I • At. a•regular•meeting. of the Mayor and Council of the Town of Leesburg, in Virginia, held•in the Council Chamber, on Monday, December, 10, 1951, at 7:30 o'clock P. . M. there were•present, E. S. Dailey, Mayor, Horace M. Hallett Recorder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Ridd- le, Thelma J. Smoot, and Winslow Williams, Councilmen. • _ The minutes of the previous meeting were read and after corrected "That • the Auditor-Treasurer have the roof at the Town Hall repaired", instead of being refered to the Building Committee, and upon motion of Emmerson H. James, -seconded by Winslow Williams, and unaminously carried were approved as read. • The Auditor-Treasurer read his monthly statement for the month of Nov- --ember, 1951, and presented the current bills, and upon motion of Vernon L. Claggett, seconded by Morton Riddle and unaminously carriedthe following resolution was adopted: . BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia - that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: . - Virginia Electric & Power- Co $ 280.73 Raymond R. Smoot and carried the following resolution was adopted: . - I - BE IT RESOLVED, by the Council of the Town of Leesburg, in Virinia that the Auditor-Treasurer be and he is hereby authorized and directed to turn over to the Town's Attorney all unpaid water bills. Upon motion of Morton Riddle, seconded by Harry F. Newton,-and unaminous- ly carried the following resolution was adopted: Yrs. Smoot not voting. IBE IT RESOLVED, by the Council. of. the Town of Leesburg, in Virginia, that the following persons be and they are hereby given permission to connect to the water line of Claude Honicon,and they are, Frank Howser, W. C. Heflin, • Ronald Athey, Grover H. Down,Jessie Barb. A letter from the Leesburg Laudry was read, in which a offer was made degarding drainage in front their establishment, and certain offer being made. This matter was turn over to the Street Committee. 5I r - Upon motion of Harry F. Newton, seconded by Winslow Williams, and unaminously carried the Auditor-Treasurer be and he is hereby authorized and directed to remove the first parking meter nearest the drive way at the Post Office and that a No Parking Sign put up. Upon motion of Vernon L. Claggett, seconded by Emmerson H. .James, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Toameii agrees to pay the electric bill for the Christmas lights. . Mr. Howard Vesey, attorney for Pair. Joe Francis appeared before Council and requested that the ordinance regarding slaughtering and processing of animals in the Town of Lees burg be enforced. . Mr. Ahalt appeared before Council, and requested the Board of Zoining be filled, and that the matter of the operation of the Leesburg Frozen be presented to the Board. Upon motion of Vernon L. Claggett, seconded by Harry F. Newton, and unaminously carried, The Council accepted the offfer of Mr. Bruce _McIntosh that the Torn remove a tree at the corner of Liberty and Royal Streets, and the fence be moved back so as give more for trucks at that corner. Upon motion of Harry F. Newton, seconded by Vernon L. Claggett, and - unaminously carried the following resolution was adopted: BEaIT RESOLVED, by the Council of the Town of Leesburg, in Virginia that they enter into a contract with Jack Embrey for the purchase of a par- cel of land pending the desicion of the Zoin Board. Council authorized the Auditor-Treasurer to purchase..a pair of rubber boots for Austin Wright, also to get bids on rubber suits for the town men collecting trash. Council further requested the Auditor-Treasurer to secure bids on a new pick up truck. Upon motion of Vernon L. Claggett, seconded -by Morton Riddle, and unam- inously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and here _ is hereby authorized and directed to employ - dir. Goode to make a ,survey of the street regarding the Washington Old Dominion Railroad, and the cost of the survey is not to exceed $25.00, and that the Town's Attorney be asked to draw up the deed to this land. . Upon motion of Vernon L. Claggett,, seconded by Morton Riddle, and voted on as following Claggett,. Riddle, and Newton for Williams , James, and Smoot, against. Mayor Dailey voting for, the following resolution was adopted: BE IT RESOLVED,, by ,the Council of the Town of Leesburg, in Virginia, that the side walk beconstructed in front of Margrette Diggs property and that grade be charnge in agreement with this •property owner, providing she . would drop the court case against the Town regarding this matter. Upon motion of Morton Riddle,. seconded by Vernon L. Claggett, and unamin- ously carried the the following resolution was adopted: BE IT RESOLVED,• by the Council of the Town of Leesburg, in Virginia • that M. H. gogle be employed as a Town Policman at the salary of $170.00 per month, and that a fourth man be employed to serve on the police force . at the salary of $170.00 per month. ill . .
