BE IT RESLOVED, by the Council of the Town of Leesburg, in Virginia, That the Tri-
County Electric Cooperative, is and they are hereby given permission to install a
two-way radio antenna on top of the Town's water tank, propiding it is installed
so as to meet and pass all C. A. A. requirements, and that the said Cooperative
will carry all public libality, and personal damage insurance for this the said
instal1ition and as long as said two-way radio antenna is mounted on the said wat-
er tank.
A letter from the Leesburg Home Demerstration Club was read in which they
requested, that they be put on record as reccommendiag that all homes and business
buildings not now connected to the town public sewer be connected.

Upon motion 'of J. L. Oliver, seconded by Francis L. Patton and carried by a
vote of (4 'to 2) -Ol'iver, Patton, 'Smodt; and James for Raflo, and Fiske against the
following resolution *was adopted:'

Auditor-Treasurer Se and he is here by 'authorized and directed to have the side walk
relayed in front 'of Kiss Courtney home 'ad Per agreement that Miss Courtney furnish

The Finance Committee 'presented the 'proposed budget for the fiscal year begin-
- ing July 1; 1951; and ending 'Jund 30; 1952; and upon motion of C. W. Fiske, seconded
by E. H. James, and unaminously carried the following resolution was adopted:
WHEREAS, the Auditor-Treasurer Has this 'day presented to Council a budget show-
ing the annual receipts and disbursements £or the fisical year 1950 and the estimat-
ed receipts and disbursements for the finical year begining July 1, 1951, and ending
June ,30, 1952, .
NOW, THEREFORE, BE IT RESOLVED, 'by the Council of the Town of Leesburg in Virg-
inia, that the Auditor-Treasurdr 'be, 'and 'he is hereby authorized; instructed, and
directed to have 'the aforesaid budget published once in a newspaper published in
said town,
BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Virginia.,
'` that there will be a meeting of the said Council in the Council Chamberof the Town
Hall building, in the Town 'of Leesburg in Virginia, at 8:00 o'clock, P. 'M. , on Mon-
day April 23rd, 1951, for the purpose of given any citizen of the Town of Leesburg
the right to appear before Council and state his views on the aforesaid budget.
BE IT FURTHER RESOLVED, that due notice be published once 'in a newspaper, pub-
lished 'in said town of Leesburg, of said meeting.
Ther being no further business upom motion duly made seconded and carried

At a special meeting of the Mayor and Council of the Town of Leesburg, in
Virginia, held ingthe Council Chamber on Monday April 23, 1951, at 8:00 o'clock. P.M.

The purpose of the meeting was to allow any citizen of the Town of Leesburg
IIIto present their views on the proposed budget for the fiscal year begining July 1,
1951, and ending June 30, 1952;
? There being no one present for the aforesaid meeting, and purpose the meeting
was adjourned.

The minutes of the previous meetings were read and upon motion of C.W.Fiske
seconded by E. H. James, and unaminously carried they were approved as read.
The Auditor-Treasurer read his monthly statement for the month of April 1951
and presented the current bills, and upon motion of E. H. James, seconded by C.W.
_ Fiske, and unaminously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia; that the
Auditor-Treasurer, be and he is hereby authorized and directed to pay the follow-

Mr. Raflo presented bilis incurred by Dr. Kay I. Kitagawa in making an areial
map of Leesburg and surrounding area., and upon motion of C. W. Fiske, seconded
by E. H. James, and unaminously carried the Auditor Treasurer be 'and he is here
by authorized and directed to pay the following bills, Campbell Photo Service
$20.00 and to Dr. Kay I. Kitagawa $4748 and that this Council wishes to express
their thanks to Dr. Kitagawa for his services and intrest in this matter.
On motion of J. L. Oliver seconded by C. W. Fiske and unaminously carried
the following resolution was adopted:

WHEREAS, the following proposed budget was presented to the Council on the
9th day of April, 1951 and same was published in the newspaper published in the
Town of Leesburg, and a Special Meeting of the Council was held on the 23rd day
of April, 1951, and. no objections were made •thereto.-by-any-citizens-of-the-Town;

Upon motion of C. W. Fiske, seconded by E. H. James, and unaminously carr-
ied the Auditor-Treasurer was authorized and directed to transfer the Sinking Fund
• now on deposit at the Loudoun National Bank, the sum of which being $8.65 to the
Towns General Fund.
Upon motion of E. H. James, seconded C. W. Fiske and unaminously carried the
Auditor-Treasurer was authorized and directed to have the old truck repaired.
Upon motion of C. W. Fiske, seconded by E. H. James, and unaminously carried
the following resolution was adopted:
BE IT RESOLVED,. by the Council of the Town of Leesburg in Virginia that the
Auditor-Treasurer be and he is hereby authorized and directed to continue Mr. S.
C. Bell's salary until September 1, 1951, and at which time the incoming Council
shall decide wheather to continue paying Mt. Bell in the event he is still unable
to return to his work,

BE IT FUTHER RESOLVED, that the Auditor-Treasurer be and he is hereby author-
ized and directed to pay, It Hamilton, and Mr, Conell for the over time they have
served due to absence of a third member of the Police Force.
Upon motion .of Thelma 3: Smoot, seconded by Frank Raflo, and unaminously
carried the following resolution was adopted: •
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that
George Hardy, be and he is hereby made Labor Foreman of the Town Labor force, and
that Lr. Hardy's salary be increased to $200.00 per month.
The matter of repairing the street or side walk in -front of Mt. L. S. Huth-
inson'.s Service Station on South King Street was tabled until the next meeting.
Upon motion of Frank Raflo, seconded by C.. W. Fiske, aand unaminously carr-•
ied the following resolution was adopted: .
BE IT RESOLVED, by the Council of the -Town of Leesburg, in Virginia, that

the Recorder's Salary be and it is hereby increased to $$200.00 per annuam effect-
ive September 1, 1951.

Mayor Lowenbach read a letter from the Garrett Insurance 'Company in which
it was reccomended that a blinker light be installed on the front and'rearer of
the Town trash truck. Council requested the Auditor-Treasurer to find out how
much the cost would be for such lights and report to Council at their next meeting.
Mayor Lowenbach read a letter from Mr. John Allen Johnston in wHich he off-
ered __ a certain parcel of land for the construction of a street
withthe agreement that the Town would furnish the area in which this street would
pass through with water, sewage, and street lights within one year after it's accept-
ance. This matter was table until a later date. ,
MM-. Fiske presented a request from the Virginia Eledtric and Power Comp-
any to install a two way radio antenna on top of- the• Town Building.
And upon motion of Frank Raflo, seconded by C.• W. Fiske, and unaminously
carried the following resolution was adopted: • •
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia , that
the Virginia Electric & Power Company, be and they are hereby given prem±ssion to
install a two way radio antenna on top of the Town' Building, providing it is in-
stalled so as to meet all requirements -of the C.' k. A. , and the said Virginia
Electric & Power Company shall carry all public libality, and personal damage
insurance for this said two way radio antenna as long as same shall be mounted on
the said Town Building. • • • • • •
Upon motion of C. W. Fiske, seconded' by Frank Raflo and unaminously carr-
ied the following 'ordinance was adopted: ' ' ' . '
BE IT ORDAINED, by the Council of the Town' of Leesburg, in Virginia, that
Paragraph 23 of the Tax Ordinance Book be and the 'same is hereby annulled and re-
scinded and re-ordained to read as follows; ' . ' . ' •
23. EATING HOUSE, RESTURANT OR TEA ROOM... Every person, firm or corporation
who shall engage in keeping an eating place or resturant shall pay a Merchants
(retail) License. See paragraph 39
BE IT ORDAINED, by the Council of the Town of Leesburg, in Virginia, that
• the Tax and License Ordinance for the Town of Leesburg, in Virginia, be ammended
to include the following section:

_ 36. LODGING AND BOARDING HOUSE. On every person, firm, or association or
corporation maintaining and operating a lodging' and boarding house using from
five to ten rooms inclusive for transients the sum of $15.00
BE IT RESOLVED, by the the Council of the Town of Leesburg, in Virginia
that the Auditor-Treasurer be and he is hereby authorized and directed to have
this ordinance published twice in a newspaper in the said Town of Leesburg.
Upon motion of J. L. Oliver, seconded by Frank Raflo, and unaminously carr-
ied the following resoluiton was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that
