. M. there were present . Maurice R. Lowenbach Jr; Mayor, Horace I Hallett, Recorder, C. W. Fiske, EH James, J; L. Oliver, Francis L. Patton, Frank Raflo, and Thelma J. Soomt, Councilmen. The minutes of the previous meeting were read and upon motion of C. W. Fiske, -seconded by E. H. James, and unaminously carried were approved as read. The Auditor-Treasurer read his monthly statement for the month of March, 1951, and his quartly- report for the months of-Janurary,-February, and March, 1951, and upon motion of Frank Raflo, seconded by J. L. Oliver, and unaminously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has presented to the Town Council of the Town I' of Leesburg, in Virginia, a quartly statemnet of all receipts and analysis of all disbursements for the months of Janurary, February, and March, 1951, • .. NOW, THEREFORE, BE IT RESOLVED, by the Council of the Totiin-of Leesbufg, in Virginia that the said quartly statement of the Auditor-Treasurer, be' and it is . hereby accepted by said Council, BE IT FURTHER RESOLVED, by the -Council of the -Town of Leesburg, in Virginia, that the Auditor-Treasurer, be and he is hereby authorized and directed to have a copy of said statement published in a said newspaper in said torn and also poet a copy in front of Court House in the said town. The Auditor-Treasurer presented the current bills for the month of Narch, 1951 and upon motion of C. W. Fiske, seconded by J. L. Emerick appeared before the Council and stated that he would like to have any information the Council would give him regarding water and sewage for the new proposed school. Regaring this matter Francis L. Patton offered the following motion seconded, Frank Raflo, and unaminously carried the following Resolution was adopted: BE IT RESOLVED; by the Council of the Town of Leesburg in Virgin, that the Council favors the extension of the Towns wetter and sewage lines , to the property line of the new proposed single high school, and that the said Council will take what ever steps it can legally necessary to further this end. Mr. Fred Brock, of the Business and Professional Association, Inc, of Leesburg Virginia appeared before Council and read a resolution regarding the securing of • certain right of ways and the improvement of Buick Street. Council extended their Thanks to Mr. Brock and requested Mr. Raflo to meet with the said organization and members of the Washington & Old Dominion Railroad regarding this matter. • • Mr. Richard W. Burbank requested Council to take such steps as they could to- ward correcting the side walk and drainage problem in front of his house. This matt- er was re£ered to the street committee and was suggested they contact Mr. Board of the Highway Department to see if the Highway Department would assist in the correct- ing of the drainage problem in front of Lir. Burbanks home. Upon motion of J. L. Oliver, ,seconded,- by C. W. Fiske, and unaminously carried the following resolution was adopted: , • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virgins that the water rates be and they are hereby changed as following : _ • Effective the quarter begining May, 1951,. for user of -the Town water IN THE . TOWN OF LER1BURG: Over 2 --- 100,000 gal pet quarter 20¢ per 1,000 • . Over 200,000 gal per quarter 150 per 1,000 Upon motion of J. L. Oliver, seconded by E. H. James, and unaminously carried the following resolution was adopted' _ • WHEREAS, the Commonwealth of Virginia through the Department of Highways has agreed to give each incorporated town of 3500 or less population the privilege of adding one-quarter of mile annually to the State Highway Secondary_System in accord- ance with Senate Bill 234, Chapter 507. • WHEREAS, it is ghe desire Of this Council that said streets be added to the State Highway Secondary System. • NOW, THEREFORE, BE IT RESOLVED: That this Council does hereby request the Dep- artment of Highway to add the following streets to the State Highway Secondary System to make the one-quarter mile due as of July 1950 and furhter request for the addition in accordance with the Senate Bi11;The Town Qouncil has made no further request for an addition as ofJuly 11951:; , , , , , AYR street from ,Warket street .(Route 7) ,to West Cornwall Street, a distance of 0.09 Mi. . . Cornwall Street from Ayr Street ,to Churl!. Street a distance of 0.42 mi. And, :the Council further, .hereby,, agrees to and does guarantee a minimum of 30_ feet unrestricted ,right .of way,, togeather with the right to use such additional areas as may be required for the proper execution of the maintenance, improvement, construction, and/or reconstruction of •such streets. Mayor Lowenbach," read e letter from Tri=County Electric Cooperative, in which they requested pertissiori to :install :a :trio way :radio antenna on top of the Town's water tank. Upon .motion 'of Francis L. "Patton seconded:by Frank Raflo, and unaminously carr- ied the following iresolution:was: adopted 31 BE IT RESLOVED, by the Council of the Town of Leesburg, in Virginia, That the Tri- County Electric Cooperative, is and they are hereby given permission to install a two-way radio antenna on top of the Town's water tank, propiding it is installed so as to meet and pass all C. A. A. requirements, and that the said Cooperative will carry all public libality, and personal damage insurance for this the said installition and as long as said two-way radio antenna is mounted on the said wat- er tank. A letter from the Leesburg Home Demerstration Club was read in which they requested, that they be put on record as reccommendiAg that all homes and business buildings not now connected to the town public sewer be connected. Upon motion 'of J. L.' Oliver, seconded by Francis L. Patton and carried by a vote of (4 'to 2) Oliver, Patton, 'Smoot; and James for Raflo, and Fiske against the following resolution was adopted:' BE IT RESOLVED by the Couricil 'of the Tonin of Leesburg, in Virginia, that the Auditor-Treasurer tie and he is here byauthorized and directed to have the side walk relayed in front 'of Miss Courtney home 'as per agreement that Miss Courtney furnish the bricks for said construction: ' ' ' ' The Finance Committee 'presented 'tile 'proposed budget for the fiscal year begin- ' ing July 1; 1951; and ending `June 30; 1952; and upon motion of C. 17. James, and unamindusly carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this 'day presented to Council a budget show- ing the annual receipts and disburderneritd for the fisical year 1950 and the estimat- ed receipts and disbursements for the fisicaI year begining July 1, 1951, and ending June .30, 1952, . - NOW, THEREFORE, BE IT RESOLVED, 'by the Council of the Town of Leesburg in Virg- inia, that the Auditor-Tredsurer 'be, 'arid 'he is hereby authorized; instructed, and directed to have 'the aforesaid budget published once in a newspaper published in said town, ' ' BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Virginia., that there will be a meeting of the said Council in the Council Chamberof the Town ' Hall building, in the Torn 'of Leesburg in Virginia, at 8:00 o'clock, P. 'M. , on Mon- day April 23rd, 1951, for the purpose of given any citizen of the Town of Leesburg the right to appear before Council and state his views on the aforesaid budget. BE IT FURTHER RESOLVED, that due notice be published once 'in a newspaper, pub- lished 'in said town of Leesburg, of said meeting. At a special meeting of the Mayor and Council of the Town of Leesburg, in Virginia, held ingthe Council Chamber on Monday April 23, 1951, at 8:00 o'clock P.M. there were present Maurice R. Lowenbach, Jr; Mayor, Horace M. Hallett, Recorder, Thelma J. Smoot, Councilmen.:- ,-rt. • The purpose of the meeting was to allow any citizen of the Town of Leesburg to present their views on the proposed budget for the fiscal year begining July 1, 1951, and ending June 30, 1952.
