James, seconded by Winslow Williams, and unaminous- ly.carried, Council authorized 'the•employing of Ronald L. Athey, as a Town Police man at a salary of $'170;00 per month to replace S. C. Bell, who had to leave the force due to poor health: ' ' • Upon motion of Thelma J. Smoot, 'seconded by Winslow Williams, and unaminous- ly carried, Counil authorized the Auditor-Treasurer to pay the registration fee for any b6 the Town Policemen who wished' to take the course being given at the Community Colleage, and the Ahditor-Treasurer be authorized to employ some one to replace the policemen while they were in said classes. Upon motion of Morton Riddle, -seconded by Winslow Williams, and carried, by a vote of 4 to 2 Riddle, Williams, Claggett, and Jamesn for Smoot and Newton against, the following'resolution was ddopted: BE IT RESOLVaDi by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer, -be and he is hereby authorized and directed to'purchase the police car for the'lowest bid as' presented as of this date. Upon motion of E.mmerson'H. James, seconded by Winslow Williams, and unaminous- ly carried the following'resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to dicontinue the paying of milage to police men for the use of thier cars when the new police car •o is purchased. Upon motion of Emmerson H. James, seconded by Vernon L. Claggett, and carried by a vote of L to 1 James, Claggett, Newton and Riddle, for Smoot against, Williams not voting, the Auditor-Treasurer was authorized and directed Lo have the side walk completed on East Loudoun Street as laid out by the Street Committe. Upon motion of Morton Riddle, seconded by Winslow Williams, and voted on as following Riddle, Williams, and Newton for Smoo4, James, and Claggett, against, the vote being tied Mayor Dailey voted for the Following ordinance regulating parking on sections of East and West Market Street. • See page 3-11 of the Town Ordinance Book. APRIL 25, 1952. • At special meeting of the Mayor and Council of the Town of Leesburg, in Viginia, held in the Council Chamber on Friday, April 25, 1952, at 7:30 o'clock P. M. , there were present E. S. Dailey, Mayor, Hotace M. Hallett, Recorder, Vernon•L. Claggett, and Harry F. Newton, Councilmen. The purpose of the meeting was'to allow any citizen of the Town. of Leesburg to present their views on the proposed budget for the fiscal year begining July, 1, -1952, and ending Tune, 30, 1953. 'Robertson and Mr. Rosen, appeared before' Council 'and requested that the ordinance prohibitting any property own- er- ehe right 'td empty roof drains into 'the Town sewer -be enforced. Mr. Nichoel stated that daring 'the 'recent heavy rains hadcaused some damage to Mr. Robert- son property; due to 'the "heavy 'load that the sewer had 'to carry during heavy rains; caused sewage to back into the basement of several properties in the Town. Council turned this matter over to the. Mayor, and Auditor-Treasurer, and requested that they take such action they deemed necessary to correct this con- dtion. (qv:. Council.requested the Sewer Committee, to contact the_ Town's Attorney re- , garding the failure of several property owners to connect to the Town Sewer as had been requested. Upon motion of Harry F. Newton, seconded by Vernon.L. Claggett, and nnAmin- ously carried the following resolution was adopted:• BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Town of Leesburg Council enter into a contract with Sam Markim to purchase a parcel of land for $1,600, for the porpose of being used as a town dump, prov- iding the said location of the land is approved. by the Loudoun County Zoining Board. Upon motion of Winslow Williams, seconded by Emmerson H. James, and miamin- ously carried, Council authorized and directed the Auditor-Treasurer to purchase • a .motor for the Town pump from the Sydnor Well and Pump Company for-$350.00 Upon motion of Morton Riddle, seconded by Vernon Claggett, and unaminously carried, Council authorized and directed the Auditor-Treasurer to ,purchase sum- mer' caps, and trousers for the policemen. _ ._ __ - _.
