have a new fence installed around the Harrison spring.
Upon motion of Thelma J. Smoot, seconded by Emmerson H. James, and un-
-aminously carried the following resolution was adopted:
WHEREAS, there has been submitted•to the 'said Town as agreement in dup-
licate for Old Age and Survivors' Insurance covering the officers and employees
of the said Town; and,
WHEREAS, it is the sense of the Mayor and Council of the Town that the
plan should be entered into and is for the best intrest of the Town, its off-
icers and employees.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town that
E. S. Dailey, Mayor, and George E. Ward, Auditor-Treasurer, be and they are
hereby authorizedfor and on behalf of the said Town to execute and deliver
in duplicate the said agreements which are in words and figures as follows:

Mayor Dailey requested the Labor Committe to report a the next Council
meeting as to when the plan should go into effect.
Upon motion of Winalow'Williama, 'seconded by Morton Riddle, and unaminous-
ly carried, the Auditor-:Treasurer; WaS authorized and directed to have the fire
hydrant moved on South Street 'so as -to enable the street from the Parker Sub-
' Division to connect with South Street; also to have -the curb repaired at the
corner of South and Church Streets. ' '
Upon motion of Morton Riddle; Seconded by Emmerson H. James; and unamin-
ously carried Coundil 'agreed riot to 'take any action on the bids for a Police
Car until the next meeting of 'Cduncil:

. At a regular meeting meeting of the Mayor and- Council of the Town of Lees-
burg in Virginia, held in the Council Chamber, on,Monday April, 14, 1952, at
7:30 o' clock P. M. , there were present E. S. Dailey, Mayor, Horace M. Hallett,
Recorder, Vernon L. Claggett, Ernerson H. James, Harry F. Newton, Morton Riddle,
Thelma J. Smoot, and Winslow Williams Councilmen.
The minutes of the previous meeting were read, and upon motion of Thelma
J. .Smoot, seconded by Harry F. .1°ewton, and unaminously carried were approved as
read.

The Auditor-Treasurer read his monthly statement for the month of March, 1952
- his quarterly satement for the quarter ending March, 31; 1952, and upon motion
of Harry F. Newton, Seconded by Thelma J. Smoot and unaminously carried the foil-
- owing resolution was adopted:
WHEREAS, the Auditor-Treasurer has presented to the Town Council of the T
• Te^..:^.'ef_ Leesburg, in Virginia a quarterly report of all receipt's and analysis

of 'all dis bursements for the months of Janurary, February, and March, 1952,
NOW, 'THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg
, in Virginia, that the said quarterly report of the Auditor-Treasurer be and
it is hereby accepted by the said Council,
BE IT FURTHERRESOLVED, by the Council of the Town of Leesburg, in Virginia,
that the Auditor-Treasurer be and he is hereby authorized and directed to have
a copy cf said quarterly report published in a newspaper in said Town and also
post a copy of the said report in front of the Court House in the said Town.
The Auditor-Treasurer presented the current bills, and upon motion Emm-
erson H. James, seconded by Harry F. Newton, and unaminously carried the follow-

The Auditor-Treasurer presented a proposed budget toCouncil for the year
begining July 1, 1952, and ending June 30, 1953, and upon motion of Winslow
Williams seconded by Morton Riddle and unaminously carried Council voted to hold
a special meeting April 25, 1952, at 7:30 o' clock P.M. in the Council Chamber to
give any citizen of the Town of Leesburg an oppournity to express his views re-
garding the said proposed budget.And that the said proposed budget shall
be published in -both newspapers in said town, once.
Upon motion of Morton Riddle, seconded by Vernon L. Claggett, and carried by
a vote of 4 to 0 , Riddle, Claggett, Newton, and Hames, for, Smoot, and Williams
not voting, the following resolution was adopted:

BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that
Mrs. Stanley Green be given permission to tap onto the Town water line on the east
end of town and That William E. Orrison be and he is hereby given permission to
tap on to the Town water line on his two lots when he stetted construction of a
dwelling on the said two lots. o
A report of a study of water demand by the new school was read and the said
report has been filed in the Town office.
A committee of three Mr. OL.L.Emerick, Mr. Douglass Myers, and Mr. Shirley
Myers appear4before Council and presented a rerluest9 for water and sewage for
the new school, and upon motion of Morton Riddle, seconded by Vernon L. Claggett,
and unaminously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, ih Virginia, that
the Said Councilydbesghereby accept the proposal of the said committee, which is
as following:
1. Permit the connection of the high school water supply main to the town
water system.
2. Permit the connection of the high school sewer supply main to the Town .
sewer system.
III3. Extend the necessary water main to the town limit in the direction o_`
the school
4. Extend the necessary sewer pipeto the town limit in the direction of
the school.
5. permit the use of the town water and sewer facilities upon the' same
conditions as those applying to property owners within the town limits.
Mayor Dailey presented to Council a request from the County Board of Supervi-
sors to remove a fence by the County Jail so as to permit parking area by the jail.
This matter was refered to the Street Committee. .
The- Labor Committee reported that it was the wishes of the Town Officers.,
and Fmployess to start the Social Security plan as of Janurary 1, 1952.
Upon motion Winslow Williams seconded- by Emmerson H,' James, and unaminously '
carried the Auditor-Treasurer was directed to write to the Sydnor Well and Pump Co;

send a repesenitive here to talk to Council regarding a new pump for the town
Water system.
Upon mction of Emmerson H. James, seconded by Winslow Williams, and unaminous-
ly_ carried, Council 2uthorized 'the-employing of Ronald L. Athey, as a Town Police
man at a salary of $'170:00 per month to replace S. C. Bell, who had to leave the
force due to poor health. - . • _
Upon motion of Thelma J. Smoot, 'seconded by Winslow Williams, and unaminous-
ly carried, Counil authorized the Auditor-Treasurer to pay the registration fee
for any bfi the Town Policemen who wished- to take the course being given at the
Community Colleage, and the Abditor-Treasurer be authorized to employ some one
to replace the policemen'while they were in said classes.
Upon motion of Morton Riddle, seconded by Winslow Williams, and carried,
by a vote of 4 to 2 Riddle, Williams, Claggett, and Jarman for Smoot and Newton
against, the following'rssolution was ddopted:
BE IT RESOLV D,'by the Council of the Tovm of Leeshurg, in Virginia, that
the Auditor-Treasurer, 'be and he 'is hereby authorized and directed to'purchase
the police car for the'lowest bid as' presented as of this date.
Upon motion of Emmerson'H. James, seconded by Winslow Williams, and unaminous-
ly carried the following'resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the
Auditor-Treasurer be and he is hereby authorized and directed to dicontinue the
paying of milage to police men for the use of thier cars when the new police car •o
is purchased.
Upon motion of Emmerson H. James, seconded by Vernon L. Claggett, and carried
by a vote of L to 1 James, Claggett, Newton and Riddle• for Smoot against, Williams
not voting, the Auditor-Treasurer was authorized and directed to have the side
walk completed on East Loudoun Street as laid out by the Street Committe.
Upon motion of Morton Riddle, seconded by Winslow Williams, and voted on as
following Riddle, Williams, and Newton for Smoot., James, and Claggett, against,
the vote being tied Mayor Dailey voted for the Following ordinance regulating
parking on sections of East and West Market Street.

At special meeting of the Mayor and Council of the Town of Leesburg, in Viginia,
held in the Council Chamber on Friday, April 25, 1952, at 7:30 o'clock P. M. , there
were present E. S. Dailey, Mayor, Hotace M. Hallett, Recorder, Vernon•L. Claggett,
and Harry F. Newton, Councilmen.
The purpose of the meeting was'to allow any citizen of the Town. of Leesburg
to present their views on the proposed budget for the fiscal year begining July, 1,
1952, and ending June, 30, 1953.
There being no one present for the aforesaid Meeting, and purpose, the meet- 111
ing was adjourned. "-
