At a regular meeting of the Mayor and Council, of the Town-of Leesburg
in Virginia, held in the Council Chamber, on !Monday March, 10, 1952, at 7:30
o'clock P. M. , there were present E. S. Dailey, •Mayor, Horace M. Hallett, Re-
corder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Riddle,
Winslow Williams, and Thelma J. Smoot, Councilmen.
The minutes of the previous meeting were read, and upon motion of Emmer-
son H. James, seconded by Harry F. Newton, and unaminously carried, were app-
roved as read.
' The Auditor-Treasurer read his monthly statement for the month of February
1952, and presented the current bills, and upon motion of Harry F. Newton, sec-
onded by Emmerson H. James, and unaminously carried the following resolution
was adopted: ,
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that
the Auditor-Treasurer, be and he is hereby authorized and directed to pay the
following bills:

Emmett Jackson appeared before Council, repesenting a group of Negro
citizen of the Town and requested permission to take down the old building
on what is known as the Bailey Site and to erect a cinder block building in
it' s place to be used as a recreational center to be used by the Negro citiz-
ens of the Town of Leesburg, and upon motion of Morton Riddle, seconded by
- Vernon L Claggett, and unaminously carried Council approved this request.
Upon motion of Emmerson H. James, seconded by Vernon L. Claggett, and
carried by a vote-of .4 to 1 James, Claggett, Newton, and Riddle, for, Williams
against, and Smoot not voting the following resolution was adopted: .
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that
Frank Conard, J. 0. Daniels, W. E. Gaines, Urs. Estelle Gaines,&Jack Embry, .be
and they are hereby given permission to tap on to the Water line on the east
and of Town.
Upon motion of Winslow Williams, seconded by Thelma J. Smoot, and unaminous-
ly carried, Council authorized the water committee to secure an engineer to come
before Council and discuss the smatter of the Towns water needs and to give Coun-
cil a bid on make the necessary survey regarding the Town' s water problem.
' Mayor Dailey read a letter of regisnation from L. S. Moreland, from the
Police Force, and Upon motion of Thelma J. Smoot, seconded by Winslow Williams
and unaminously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that
S. C. Bell be and he is hereby employed as a Police Officer to replace L. S.
Moreland as of Larchl, 1952, at a salary of $170.00 per month.

Mayor Dailey appointed Smoot, Williams, and Newton as a Committee to re-
view the parking report.
Sgt. Carter of the State Road Convict Camp # 26 requested permission to
park free of charge at any parking meter in the Town while in Town on State
business. No;action was taken regarding this matter.
Upon motion of Winslow Williams, seconded by Emmerson H. James, and un-

aminousiy carried the Auditor-Traeurer was authorized and directed to
have a new fence installed around the Harrison spring.
Upon motion of Thelma J. Smoot, seconded by Emmerson H. James, and un-
aminously carried the following resolution was adopted:
WHEREAS, there has been submitted'to the'said Town as agreement in dup-
licate for Old Age and Survivors' Insurance covering the officers and employees
of the said Town; and,
i'.I.EREAS, it is the sense of the Mayor and Council of the Town that the
plan should be entered into and is for the best intrest of the TTown, its off-
icers and employees. '
NOW THEREFORE, BE IT RESOLVED by the Mayor and Coundil of the Town that
E. S. Dailey, Mayor, and George E. Ward, Auditor-Treasurer, be and they are
hereby authorizedfor and on behalf of the said Town to execute and deliver
in duplicate the said agreements which are in words and figures as follows:

Mayor Dailey requested the Labor Committe to report a the next Council
meeting as to when the plan should go into effect.
Upon motion of Winalow'Williams, 'seconded by Morton Riddle, and unaminous •

ly carried, the Auditor=Treasurer; ryas authorized and directed to have the fire
hydrant moved on South Street 'se as 'to enable the street from the Parker Sub-
' Division to connect with South Street; also to have the curb repaired at the
corner of South and Church Streets. ' '
• Upon motion of Morton Riddle; seconded by Emmerson H. James; and unamin-
ously carried Coundil 'agreed not to 'take any action on the bids for a Police
Car until the next meeting of 'Council;
• There being no further 'business, 'upon motion duly made seconded, and

. At a regular meeting meeting of the Mayor and- Council of the Town of Lees-
burg in Virginia, held in the Council Chamber, on,Monday April, 14, 1952, at
7:30 o' clock P. M. , there were present E. S. Dailey, Mayor, Horace M. Hallett,
Recorder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Riddle,
Thelma J. Smoot, and Winslow Williams Councilmen.
The minutes of the previous meeting were read, and upon motion of Thelma
J. .Smoot, seconded by Harry F. .1iewton, and unaminously carried were approved as
read.
The Auditor-Treasurer read his monthly statement for the month of March, 1952
- his quarterly satement for the quarter ending March, 31, 1952, and upon motion
of Harry F. Newton, Seconded by Thelma .J. Smoot and unaminously carried the foil-
- owing resolution was adopted:
▪ WHEREAS, the Auditor-Treasurer has presented to the Town Council of the T
• Te^n'cf Leesburg, in Virginia a quarterly report of an receipys and analysis
of'all dis bursements for the months of Janurary, February, and March, 1952,
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg
, in Virginia, that the said quarterly report of the Auditor-Treasurer be and
it is hereby accepted by the said Council,
BE IT FURTHERRESOLVED, by the Council of the Tom of Leesburg, in Virginia,
that the Auditor-Treasurer be and he is hereby authorized and directed to have
a copy ^f said quarterly report published in a newspaper in said Town and also
post a copy of the said report in front of the Court House in the said Town.
The Auditor-Treasurer presented the current bills, and upon motion Emm-
erson H. James, seconded by Harry F. Newton, and unaminously carried the follow-
