M. , there were present, E. S. Dailey, Mayor, Horace M. Hallett Recorder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Ridd- le Thelm J. -Smoot, and Winslow Williams, Councilmen. • The minutes of the previous meeting were read and upon motion of Emmer- son H. James, seconded by Vernon Claggett, and unaminously carried were app- roved as read. - - The Auditor-Treasurer read his•monthly statement for the month of Dec- • ember 1951, his quarterly statement for the quarter:ending December 31, 1951, and his annual report for the -period ending December, 31, 1951, and upon motion of Thelma J. Smoot, seconded by Harry F. Newton, and unaminously carr- ied the following resolution was adopted: WHEREAS, the Auditor-Treasurer has presented to the Town Council of the Town of Leesburg, in Virginia a quarterly and annually report of all receipts • and analysis of all disbursements for the months of October, November, and December, and for the year of 1951, NOW1 THEREFORE, BE IT RESOLVED, by the Council of the Town of the Town of Leesburg, in Virginia, that the said quarterly, and annual report of the Auditor-Treasurer be and it is hereby accepted •by said Council, BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia that the •Auditor-Treasurer be and he hereby authorized and directed 'to have a copy of said reports published in a newspaper in said Town and also post a'copy of said reports in front of Court House in said Town. The Auditor-Treasurer presented his, current bills, and upon motion of Emmerson H. James, seconded by Harry F. newton, and unaminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, • - that the -Auditor-Treasurer, be and he is hereby authorized and directed to pay the following bills: Virginia Electric &Power_ -- 1255;52 Ford Meter Box Company 23.08 • Miller Meter Inc 47.16 • Virginia Stationery 1.85 Bennett Manufacturing Co. 3.29 Loudoun Zoining Adnr: • 5.00 • •Loudoun News • 47.25 Loudoun-Times Mirror 10.00 • C. Souder, appeared before Council and •spoke on radies. Dr. Souder asked Council to take every step possible to help in the wiping out of the deasise., and reccommended that an ordinance be passed requiring hte owners of dogs be requried to keep their dogs on premises, and that an ord- inance should be passed requiring the owners of all dog be inoculated. Upon of Emmerson H. James, seconded by Vernon L. Claggett, and carried by a vote of five to none ( 5 to 0 ) Mr. Riddle not voting the following ordinance was adopted: 53 WHEREAS, the Mayor and the Council of the Town of Leesburg, in Virginia are of the opinion that an emergency exists because of a mad dog being at large and has bitten other dogs, and being of the opinion that an ordinance for the control of dogs on the streets in the Town of Leesburg is necessary for the protectionof the public; NOW, THEREFORE BE IT ORDAINED AS FOLLOWS: (1) That all owners of dogs in the said Town of Leesburg shall keep, the same confined in their premises unless muzzled in such manner that per- sons or animals will not be subjecteto the danger of being bitten thereby for a period of 45 days from the passage of this ordinance. • (2) For any violation of this ordinance the owner of the dog shall be liable for a fine of not less than $• 1.00 nor more than $ 10.00 and each and every day the violation' of the ordinance thereafter shall constitute a sep erate and distinct offense and shall be punishable by a fine of not less than $ 5.00 for each day of such violation. • Upon motion of Morton Riddle, seconded by Emmerson James, and unaminous- ly carried the following ordinance was adopted: • WHEREAS, the ayor and Council of the Town of Leesburg, in Virginia, deem it wise and expedient that necessary measures should be thken for the pro- tection of its citizens and their property by reason of the spread off rab- • ies in dogs in the said Town. NOW, THEREFORE, BE IT ORDAINED, That effective as of the date of this 'ordinance all owners of dogs in this Town shall be and they are hereby requir- ed to have their dogs inoculated against rabied on or before the second day of February, 1952; that such inoculation shall be made and certified to by a licensed veterinian; that on and after the date of the passage of this ord- inance inoculations for dogs in this Town shall be required each year and that the failure to meet and comply with the terms of this ordinance shall constitute a misemeanor punishable by a fine of not less than $ 1.00 nor more than $ 10.00 and each day's violation shall constitute a seperate and distinct offense punishable by a fine of $ 5.00 for each day of the violation • therof. And this ordinance shall be in force and effect ,on and after the date of its passage. Upon motion of .M•orton Riddle seconded by Harry Netrton and carried by a vote of five to none ( 5 to 0) Mrs. Smoot not voting. The Auditor-Treasur- er was authorized and directed to give permission to Elbert Hough to connect to the water line on the east end of Town known as the Honicon water line. Parker Motor Company offered the Town a rental plan for police car. This matter was tabled. Upon motion of Harry Newton, secynded b; �rernon Claggett and voted on tg4&'to tl r"�2 Claggett, Newton, and ameK fOg Smoot, Williams, and Rte* against, the 'Anditor- reasurer was authorized and directed to have the tEee removed in front of William Frye home. The resignation of ?;r. William Peach from the Zoining Board was read and accepted with regret by the Council. Upon motion duly made seconded and carried the Recorder was authorized and directed to write letters to the following persons; Fr. B. M. Rust, think- ing him for the gift to the Town, Er. Bruce McIntosh for the permission to move back the fence on Liberty Street, and to Mr. John Allen Johnson for his help in trying to secure a parcel of land to be.used for a dump. Upon motion of Harry Newton, seconded by Vernon . Claggett, and un- aminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that Victor Jackson, be and he is hereby promoted to rank of sergeant of the Town Police Force. Upon motion of Emmerson H. James, seconded by Morton Riddle, and un- aminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesbui,g in Virginia that the Auditor-Treasurer be and. he is here* authorized and instructed to pur- chase a 1/2 ton pick up truck from The Colenial Motor Sales Inc; as per bid of $848.10. • Upon motion of Morton Riddle, seconded by Vernon L. Claggett and un- 54 aminously carried the Auditor-Treasurer was authorized and directed to pur- chase raincoats, pants, and hats from Plasters Clothing Store @ $19.50 per outfit for the men working on the Town trash truck. Upon motion of Emmerson H. James, seconded by Morton Riddle, and voted on three to three by the Council Mayor Dailey voting for, the following res- olution was adopted: _ BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Trasurer be and he is hereby authorized and directed to renew the contract with T. S. Alexandria to haul garbbage for the Town for $100.00 per month. Mayor Daileyappointed Emmmerson H. James, and Vernon Claggett to work with the ealth Deptartment regarding rabies clinics. There being no further business upon motion duly made seconded and carried Council adjourned. • ayor. Recorder. SPECIAL JANUARY, 22, 1952. AT a special meeting of the Mayor and Council of the Town of Leesburg - in Virginia, held in the Council Chamber, on Tuesday, January, 22, 1952, at 7:30 o'clock P. M. , there were present E. S. Dailey, Mayor, Horace M. Hallett Recorder, Vernon L.. Claggett, Emmerson H. James, Harry F. Newton, Morton Ridd- le, Thelma J. Smoot, and Winslow Williams Councilmen. Mr. J. S. Board, District Engineer of The Virginia State Highway Dep- artment appeared before Council and presented a plan regarding one way street system for the Town, and upon motion of Emmerson H. James, seconded by Win- slow Williams, and unaminously carried this matter was tabled until Council's next regular meeting. Upon motion of Winslow Williams, seconded by Emmerson H. James, and unaminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Virginia State Highway Departmentbe, and they are hereby requested to assist the Town of Leesburg, in construction of a side walk on Cornwall Street between Wirt and Ayre Streets, on the north side of the said Cornwall Street, and on Market Street between Liberty and Ayre Streets on the south isde of the said Market Street. BE IT•r'URTHER RESOLVED, by the Council of the .Town of Leesburg in • Virginia, that in the event satisfactory width right of ways can not be ob- tained, that-the Virginia State Highway Department be and they are hereby requested to assist the said Town of Leesburg in the Construction of a three - foot ( 3ft. ) side- walk on the said streets. And that the said Town of Lees- burg does hereby agree to participate on a fifty fifty basis, and further agrees to furnish the necessary unrestricted right of ways. • Upon motion duly made seconded, and carried Council adjourned. SPECIAL JANUARY 29, 1952. • At a special meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber, on Tuesday, January 29, 1952, at 7:308 o'clock P. M. , there were present Horace �. Hallett, Recorder, Ver- non-L. Claggett, Emmerson H. James, Harry F. Newton, and Morton Riddle Coun- c ilmen.
