' Mr. Orrison appeared before Council and presented a -p.. --ma,.4, with thirteen
signers requesting the, right. t9 tap on the Town water line and to run their
line out into the section east, of the Town known as the Lowenbach sub-divis-
inn. Since there was. a, question of, the Town water supply and to its short-
age Council tabled this matter,until certain information could be obtained.
Upon motion of Winslow Williams, seconded by Vernon Claggett, and un-
aminously carried the following resolution was adopted:
BE IT RESOLVED,, by the Council of the Torm of Leesburg, in Virginia
that the Auditor-Treasurer, be and he id hereby authorized and directed to
secure bid and purchase 500 feet, of 1 and 1/2 inch hose for the Fire Comapny.
Mrs. Winslow Williams, appeared before, Council and requested that the 111Council do something about, trying to get route 7 by-pass for Leesburg. Mrs.
Williams stated that she had a petition with several signers all ready re-
questing that this be done and that she felt lots others would sign. The
Council requested Mrs. Williams to return to the Council when this petition
-was completed. .
Mr. Richard W. Burbank appeared before Council and requested that some
thing be done about the side walk and drainage in front of his home. This `
matter was refered to the Street Committee. _
Mrs. Castleman again appeared before Council requesting that Council
pay for the repair of the motor for her furnace which was damaged due to
.flooding condtion. No action was taken in regards to this matter.
Upon motion of E. H. James, seconded by Morton Riddle , and unaminous-
ly carried the following resolution was adopted: _ ,
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia
that the Police Committee, and the Auditor-treasurer be, and they are hereby
authorized to get bids and buy uniforms for the policemen.
Upon motion of Winslow Williams seconded by Thelma J. Smoot and un-
amninously carried the Recorder was authorized and directed to Contact the
Virginia SState Highway Department and request that they make a survey of the
Town regarding making some of the streets one way.
There being no furhter business and upon motion duly made seconded and
carried Council adjourned.

- At a regular meeting of the Mayor and Council of the Town of Leesburg, in •
Virginia, held in the Council Chamber; on Monday, November; 12, 1951, at 7:30 - '
o'clock P. M. , there were present, E. S. Dailey, Mayor, Horace M. Hallett, Rec-
order, Vernon L. Claggett, E. H. James, H. F. Newton, Morton Riddle, Thelma J.
Smoott and Winslow Williams, Councilmen.
The minutes of:the previous meeting were read, and upon motion of E.. H. James
seconded by H. F. Newton, and unaminously carried were approved as read.
The Auditor-Treasurer read his monthly report for the month of October, 1951
and presented the current bills, and upon motion of Thelma J. Smoot, seconded .
by H. F. Newton, and unaminously carried the following resolution was adopted:
BE IT RESLOVED,-by the Council of the Town of Leesburg, in Virginia, that
the Auditor-Treasurer, be and he is hereby authorized and directed to pay the
following bills:

The Auditor-Treasurer reported to the Council that the roof at the Town
Hall needed repairing. This matter was turned over to the Building Committee.
Mr. John F. Hincaid requested the Council. to pass a resolution request-
ing the Zoining Board or Zoin Commission, to investigate, meet and report to
the Town Council at thier meeting, as to wheather it be benificial to the people
in the Bounty and community for an ordinance to be passed allowing The Lees-
burg Frozen Foods to kill and process live stock for the farmers and people of
the surrounding community. kr. Kincaid stated that The Leesburg Frozen Foods
had been processing live stock and food for the farmers and surrounding comm-
unity for the past ten years. A motion was made by Winslow Williams seconded
by Morton Riddle, for the passage of such a resolution, but after some discuss- '
ion both the motion and second was with drawn.
Mayor Dailey stated that he had fired William Hamilton, for failure to
carry out his.dutieson November, 0)1951, and asked. Council uphold him in his
action..This action. was. approved by a vote of five. to one E. H. James voting
against and stating. that he. felt that the Council were responsibale of the
hire of.the Town employees and should be consulted before the dismisal of
any such employee
Upon motion of. Morton Riddle, seconded by Thelm J. Smoot, and unaminously
carried. the following.resolution was adopted:
BE. IT RESOLVED, by. the,_Council of the Town of Leesburg, in Virginia, That
Policemen Jackson.and.Ball Pe.paid over time for the extra time put in between
the dismissal. of William Hamilton and the employment of another officer,
BE. IT FURTHER RESOLVED, by. the Council of the Town of Leesburg, in Virginia
that L. S. Moreland. be and he. is hereby employed as police officer of the Town
of Leesburg, in.Virginia effective November, 11, 1951.
Mr. John.Allen. Johnston,. presented the deed to a certain parcel of land
for the.purpose. of bulling a street which had been agreed upon by Council, and
the Council requested. the.Recorder to write Mr. Johnston for the gift of the
said land.
Upon motion of Vernon L. Claggett, seconded by Morton Riddle, and carried •
bysayvoterbfdfive to one, &k's. Smoot voting against, the Auditor-Treasurer was
directed to have the trash picked up at the Leesburg Laundry on Tuesdays and
• Fridays.
' Upon motion of Morton Riddle, seconded by EH. James, and unaminously carr-
. ied the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of, Leesburg, in Virginia, that
• the Auditor-Treasurer, be and he is here by authorized abd directed to pay to
each. member of the Leesburg F and that in the event any
, member of the said Fire Company^anv axes, Ater rents, or other levies the
samee shall be deducted from the $20.00.
Upom• motion of E. H. James, seconded by Winslow Williams, and unaminously
carried the following Resolution was adopted:

BE IT RESCUED, by the Council of the Town of Leesburg, in Virginia, thht
the Auditor-Treasurer be and he is hereby authorized and directed to write off
any.Town taxes aginst the property of the Leeburg Fire Company.

The Water Committee vas authorized and requested to meeting with a comm-
itte of the East End subdivision Committee and the Town's Attorney and to try
• and draw up•an agreement that_wou7.d.be satifactory to all parties concerned.
There being no•further.buniness upon motion duly made seconded and carr-

being refered to the Building Committee, and upon motion of Emmerson H. James,

The Auditor-Treasurer read his monthly statement for the month of Nov-
ember, 1951, and presented the current bills, and upon motion of Vernon L.
Claggett, seconded by Morton Riddle and unaminously carriedthe following -
resolution was adopted: .

Upon Motion of Vernon L. Claggett, seconded by Thelma J. Smoot and
carried the following resolution was adopted: - I

to the Town's Attorney all unpaid water bills.
Upon motion of Morton Riddle, seconded by Harry F. Newton,-and unaminous-
ly carried the following resolution was adopted: Mss. Smoot not voting.

the following persons be and they are hereby given permission to connect to
the water line of Claude Honicon,and they are, Frank Howser, W. C. Heflin, •
Ronald Athey, Grover H. Down,Jessie Barb.
A letter from the Leesburg Laudry was read, in which a offer was made
degarding drainage in front their establishment, and certain offer being made.
This matter was turn over to the Street Committee.
