REGULAR June 11, 1951. - At a regular meeting of the Mayor and Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, June 11, 1951, there were pre- sent Maurice R. Lowenbach Jr; Mayor, Horace M. Hallett, Recorder, C. W. Fiske, E. H. James, J. L." Oliver, Frank Raflo, and Thelma J. Smoot,Councilmen. The minutes of the previous meeting were read and upon motion of C. W. Fiske, seconded by E. H. James, and unaminously carried were approved as read. The Auditor-Treasurer read his monthly statement for the month May, 1951, -and presented the current bills, and upon motion of Frank Raflo, seconded by C. W. Fiske, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the follow- ing bills: S. The Two bills, one being that of fir. W. H. Haywood, the other of firs. B. Powell Harrison Sr. And upon motion of J. L. Oliver, seconded by C. W. Fiske, and unaminously carried this matter was refered to the Town's Attorney to take such action as he saw fit.t. " Mrs. Allensworth, appeared before Council requesting some type, of assist- ance in regards to the disorder that was always occuring in the section of Town 37 some times spoken of as Black Bottom. Mrs. Allensworth also expressed her thanks to the police men of the Tobin for all of the help they had been in regards to this matter, and she further stated that the police men had in many case taken action beyond their line of duty to correct this condtion. Council Assured It's Aliens- worht that they would do every thing possible in their power to correct this don- • dtion, Mr. Robert C. Winner, Auditor-Treasurer, submitted his resiganition,effect- ive June 30, 1951. • And upon motion of Frank Raflo, seconded by C. W. Fiske and carried by a vote of (4 tolO Fiske Sliver, James, and Raflo for It's. Smoot against, the follow- -\„ing resolution- was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that Mr. • Robert C. Winner resignation be and it is here by accepted, and that the Council wishes to thank Mr. Winner for his services, and regerts that he finds it necessary to leave his office at this time. Mayor Lowenbach, read a letter from Mr. John Allen Johnston, in which he offered a certain parcel of land providing the Town; would furnish streets, lights, and water. This matter was tabled until a more compleate study of this offer could • bymade. . Upon motion of J. L. Sliver, seconded by Frank Raflo, and unaminously carr- ied the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Audtior-Treasurer be and he is hereby authorized and directed to increase the hour- ly w ges of the Town men from 65 cents to 75 cents per hour effective June '171 1951. V" On' motion of Councilman• Frank Raflo, seconded by Councilman J. L. Oliver and voted on a£firmativelyby C.• W: Fiske, J. L. Oliver, Emmerson H. James, Frank Raflo and Thelma J. Smoot,• being five of the six members of said Council and constitut- ing a quorum thereof; the following resolution '-vas passed: I . _ WHEREAS, the Town• is advised in the development of its Municipal;Airport pro- ject itis necessary that• the Town enter inte-a"n'agency agreement'rvith-the State Corporation Commission; State' of• Virginia; and , WHEREAS, the proposed agency agreement which has been presented, to the Coun- cil for consideration reads as• follows: "THIS AGREEMENT, made, this411th day lof June 1951 , between. the State - Corporation Commission; Stateo'tVirgrin'ia,: hereinafter called' the"Corumissiori" and the Town of Leesburg,-an Virginia, hereinafter called-Vher°S sora':% WITNESSETH • y WHEREAS, '-Sponsor•intends to apply for Federal funds in?aid of• an airport project under the Act of Congress, approved May, -131 1946 (Public Law 377) Seven- ty ninth Congress), know as the Federal Airport Act, and • WHEREAS, in such cases Sections 377kk of the Code of Virginia•of•1942, as amended, require Sponsor to desiganate Commission as its agent•for certain pur- • poses. - • NO THEREFORE, the parties hereto agree as follows: • 1, Sponsor hereby designates Commission as its agent in its behalf to accept, 111 recdive, _receipt for, and disburse such finds as may be paid to it under the auth- ority of the Federal Airport Act or-any amendment thereof. 2. Upon receipt of any such payments, Commission will deposit the same with the State Treasurer and will, concurrently, or within a reasonable tome there after, direct the State Treasurer to pay an equal amount into the•project•bank account maintained by Sponsor in connection with the project application. At a special meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber.on Tuesday June 19, 1951, at 7:30' oclock P. M. There were present, Maurice R. Lowenbach Jr; Mayor, Horace M. Hallett, Recorder, E. H. James, J. L. Oliver, Frank Raflo, and Thelma J. Smoot Councilmen. . Members of The Annexation Committee appeared before Council and again reviewed their report and made certain reccommendations. " 111Council ehanked the Committee for the worked they had done, and assured them that it was greatly appreciated, and would be helpful to the town in the near future. Upon motion of J. L. Oliver, seconded Frank Raflo, and unaminously carr- ied the following resolution was afopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Recorder, be and he is hereby authorized and directed to have certain ads published in the Loudoun News, Loudoun Times Mirror, and The Blue Ridge Herald, requesting applications for the position of Audtior-Treasurer, which would be considered at a special meeting of Council on Friday, June 29, 1951 at 7:30 P.
