Winslow Williamsmade a motion -seconded by Thelma J. Smoot, that the Town of Leesburg, take -a -page ad -in the County Review. This motion was de- feated by a vote •of 4 to 2. - - Mayor Dailey read-a -letter from Mr. H. I. Tiffany of the Loudoun Nat- ional Bank, in-which-he stated -that an investigation had been made and it was found that •some of -the :toilet fixtures at the said bank had not been tied into the new sewer as •recordered by the Rust Engineering Co, and re- quested the Tarn •to have -the -sewer •open and run to the street line so as I the said bank could make -the -necessary sewer connections, and upon motion of Morton Riddle -seconded by -Harry -F: Newton and unaminously carried Council 1 authorized the AuditorxTreasurer -to have this work done. - There being no further business? and upon motion dflly made seconded, and carried -Council adjourned. • Mayr. Recorder. • REGULAR JANIJ ARY 12, 195. • At a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber, on Monday, Janurary 12, 195 , at 7:30 • o'clock P. M. , there were present E. S. Dailey, Mayor, Horace M. Hallett, Re- corder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, and Thelma J. Smoot, Councilmen. The minutes of the previous meeting wire read and upon motion of Harry F. Newton, seconded by Vernon L. Claggett, and unaminogsly carried were approved • as read. The auditor-Treasurer read his monthly statement for. the month .of Dec- ember, 1952, his quarterly statement for the quarter ending December 31, 1952, and his annual report for the period ending December, 31, 1952, and upon motion of Emmerson H. James, seconded by Harry F. Newton, and unaminously carried the following resolution was adopted. - WHEREAS, the Audiotr•-Treasurer has presented to the Town Council of the Town of Leesburg, in Virginia a quarterly report and annual report of all re- ceipts and analysis of all disbursements for the months of October, November, and December ,,and-.foi• :the'year ending 'December 31, 1952, NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg . C 76 in Virginia , that the said qu?rterly, and annual report of the Auditor- Treasurer be and it hereby accepted.by the said Council, BE IT FURTHER RESOLVED, by-the,Council of the Town of Leesburg, in Virginia that the Audit ppr��-Tr asurer be and he is hereby authorized and directed to have a copy of sai arepo$tF published in a newspaper published in said Town and also to post a copy of.said reportg in.front•of Court House in said Town. The Auditor-treasurer presented his current bills, and upon motion of Emm- erson H. James, seconded by.Harry F. Newton, and unaminously carried the follow- ing resolution was adopted: BE IT RESOLVED BY THE Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills, with the exception of the Loudoun County Hospital, and that the said bill be with held until the Towns.attorney could be contacted regard- ing it's payment: . James, seconded by 'Vernon L. Claggett, and • carried by a vote of (3 to 0) James, Claggett, and Newton for Mrs. Smoot not voting, the following resolution was adopted: , BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Old Dominion Appliance Co; beand they hereby notified•that they may rent _ the Old Town Movie Hall for the sum of $25.00 per month on a monthly basis, and - that the/ permission for the -use of this building by other parties,must be ok'd by the Town Council. . . Newton, and unaminIII - . ously carried,r the following resolution was adopted, 1111 BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Drum and Bugle Corp be and they are hereby given permission to use the Old Toren Hovie Hall, for pratice, providing it meets with the approval of the Old Dominion Appliance Co. t Upon motion of Thelma J. Smoot, seconded by Vernon L. Claggett, and unam- inously carried, the Auditor-Treasurer was .authorized and directed to'write lett- ers to fr. C. W. Fiske, and the Virginia Electric and Power Company, thanking them for their help in repairing the street lights. - Upon motion of Vernon L. Claggett, seconded by Harry F. Newton, and unamin- ously carried the following resolution was adopted: - BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to purchase 7.7 four signs reading SPEED LIMIT 25 M. P. H. and four signs reading LAW EiF6a6 O, but these signs are not to be purchased until the Virginia State Highway Department has been contacted to see if they will furnish the signs free of charge. ` Upon motion of Harry F. Newton seconded by Emmerson H. James, and unamin- ously carried, Council authorized the Auditor-Treasurer to renew the contract with Yr. Thomas Alexanderia to haul garbage for 30 days from the date of his expiring contract, - - Council asked the StreetCommitteeto investigate the need of the repair- ing -the side walR east of -the -Safeway on the south side of Loudoun Street. �' • Upon motion of Vernon L. Claggett, seconded by Thelma J. Smoot, and un ominously carried -the .following -resolution was adopted: . BE IT RESOLVED, by .the .Council .of the Town of Leesburg, in Virginia, that the -Auditor-Treasurer,- be and -he isherebyauthorized and directed to have a street light put on -the .light .pole in front of the home of hrs. ' ' At a special meeting of the Mayor and Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, January 26, 1953, at 7:30 o'clock P. M.,there were present E. S. Dailey, Mayor; Horace M. Hallett, Re- corder; Vernon L. Clagett, Emerson H. James, Harry F. Newton, Morton Riddle, Winslow Williams, Thelma 'moot, Councilmen. . IMayor bailey stated that this special meeting was called for the purpose _ of receiving a report and the discussion of the town water supply. Dr. Chas. G. Souder, County ``ealth Officer, reported to council that examination having been made of the town's two springs showed heavy contamination during extreme • wet weather, and that the present treatment of chlorination was not adequate during such periods. Dr. Souder suggested that the council install such treat- ment as was outlined in a letter from the Virginia State Health Department, or abandon the present springs and drill well or wells to supplement the present supply. Upon motion of Thelma J. Smoot, seconded by Morton Riddle, and unanimously carried, the following resolution was. adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the auditor-treasurer be and he is he;eNt'y,�authorized and directed to write a; letter to the .' Wilberding Company,�aavisi.#ig 'tiem that their offer to make a survey of water and sewage as outlined in their letter of April 23, 1952 is ac- cepted by said Council.
