James, seconded by Winslow Williams and carried by a vote of 3 to 0 Mrs. Smoot not voting, the following resolution was adopted; BE IT RESOLVED, by the Council of the Town of Leesburg, that they recind their motion of August 11,1952, where by they agreed to accpept a deed from the - Washington Old Dominion Railroad for a certain pardel of land until the deed had been presented to the Town Council for it' s examination. Upon motion of Emmerson H. James, Seconded by Vernon L. Claggett, and unam- • inously carried-the following resolution was adopted: BE IT RESOLVED: by the Council of the Town of Leesburg, in Virginia that the Colonial Motor Sales Company be notified that the Car purchased .to be used - as a Police Car was not satisfactory, and they be directed to replace it with a new car,, Council unaminously agree tclet the Colored pepple had a block carnival some time in September, on Royal Street as they had done in the past. James, seconded by Winslow Williams, and unam- inously carried the following resolution was adopted: BE IT RESOLVED, by the Council of. the Town of Leesburg, in Virginia that - the Auditor-Treasurer be and he is•hereby authorized and directed-to have a ' = • side walk constructed on the south side of North Street from the, corner to the east side of the Episcopal Church, and that a side walk be constructed from North Street to Loudoun Street on the west side of Liberty Street. Mr, Tiffiany of the Loudoun National Bank appeared before Council and stated that during heavy rains that sewage water backed into the bank base- . ment and asked that some help be given toward find the cause of this trouble. Council told Mr. Tiffiany that Mr. Hough would work with the bank's plumber at-any time to try and correct this condtion. Upon motion of Emmerson H. James, seconded by Vernon L. Claggett, and unaminsouly carried, the Auditor-Treasure was authorized to purchase a winter police uniform for officer Athey. - Upon motion of Emmerson H. James, • seconded by Vernon L. Claggett, and carried by a vote of 3 to 0 Mrs. Smoot not voting the following resolution was adopted: • BE IT RESOLVED, -by the Council of-the Town of Leesburg, in Virginia that the Auditor-Treasurer, -be and he. is here-by authorized and directed-to pay Victor Jackson $6.45-and-Lewis-Ball $4;05 for the use of their car , which they used while the Town Police.Car-was•being-repaired. Mayor Dailey appointed then-Trash-& Garrbage and the Sanitation Committee to investigate the.possibilities•of install a Land Fill either for the Town of Leesburg or with some of.the-other•Tawns•in this area. Recorder. • • • REGULAR October 13, 1952. - - 111 At a regular meeting-of the Mayor and Council of- the Town of Leesburg, in Virginia, held in the -Council -Chamber; on -Monday, October, 13, 1952, at 7:30 o' clock P. M. , there were •present-E; S. -Dailey, Mayor, Horace M. Hallett, Recorder Vernon L. Claggett, -Emmerson H. -James; Harry F. Newton, Morton Riddle, Winslow, Williams,- and-Thelma J. -Smoot, Councilmen; - • The minutes of the previous meeting were read and upon motion of Emmerson H. James, seconded by Vernon L. Claggett, and unaminously carried were approved as read. The Auditor-Treasurer read his monthly report for the month of September, 1952, and his quarterly report for the quarter ending September, 1952, 71. and upon motion of Thelma J. .Smoot, seconded by Emmerson H. James, and unaminously carried the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this day presented to the Council of the Town of Leesburg, in Virginia, a quarterly report of all receipts, and analysis of all disbursements for the month of July, August, and September 1952. NOW THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the said quarterly report of the Auditor-Treasurer be and it is hereby approved and accepted by said Council, 111BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the said Auditor-Treasurer be and he is hereby authorized, instructed and directed to have a copy of said quarterly report published once in a newspaper published in said town and also post a copy of said re- port in front of Court House of said town. The Auditor-Treasurer presented the current bills for the month of Sept- ember, 1952, and upon motion of Morton Riddle, seconded by Harry F. Post Office _ 25,00 $1,139.16 Mayor Dailey read a letter from Carlton Peenn 11, in which he request- ed that a ash tree located between the curb and sidewalk in front of the Saint James Church, be removed. Mayor stated that there was another tree at the corner of Cornwall and Liberty Streets that need to be take down, and upon motion of Morton Riddle, seconded by Harry f. Newton and carried by a vote of five to one, James, Newton, Riddle, Williams, .and Smoot for Claggett against the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia ;that the Auditor-Treasurer, be and he is hereby .authorized and directed to have the said trees removed to street level. A letter from Mr. John Allen Johnston was .read, in which it was requested that a sewer line be run to a piece of property owned by his Mother know as the Grafton property. Since there was a sewer line at the rearer of this prop- erty, Council voted to turn this matter over to the sewer committee for an investigation and their report at a .latter date. . • Mr. J. E. Caviness, appeared before the Council and stated that the waste from the Leesburg Laundry now being emptied into the Town Branch was damaging the stream to the extent that it' s fields in which it ran through were not use- able for watering.stock, .and would it be permitted by the Town to allow the Laundry to desoped of this waste water into the Town Sewer System. 72 Regarding this matter Morton Riddle, •Seconded by Thelma J. Smoot, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Torn-of Leesburg, in Virginia, that the Sewage Committe, be and they-are hereby authorized and directed to • contact the Town's Attorney to detemine as to whether it is the resopnsi- bility to handle the said waste from the Leesburg Laundry. . , Ma•. Donald S. Wallace of the Department of Water Conservation talk to Council regarding the town water problem. Mr. Wallace stated that he would be unable to help the Town with it' s problem, since it was one that would have to be handled by a Consulting tigineer. • Mayor Dailey asked the Trash C' ittee to contact the Fire Department to see if the land between the Fireme Field and the Town Dump could be used in the event the Town should install a land fill. Council voted to ask the Bemiss Company of Richmond, Virginia to sub- mitt a bid and specifations on a piece of equipment to operate a land fill with. Council further requested the Recorder to obtain additonal bids on such equipment. Upon motion of Morton Riddle, seconded by Harry F. Newton, and unam- inously carried the following resolution was adopted: -- BE IT RESOLVED, by the Couhcil of the Town of Leesburg, in Virginia that the Auditor-Treasurer) be and he is hereby authorized'and directed to have the following repairs made, 1-sidewalk at the Garrett Law Office, 2- Ramp at Brock Used-Car-lot, 3-•Ramp at Colonial Motor Sales-Co. , 4- Bridge and hand rail-at or•near Saffer's Mill 5- Sidewalk and curb in front of-a property owned by-Mr. •Savolopus. • Upon motion of•Morton Riddle, seconded by Harry F. Newton and unamin- ously carried the.following.resolution was adopted: BE IT RESOLVED, by.the.Council.of the Town of Leesburg, in Virginia that the Auditor-Treasurer, ,be and he is hereby authorized and directed to request the .Virginia State Highway Department to install a traffic Signal • at the corners of.King and Loudoun Streets, and the Virginias °tate High- 111. way Department be.further.requested .to erect signs at both the .east and west ends of town, directing east.and west bound through traffic. Recorder. SPECIAL October, 23, 1952. • At a special meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber on Thursday,. October, 23, 1952, at 9:30 o'clock P. M., there were present E. S. Dailey, Mayor, Horace M. Hallett Re- corder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Riddle Winslow Williams, Councilmen. The Mayor stated that this meeting had been called to consider the purchas- ing of equipment for the operation of a land fill. .Mx . J. V.
