of meeting dates of the council is not convenient to all the members,
and after discussion, on motion of Mr. Graham, seconded by Mr. Whittaker,
it was voted that the regular monthly meeting of the council will here—
after be held on the fourth Monday of every month at R:00 P. M. in the
Village Offices in the Administration Building.
There being no further business before the meeting, on motion made,
seconded and carried, the meeting was adjourned.

Mayor
The regular meeting of the Council of Bal Harbour Village was held
in the Administration Building at 8:00 P. M., October 28, 1946.
There were present Messrs. W.H. Webb, Glenn E. Massnick, and
Charles R. Graham,Councilmen; and J. Julien Southerland, Mayor.
Absent: Messrs. Ray Semmes and George Whittaker.
Also present were J. Julien Southe.rland, Village Attorney and Mary
Wetterer, Clerk.
The minutes of the meeting of August 15, 1/46 were rear and upon
motion of Mr. Graham seconded by Mr. Massnick the minutes were approved.
Likewise the minutes of the meeting of September 27, 1946 were submitted
to the Council and upon motion of Mr. Massnick seconded by Mr. Graham
the minutes were approved.
Mr. Webb then reported to the council that Village Forms had been
ordered and the first Liquor Permit had been taken out. Also that Otis
Elevator Company had taken out Their permit and operating license. A
report was given also by Mr. Webb on the village bank account.
There being no further business upon motion of Mr. Massnick, seconded
OCTOBER 28. 1946
by Mr. Graham, the meeting adjoured.

JANUARY 27, 1947
The regular meeting of the council of Bal Harbour Village was held
January 27, 1947, at 8:00 P. M. in the Administration Building in the
Village.
There were present the following councilmen: Messrs, Charles R.
Grahams Glenn E. Massnick, George M. Whittaker, and W. H. Webb.
Absent: Mr. Ray Semmes, Jr.
Mr. J. Julien Southerland, Mayor and Village Attorney, and Mary
Wetterer, Village Clerks were also present.
The meeting was called to order by the presider: of the council, Mr.
Webb, and the reading of the minutes of the previous meeting was dispensed
with.
Mr. Webb requested that the village issue a check to the City of
Miami Beach for the tapping charge at the Kenilworth. He also reported
that the police badges had been issued to the officers.
There was some discussion as to whether or not electrical and plumb-
ing contractors and similar contractors not holding a license in Miami or
Miami Beach would be allowed to work at Bel Harbour upon the discretion of
the president of the council and upon motion of Mr. Whittaker seconded by
Mr. Massnick it was voted that the village ordinance would be adhered to.
A letter of resignation from councilman Ray Semmes was then read to
the meeting and upon motion of Mr. Massnick, seconded by Mr. Whittaker,
Mr. Semmes' resignation was accepted.
Mr. Webb brought to the attention of the council the matter of the
new county for Miami Beach and reported that he had been designated to
