Hamilton, be given a two weeks vacation with pay or' be paid' for same inlieu there of. Upon motion of C.' W. Fiske,' seconded by Frank Raflo and unaminously carried , permission was granted to a group to have a street carnival on one block of East Royal Street between Church and King Streets, the first Friday night in August. ' ' ' Mayor Lowenbach' reported that- there was a drainage water problem on Royal Street; at the' corner fling Street, and the_property_ owners had - requested that this oondtion' be corrected. Upon motion of dn. Fiske,' seconded by J. L. Oliver and unaminously carried, the'AuditoraTieasurer'was requested, and directed to have curb and guttering installed On• the' south' side of Royal Street from Wirt Street to King Street. The Auditor- Treasurer was futher authorized and directed to have side walk, curb ,' gutter installed on' the' south side of Loudoun Street from the east side of'Church Street' to' a' point on the east side of the right of way adjoining Dr. E. - H: Drakes' property, and that this work was to be done by the Town force. Mayor Lowenbach read a letter from Mr; John Allen Johnston , in which he offered a certain parcel of land to the Town for the extension of South Wirt Street. This offer was made with the under standing that the donation would be made to the Town upon its acceptance which will provide customary services and utilities at such time as the development of the land along . the proposed extension progresses to the extent that the services and utilities are necessary for the normal comfort, convenience and sanitation of the occupants of such development. 1 Upon motion of C. W. Fiske, seconded by Frank Raflo, and unaminously' carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town Of Leesburg, in Virginia that the Council does and it hereby agrees to accept the parcel of land . offered by Mi. John Allen Johnston for the extension of South Wirt Street, ' providing the street width right of ways meet the requirements as set forth in the Town of Leesburg Subdivision Control Ordinance. At a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber on Monday August 13, 1951, at 7:30 o'clock P. M. there were present Maurice R. Lowenbach, Jr; Mayor, Horace M. Hallett, Recorder, C. W. Fiske, J. L. Oliver, Emmerson H. James, Francis L. . Patton, and Frank Hallo, Councilmen. The minutes of the previous meeting were read and upon motion of J. L. Oliver, seconded by E. H. James, and unaminously carried were approved as read. 'The Audior-Treasurer read his monthly statement for the month of July 1951, and present the current bills, and upon motion of Emmerson H. James seconded by J. L. Oliver, and unaminiously carried the following resolut- ion was adopted: • BE IT RESOLVED, by the Council of the Torn of Leesburg, in Virginia ,that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: ' 42 • Virginia Electric & Power 8o; $ 248.64 L. Hirst 679.02 Mitchells Store 5.40 $1;186.40 Upon motion of Francis L. Patton, seconded by J. L. Oliver, and unaminously carried the following 'resolution was adopted; WHEREAS, Cuthbert P. Conrad, C. A. English Cole, and Elnor M. Cunn- ingham, Judges of the Town Election held on June 11, 1951, have certified that E. S. Dailey, received 241 votes for Mayor E. B. White received 199 votes for Mayer, Horace M Hallett received 324 votes for Recorder, Emmerson H. James re- ,�r�ceived ' votes for Councilman, Harry Flblewton received 272 votes for Coucil- man, Winslow Williams received 244 votes for Councilman , Vernon L. Claggett received 238 votes for councilman, Thelma J. Smoot received 237 votes for Council man, Morton Riddle received 225 votes for Councilman, G. E. Warner received 223 votes for Councilman, Frank Raflo received 219 votes for Councilman, B. Powell Harrison received 218 votes for Councilman, and A. T. Elgin received 146 vote for Councilman. WHEREAS, it appears from the report of the Said Judges of Election • that all of the canadidates except G. E. Warmer, Frank Raflo Raflo, B. Powell Harrison Jr., A. T. Elgin and E. B. White were elected to the respective off- ices for w&ich they were a canadates, • NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburh, . ' in Virginia, that the following persons be and they'are hereby declared to have been duly elected for the term begining September 1, 1951, and ending August 31, 1953, E. S. Dailey, Horace M. Hallett, Recorder, Emmerson H. James, Harry F. Newton, Winslow Williams, Vernon L. Claggett, Thelma J. Smoot, and Morton Riddle Councilmen. . . • Upon motion of E. H. James, seconded by Frank Raflo, and unaminously carried the following resolution was adopted; BE IT RESOLVED, by the Council of the Town of Leesburg, in Virinia, that the Auditor-Treasurer be, and he is hereby authorized and directed to pay c; to each Official and Counciman attending the Convention of the League of Virginia • municipalities to be held in Roanoke Virginia, on September 16-18, the sum of • $35.00 toward their expenses. A petition was presented to Council with the siginatures of 17 persons requesting that something be done to correct certain condtions that existed in • the area know as Black Bottom, namely�etter police protection and condtions claimed • to be Helath menaces. After a lengthy discission Coucil stated that they felt F s much of this problem would be corrected when a street could be put in this sec- tion so as to premit the police to drive through this section_more often. Mayor Lowenbach, requested the Street Committee to inspectet the curb and gutter alnog the East side of Church Street in front of ?+rs. Frye's home arid • should authorize what every work they felt neccessary. At the request of Coucil Mayor Lowenbach appointed_Geo. E. Ward and Frank Raflo to draw up a suitable resolution, acknowledging the work of out go- ing Councilmen, C. W. Fiske, and J. L. Oliver, and to epress the thanks of the people of the Town of Leesburg for the outstanding services they had rendered the Town a in the past. 43 It was further requested that a copy of the said resolution be present- '. ed to the Council at their regular meeting in September, That they may spread it upon the minutes of the said meeting. • There being no further business upon motion duly made seconded and carr- ied Council adjourned. � �� , Mayor.=L,C Recorder. SPECIAL -SEPTEPBBER 1, 1951. At a special meeting of the Mayor and Council of the Torn of Leesburg, in Virginia, held in the Council Chamber, Saturday, September 1, 1951, at 8:00 o'clock P. M. , there were present E. S. Dailey, Mayor, Horace M. Hallett, Recorder, Vernon L. Claggett, E. H. James, E. F. Newton, Morton Riddle, Thelma J. Smoot, and Winslow Williams. . . Mayor Dailey stated that the Oath of Office having been previously adminster- ed to all members of Council they were ready to proceed with business. . Upon motion of E. H. .James, seconded by Thelma J. Smoot, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburgin Virginia, that Stilson H. Hall, ,be and he .is hereby-elected and appointed as Town' s Attorney for a peroid of two years begining -September, 1, 1951, at an annual salary of $100.00 per year, payable semi-annually. -Upon Motion.of Winslow Williams, seconded by E. H. James, and unaminously carried the following resolution was adopted: BE IT RESOLD,by.the .Council .of the Town of Leesburg, in Virginia, that George E. .Ward, be .and .he is .hereby elected and appointed .to the office of Auditor- Treasurer, for .a .peroid of.two .years, begining Septemberl, 1951, at an annual salary of .$3600.00 .payable .monthly. Upon.,.motion .o£ Vernon.Claggett, :seconded by Morton Riddle, and unaminously carried the following resolution.was -adopted: BE IT RESOLVED, .by. the Council of the Town of Leesburg, in Virginal that Raymond L. Hough, be .and .he is .hereby elected and appointed as SUPERDIT_.NDENT of Water and Sewage Department, at an annual salary of $2520.00 payable monthly. Updn .moton of .Morton Riddle, seconded by Vernon L. Claggett, and unaminously carried the following resolution -was adopted: . BE IT RESOLVED, -by the Council of .the Torm of Leesburg, in Virginia, that W. E. Hanilton, M. .C. Cornell, .and -Victor Jackson be eappointed aspolice officers, and in leiu of .the .fact that .the -said Police Officers had requested an increase in pay,that the Police •Committee .be requested to obtain as much imformation regard- ing policemen' s salary -in towns similar in size to that of Leesburg, and report to the Council at their regular meeting September, 10, 1951, and at which time f Council and Police .Officers would accept or reject the offer and appointments.
