At a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber, on Monday July, 14, 1952, at 7:30 o'clock P. M., there were present, E. S. Dailey, Mayor, Horace M. Hallett, Recorder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, and Thelma J. Smoot, Councilmen. The minutes of the previous meeting were read and upon motion of Emmer- son H. James, seconded by Vernon L. Claggett, and unaminously carried were approved as read. ' The Auditor-Treasurer read his monthly report for the month of June, 1952, his quarterly report for the quarter ending June 30, 1952, and his annual report for the fiscal year ending Junie, 30, 1952, and upon motion of Thelma J. Smoot, seconded by Emmerson H. James, and unaminously carried the following resolution was adopted: WHEREAS, the .AuditoraTreasurer has this day presented to the 'Council of the Town of Leesburg, in Virginia a quarterly report of all receipts and analy- sis of all disbursements for the months of April, May, and June 1952, NOW, THEREFORE,BE IT RESOLVED, 'by the Council of the Town of Leesburg in Virginia, that the said quarterly report of the Auditor-Treasurer be and it is hereby approved and accepted by said Council, BE IT FURTHER RESOLVED, by the Council that the Auditor-Treasurer be and he is hereby authorized and instructed to have a copy of the said quarterly report published once in a newspaper, published in said Town and also post a copy of said report, in front of Court House in said Town. The Auditor-Treasurer presented the current bills for the month of June 1952, and upon motion of Thelma J. Smoot, seconded by Emmerson H. James, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor4reasurer, be and he 'is hereby authorized and directed to.pay the following bills: . Claggett, and ° nnaminously. carried, .Council authorized, and directed the Auditor-Treasurer to have installed on the 'new police car a set of turn signals. . Upon motion of Emmerson H. James, seconded by Vernon L. Clagett, and unaminously carried Council directed the Auditor-Treasurer to write to Mr. • H. E. Loffler , and request him to have his lot cleaned up by the 'Collage. Upon motion of Harry F. Newton, seconded by Vernon L. Claggett, and carried by a vote of 3 to 0 Mrs. Smoot not voting, the Auditor-Treasuuer . was authorized and directed to have a pipe installed under West Cornwall Street., at Liberty, to take off the storm water in that section.— . 66 - Council Directed the Auditor-Typo£ to have a white line painted in ✓ front of the Town Hall in the cents o see if it would help in correcting the condtion at the corner where car were driving in the center of the street at this intersection; Upon motion Of Vernon L. Claggett, seconded by Emmerson H. James, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to 'have a drive way installed across the Town8 side walk at the Presbyterian Manse, and that the Leesburg Presbyterian Church iss to pay for the said installation. Upon motion of Emmerson H. James, seconded by Vernon L. Claggett; and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that v George E. Ward, Auditor-Treasurer, Raymond L. Hough, PUMPING Station Operator . and Sgt; Victor N. Jackson of the Police Department be given a vacation of two weeks or_ pay at the regular rate in lieu thereof. Upon motion of Vernon L. Claggett, seconded by Emmerson H. James, and tm- aminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to increase V ' the .hounrly.rate of the Town labor force from 75 cents to 85 cents Ter. hour effective as of this date. Mr. C. C. Saffer of Saffer Bros; Company, appear before Council and stated that he had requested the Virginia State Highway. Department, to scrapethe street in front of his place and on down as far as the Leesburg Ice and Fuel Company, and that he had been told by the Highway'Department that it being in the limits of the Town of Leesburg, that the request must come from the Council of the Town, And upon motion of Emmerson H. James, seconded by Harry F. Newton, and unaminously carried the following resolution was adopted: : BE IT RESOLVED, by the Council of the Town of Leesburg in.Virginia, that the Recorder; be and he 'ia hereby'authorized and directed to write to the Virginia lz State Highway Department, 'arid'requedt that they scrape the street in front of Saffer Bros; -Mill arid 'on to the Leesburg Ice & Fuel Company. 'Gill be and they.are here by selected a Board of Zoning Appeals for 'the 'Town of'Leesburg in-Virginia for the term begining July 14, 1952, and oontinuing'for'a'period of three years, and the said Board and each member theieef'on appointment by the Court shall have the authorities and be vested with all the powers granted to members of Boards of Zoning Appeals under authority of laws of Virginia. • BE IT FURTHER RESOLVED, that Stilson.H. Hall, Attorney for said Town, is requested to-present to the Judge of the Circuit Court of Loudoun County, Virginia, a petition for the purpose of requesting the Court.to appoint a Board of Zoning Appeals for said Town as provided'by the laws of the Commonwealth of Virginia.
