M., there were present E. S. Dailey, Mayor, Horace M. Hallett • Recorder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Riddle, Thelma J. Smoot, and Winslow Williams, Councilmen. ' The minutes of the previous meeting were read and upon motion of Emmerson H. James seconded by Harry F. Newton and unaminously carried were approved as read. • The Auditor-Treasurer read his monthly statement for the month of - May 1952, and presented the current bills; and upon motion of Harry F New- - , • ton; seconded by Morton Riddle, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: • Ill Virginia Electric & Power Co $ 246.77 C. & P. Winslow Williams a member of-the-Water Committee-for the Council pre- sented a report from•Welderding-Company, regarding the Town' s.water supply 111. and after some discussion- of this-report,-Council-requested the Auditor- Treasurer to request. some-member of-the-Welderding Company to appear be- fore Council to discuss the-needed change- in the Town-water system and to try and give some idea of the cost of such change over. Upon motion of Morton Riddle; seconded-by Harry F. Newton, and un- - ominously carried, the following resolution-was-adopted: . BE IT RESOLVED,- by the-Council- of the Town- of Leesburg in Virginia, that the Sate Auditing Department- be and -it- is hereby requested to audit the records of the Auditor-Treasurer -of- the Townes concerning the town's finances, for 'one year, from -July. 17, -1951 through June 30, 1952, and the said Town will pay the 'Commonwealth of -Virginia for making said audit, and Horace M. Hallett, Recorder, -is- authorized -and requested to execute a U/feertified copy.of this resolution- to -be- mailed -to- the Auditing Department of the Commonwealth of Virginia. IItA letter from the Department of Commerce in which it was stated that he said- Department was with drawing the Tentative Allocation of $12,500 made on November, 6, 1950, since the Administrator had disapproved the request for Federal Aid regarding the Airport, was read to the Council. Upon motion of Morton Riddle, seconded by Vernon L. Claggett, and ' carried by a vot* of 4 to 2 Riddle, Claggett,•Newton, -and .James -for Smoot I ' and Williams aganist, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that T. J. Embrey, be and he is hereby given permission to connect to the water line on the east end of Town OA furnish water to three lots on Pearl • Street, when construction has been started on the three said lots. . . Upon motion of Vernon L. Blaggett, seconded by Emmerson H. James, and carried by a vote of 4 to 2 Claggett, James, Riddle, and Williams for Smoot, and Newton not voting , the following resolution was adopted: BE IT RESOLVED, by the Council that the Mayor and Dr. -Souder be per- mitted to build an incline incinerator at the Town Sewage Plant and the ex- penses shall not exceed $300.00 , and the construction of the same shall be under the supervision of Dr. Souder. - Upon motion of Harry F. Newton, seconded by Winslow Williams and unam- inously carried Council directed the Auditor-Treasurer to have Dr. H. M. Jack- son parking space moved one space to the East. • Upon motion of Winslow Williams, seconded by Harry F. Newton, and un- amininously carried the following resolution was-"adopted; BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, I. that the Auditor-Treasurer, be and he is hereby authorized and directed to have side walks constructed on private property, -so they will conform to satisfactory grade. where'the Town is constructing side walks, providing • the property owner pays the cost of such 'construction. - Upon motion toton Riddle, seconded by Vernon L. Claggett, and carr- ied by. a vote . of5 to 0 Mrs. Smoot not voting, Council vote to-have side walk constructed on the north side of West Cornwall Street, when the next side walks were constucted, ' - .�- ♦ 400, •,..4",/i.....2‘.4271--52/' . - .
