At a special meeting of the Mayor and Council of the Town of Leesburg, in Virginia, held in the Council Chamber, Saturday, September 1, 1951, at 8:00 o'clock P. M. , there were present E. S. Dailey, Mayor, Horace M. Hallett, Recorder, Vernon L. Claggett, E. H. James, E. F. Newton, Morton Riddle, Thelma J. Smoot, and Winslow Williams. • Mayor Dailey stated that the Oath of Office having been previously adminster- ed to all members of Council they were ready to procced with business. . Upon motion of E. H. James, seconded by Thelma J. Smoot, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburgin Virginia, that Stilson H. Hall, .be and he .is hereby.elected and appointed as Town's Attorney for a peroid of two years begining -September, 1, 1951, at an annual salary of $100.00 per year, payable semi-annually. Upon Motion .of Winslow Williams, seconded by E. H. James, and unaminously carried the following resolution was adopted: BE IT RESOLVRT,by .the A ouncil .of the Town of Leesburg, in Virginia, that George E. .Ward, be .and _he is .hereby elected and appointed to the office of Auditor- Treasurer, for .a .peroid of.two .years, begining Septemberl, 1951, at an annual salary of ,$3600.00 _nayable .monthly. . Upon motion .of Vernon .Claggett, :seconded by Morton Riddle, and unaminously carried the following resolution -was -adopted: BE IT PESOLVED, .by. the Council of the Town of Leesburg, in Virginal that Raymond L. Hough, be .and .he is .hereby elected and appointed as SUPF:RBITTENDENT of Water and Sewage Department, at an annual salary of $2520.00 payable monthly. Upizn .moton of -Morton Riddle, seconded by Vernon L. Claggett, and unaminously carried the following resolution -was adopted: . . BE IT RESOLVED, .by the Council of .the Town of Leesburg, in Virginia, that W. E. ?Hilton, M. .C. Cornell, .and -Victor Jackson be :appointed aspolice officers, and in leiu of -the -fact that .the -said Police Officers had requested an increase in pay,that the Eplice .Committee -be requested to obtain as much imformation regard- ing policemen' s salary .in towns similar in size to that of Leesburg, and report to the Council at their regular. meeting September, 10, 1951, and at which time ! And upon motion of .Thelma J. .Smoot, seconded by Win- slot Williams, and carried by a vote of .( .5 .to 1), Claggett, James, dew- ton, Smoot, and Williams for Riddle .againit, the following resolution was adopted: BE IT RESOLVED BY, the Council of the Town of l'eesburg, in 'Virginia, thta the Auditor- Treasurer be and he is hereby authorized :and directed to turn over to the Town' s Attorney for collection all delinquent licenses. A resolution was presented expressing appreciation to former Council men Fiske, and Oliver, and. upon motion duly made seconded and carried. the_ said resolution was to be incorpated in the minutes of the meeting. 45 . RESOLUTION OF.APPRECIATION WHEREAS, Mr. Joseph L. Oliver and Mr. William Fiske have voluntari- -ly'retired as members of the Council of the Town of Leesburg, in Virginia after twelve and ten years of faithful service, respectively, and feeling as we do, that t.tg public office is a public trust, and that in this material- istic age, one who for a mere nominal compensation assiduously, earnestly and intelligently.serves-the citizenry of the town, .in an offical position for which he has been chooses by a majority of the electorate, should merit the commehdation of those whom he has served so well, and • - WHEREAS, it is therefore just and proper for those'with whom they have been closely associated, and who know best their quality of service, to give formal appreciation of their expression. THEREFORE BE IT RESOLVED, that we, the Mayor and'members of the Council of the Town of Leesburg, in Virginia, hereby e±press to J. L. OLiver, and William Fiske, who have served so faithfully as members of said Council for the past twelve and ten, years respectively, and who,have so conscient- iously performed all duties incumbent upon them in proper conduct of their office, our sincere appreciation for their work as members of this body, and assure them that their efforts at all times promote the best intrests of the town, met with the approval, both. of those publicly associated with them in the govemant of the Town of Leesburg, in Virgnia, and of the pri- vate citizens. BE IT FURTHER RESOLVED, that a copy of this resolution be spread upon the minutes of this council meeting, that a copy be mailed'to both Mr. Ol- iver, and Mr. Fiske and that a copy be published in the newspaper of the Town of Leesburg. Geo. E. Ward Frank Raflo ' Committee. Council accepted the resiganation of Mayor E. S. Dailey, and Dr. W. 0. Bailey as members of the Zoining Board for the Town of Leesburg, and it was the expressed desire that two members be appointed as soon as possible to re- place Mayor Dailey and Dr. Bailey on said Zoining Board. Upon motion of Vernon L. Claggett, seconded by Winslow Williams, and unaminously carried the Auditor-Treasurer was authorized and directed.to accpt bids for the hauling of the town's garbage. Upon motion of Morton Riddle, seconded by Vernon Claggett, and unamin- ously carried, the Council was direc%ed to make a study of the bus situat- ion in Leesburg with the object of alleviating the•traffic tie ups on Market Street. Mayor Dailey appointed Morton Riddle to contact the Greyhound Bus Company regarding this matter: The Police Committee made it's_report with regards to salaries paid police in towns of comparable size to Leesburg,aas-requested by Council at their previous meeting, and upon motion of Morton Riddle, seconded by Shelma J. Smoot, and unaminously carried , the salaries of the policemen of the Town remain the same. Upon motion of E. H. James, seconded by Morton Riddle, and nnaminously carried the following resolution be adopted:BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and, directed to - pay the police men for doubling up so that each police man might have a 111 day off each week, and that this resolution be retroactive to September 1st, 1951. • i 1r' Upon motion of Winslow Williams, seconded•by Vernon Claggett, and unaminously carried, that parking be prohibited except by Lolice cars and '\. '' Town trucks from the Fire House to the corner of King and oudoun Street on the north side of Loudoun Street. - _---- Upon motion of Vernon Claggett, seconded by E. F. Newton and unamin- ously carried the following resolution was adopted: BE IT RESOLVED,. by the Council of the Town of Leesburg, in Virginia that Glen P. Weatherholta be employed September 15, 1951; to construct side walks and etc;, in addition he will help with what ever work in the town necessary, and that. his. salary shall be $200.00 per month. 46 Upon motion of Vernon Claggett, seconded by E. F. :Newton and unam- inously carried the following resolution was adopted: BE IT RESOLVED BY THE, 'ouncil of the Town of ''eesburg , in Virg- inia that the following employees salutes be increased-as followings: RAYMOND HOUGH $210.00 per month to $235.00 per month ROLAND O. .KEYES 40.00 per week to 4425 per week . EDWIN ARNETT 24.00 per week to 3000 per week Upon motion of E. F. Newton Seconded by Winslow Williams, and un- aminously carried, the Police men were atthorized-and directed to see that the meter covers are properly used and to report any violations. \ W. C. Heflin, representatink the people of the Lowenbach subdivi- sion.requested that something be done So that the.people of that section could gettown water and sewage. This matter led to the question of annex- -ationandwas tabled until a later date. James, and unaminously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this. day presented to the Council of the Town of Leesburg, in Virginia, a quarterly report of all receipts, and en-- alysis of all disbursements for the months of July, August, and September, 1951. NOW THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in • Virginia , that the said quarterly report of the Auditor-Treasurer be and it hereby approved and accepted by said Council, . BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Virginia . that the said Auditor-Treasurer be and he is hereby authorized and instucted to have a copy of said quarterly reportpublished once in a newspaper, publish- ed in said Town and also post a copy of 'said report in. front of Court House in said Town. - • The Auditor-Treasurer presented his current bills for the month of Sept- ember, 1951, and upon motion of E. H.
