At a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber, on Monday, February, 12, 1952, at 7:30 o'clock P. M., there were present E. S. Dailey, Mayor, Horace M. Hallett Recordej,. Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Riddle Thelma . Smoot, and Winslow Williams, Councilmen. The minutes of the previous meeting were read, and upon motion of Emm- erson H. James, seconded by Morton Riddle, and unaminously carried were app- roved as read. The Auditor-Treasurer read his monthly statement for the month of Feb- ruary, 1952, and presented the current bills, and upon motion of Morton Rid- dle, seconded by Thelma J. Smoot, and unaminously carried the following res- olution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer, be and he is hereby authorized and directed to pay the following bills: . • Dr. HerbertHoward 91.10 Virginia Electric & Power Co - 296.77 • Leesburg Laundry Inc 1.15 Colonial Motor Sales, Inc. 13.03 Lloyd Slack .40 C. Vesey appeared before Council on behalf of the Cham- ber of Commerceand gave a report regarding the meeting held in the County Court house on February 8, 1952. 1•h'. Vesey offered to the Council the ass • - istance of the Chamber of Commerce and that they would employ the services of a competent engineer to work with a committee from the Chamber of. Comm- erce and a committee from the Town Council to secure the best way of correct= ing the traffic and parking problem in the said Town, and upon motion of Morton Riddle, . seconded by Vernon L. Claggett, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virgina that..the offer of the Chamber of Commerce be and it is hereby accepted, and that the Council of the Town of Leesburg, wishes to Thank the Chamber of 111 . Commerce for it's intrest and offer in regards to this matter. Mrs. Winslow William presented the Council with a petition with 265 • signatures requesting the Virginia State Highway Department to by pass the said Town of Leesburg on routes 7 and 15, and upon motion of Winslow Williams seconded by, Emmerson H. James, and unaminously carried the following res- oulution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Recorder be and he is hereby authorized and directed to endorse the petition being circulated, which request the Virginia State Highway Department to by pass the Town of Leesburg on routes 7 and 15, and that the Recorder shal affix-the Town seal to the said endorsement. Upon motion of Vernon L. Claggett, seconded by Morton Riddle , and unaminously carried, -the Auditor-Traesurer was authorized and directed to have` two over head lights installed at the corners of Market & Chruch Sts. 56 The Council requested the Virginia State Highway Department to erect a sigh on the east and west ends of Town suggesting to traffic that they used the through streets to the right both going east and west. ' Upon motion of Emmerson H. James, seconded by Harry f. Newton, and unaminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay off the balance due on the parking meters. • Council authorized and directed the Auditor-Treasurer to purchase �badge^anditripe'£or the Sgt; Jackson. Upon motion of Vernon L. Claggett, seconded by Emmerson H. James, and carried by a vote of 5 to 0 firs. Smoot not voting, the following re- solution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that Lewis Ball, Raymond Hough, and •L. S. Moreland, be and they are hereby given permission to tap on to the water line- east of the Town know as the Honicon water line. 0 • Mayor Dailey read'a'letter from Officer Moreland, in which he re- quested the town pay $50.00'repair bill•on his car which was damage dur- ing time being used•for'the'the'Town police work, Upon motion of Morton Riddle, secoded by Winslow Williams; and cariied.byt a vote of 4 to 2 Riddle, Wiiliams, 'Smoot'and•James; for,•Clagget and Newton against, the following resolution was adopted: • • • • BE IT RESOLVED, •by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be'and'he is hereby atthorized and directed to pay Officer L. S. 'Moreland $50.00'for the damages inflicted to his car while being used for police'work, 'and•that. the policemen be notified that the Town would not be'responseable for any further loss in such cases, • and that if the pelicemen'used their cars' in line of duty that they would do so at their own risk. ' ' ' ' Upon motion'of Morton'Riddle, ' seconded by Emmerson H. James, and un- III: aminously carried; the Auditor-Treasurer and the Police Committee were re- quested to secure'bids on'a'police car. Upon motion of Morton Riddle, seconded by. Emmerson H.
