At a special msbting of •the *Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber Monday ,July 29, 1952, at 7:30 o'clock P.M., there were present, E. S. Dailey,, Mayor, Horace M: Hallett, Recorder, Vernon L. . Claggett, Emmerson H. James, _Harry _F. Newton, and Morton Riddle, Councilmen. 'Upon motion of Emmerson H. James, seconded by Harry F. Newton and unanimous- lycarried the following resolution was adopted: WHEREAS, Mayor E. S. Dailey will be absent from the Town of Leesburg, in Virginia, for a period of three. weeks, and therefore will be unavailable to count- ' ersign all checks required by a town ordinance, therefore BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that Horace M. Hallett, Recorder for the Town of Leesburg, in Virginia, be and he is _ hereby, authorized, instructed, and directed to countersign all checks drawn by. the Town Treasurer on funds in either the Peoples National Bank in Leesburg, or The Loudoun National Bank in Leesburg, for a period beginning August, 4, 1952, and ending August 25, 1962 or upon the return of Mayor E. S. Dailey, at which time this order will be withdrawn. - • BE IT FURTHER RESOLVED, that copies of this resolution, properly executed and certified to by the Recorder, be filed with the Peoples National Band and The Loud- . oun National Bank, Leesburg, Virginia. ,1 Mayor. REGULAR August 11,1952. • At a regular meeting of the Mayor and Town Council of the Town of Leesburg in Virginia, held in the Council Chamber, On Monday, •August 11, 1952, at 7:30 o'clock P. M., there were Present Horace M. Hallett, Recorder, Vernon L. ClAgg- ' ett, Emmerson H. James, Harry F. Newton, Morton Riddle, and Winslow Williams, _Councilmen. • E. S. Dailey, Mayor, being absent, Council appointed Horace M. Hallett to preside over the meeting. The minutes of the previous meeting were read and upon motion of Emmerson H. James, seconded by Morton Riddle, and Unaaminously carried were approved as read. The Auditor-Treasurer read his monthly statement for the month of July 1952, and presented the current bills, and upon motion of Emmerson H. James, seconded by Harry F. Newton, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: Va; Electric & Power, Co; 259.20 C. & P. Mr. Vesey discussed wmth Council serval matter that the Chamber would - like very to see the Council take under Consideration, Namely certain side walk construction, parking study, and certain land that might be obtained for the Town near the Washington Old Dominion Railroad. Mr. Vesey further stated that the deed was ready to be delivered to the Town of Leesburg from the Washington Old Dominion Railroad, the land on Buick Street from South Street to the Loudoun Live Stock Market. And upon motion of Emmerson H. James, seconded by Morton Riddle, and un- aminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that this Council does hereby accept the land set forth in the deed from the Washington Old Dominion Railroad to the Town of Leesburg, and, BE IT FURTHER RESOLVED, that a letter be written to the Chamber of Commerce thanking them for they work they have done in securing this parcel of land for the said Town of Leesburg. • Sherriff Roger Powell, appeared before Council and stated that the County wanted to erect a radio antenna on the north side of the jail for the police car. Upon motion of Morton Riddle, seconded by Harry F. Newton, and unaminously carr- ied, Council gave permission for the erection of the said antenna. Mr. Joseph L. Oliver, appeared before Council and complained about the way the water backed up over his property during a heavy rain. Mr. Oliver said this was caused by the pipe that had been recentlly installed in front of his home. This matter was turned over to the Street Committee, and they were asked to in- vestigate this matter and report back to the Council at their next meeting. Mr. T. J. Hatcher, appeared before Council and requested permission to re- build and remo .le the building in which his plumbing business is now operated from. And upon motion of Harry F. Newton, seconded by Vernon L. Claggett, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that T. J. Hatcher, be and he is hereby given permission to rebuild and remodel the building in which his plumbing business is now operated from, providing such building, and remodeling does not comflict with the Town of Leesburg Zoining ordinance. - • Upon motion of Vernon L. Claggett, seconded by Emmerson H. James, and imam- in ously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to have a new side walk on the south side of North Street, from the corner of North King Street to the back or west side of the building now occupied by T. J. Hatcher. The Street Committee.was•requested•to•contact the Virginia State Highway Depattment regarding the street-and•drain•at the corner of North King Streets and North Street. • • Council authorized-the -Auditor-Treasurer to-have the.point of Chlorination changed at the Town-water-works-as previously advised. -- • Council authorized-the -purchase of-to uniform shirts for Mike Fogle. • Council authorized -the -Auditor-Treasurer to have the -tree topped in front of Mr. James home on West -Cornwall Street, since the •tree had been weakened by the cutting of it' s .roots •to permit4 the side walk construction, at that point. Upon motion of -Morton Riddle, seconded by Emmerson H. James, and unaminous- ly carried the following resolution -was -adopted: • BE IT RESOLVED, by-the -Council -of the Town of Leesburg .in Virginia that the Auditor-Treasurer be and he .is hereby -authorized and directed to make the following salarS increasesas. of September 1,. 1952,• Victor Jackson to $195.00 per month, Lewis Ball to $190.00 per month,. Mike Fogle to 190.00 per month,. Ronald Athey to $190.00•per month, - ' 69 Mr. Vleatherholt to $225.00 per month, and that Ronald Keyes weekly salary be increased from $44.25 to 48.00 per week. Upon motion of Morton Riddle seconded by Winslow Williams, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is herby authorized and directed to pay to each Offical and Councilman attending the convention of the League of Virginia Municip- alities to be held at Old Point Comfort, Virginia, on September 14, 15, and 16, 1952 the sum of $50.00 toward their expenses. • There being no further business upon motion duly made seconded and carried , Council adjourned. . S 23.52 $1209.70 Mr. Emery Kirkpatrick, a member of the Loudoun County Board of Supervisors appeared before the Council and discussed at some length the matter of having a fence installed around the two lime kills that are partly in the Town of Lees- burg and the remainder in Loudoun County. It was agreed that the Town of Lees- burg and the Board of Supervisor would write letters to the owners of said lime
