Upon motion of Harry F. Newton seconded by Emmerson H. James, and unamin- ously carried, Council authorized the Auditor-Treasurer to renew the contract with Yr. Thomas Alexanderia to haul garbage for 30 days from the date of his expiring contract.. . . . . . . . . . Council asked the Street .Committee to investigate the need of the repair- ing -the side wa1R -east of -the -Safeway on the south side of Loudoun Street. I Upon motion of Vernon L. K yor - Recorder ' SPECIAL ' January 26,' 1953• - - At a special meeting of' the Mayor and Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, January 26, 1953, at 7:30 o'clock P. M.,there were present E. S. Dailey, Mayor; Horace M. Hallett, Re- corder; Vernon L. Clagett, Emerson H. James, Harry F. Newton, Morton Riddle, Winslow Williams, Thelma bmoot, Councilmen. Mayor Dailey stated that this special meeting was called for the purpose of receiving a report and the discussion of the town water supply. Dr. Chas. G. Souder, County health Officer, reported to council that examination having been made of the town's two springs showed heavy contamination during extreme • wet weather, and that the present treatment of chlorination was not adequate . during such periods. Dr. Souder suggested that the council install such treat- - ment as was outlined in a letter from the Virginia State Health Department, or abandon the present springs and drill well or wells to supplement the present supply. Upon motion of Thelma J. Smoot, seconded by Morton Riddle, and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Couhcil of the Town of Leesburg, in Virginia, that the auditor-treasurer be and he is hgce y,a4�uthor- zed and directed to write a; letter to the .' M., there were present, E. S. Dailey, Mayor, Horace M. Hallett, Re- corder, Vernon L. Claggett, Emmerson H. James, Harry F. Newton, Morton Riddld, Thelma J. Smoot, and Winslow Williams, Councilmen. -:et The minutes of the last regular and special meeting were read and upon ' motion of Emmerson H. James, seconded by Vernon L. Claggett, and unaminously carried were approved as read. The Auditor-Treasurer read his monthly statement for the month of Jan- 78 urary, 1953, and presented his current bills, and upon motion of Emmerson H. James seconded by Vernon L. Claggett, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town- of Leesburg, in Virginia, - that the Auditor-Treasurer be and he is hereby authorized and directed td pay the following bills: Virginia Electric & Power Co 271.61 Chesapeake & Potomac Tel; Co .10 L. James, and unaminously car- ried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the bill for the amount of $17.40 for the hospital treatment of Rudolph Keys which was with held from last months bills be paid. 7 Mr. Pope of the Broad Run Citizens Assn; appeared before Council and requested that members of the Assn; be premitted to despose of their trash in the Toren land fill for a reasonable sflee. Council advised Mr. Pope that they would take his request under consideration, but at the present they were still in the process of cleaning up the old dump and did not feel that they were in a position to take on any additonal trash at this time. Upon motion of Morton Riddle, seconded by Vernon L. Claggett and carried by a vote of 3 to 2 Riddle, Claggett, and James for Smoot, and Newton against Williams not voting the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to have the % property of John Allen Johnston adjoining the town land fill cleaned up. ✓ J Mr. Howard Vesey, attorney appeared before 6ouncil and discussed a lease for the springs on the Harrison, deZergia, used by the Town be drawn point- I Jing out whose responsibility it was to keep the said springs in repair. Upon motion of Morton Riddle. seconded by Emmerson H. James, and unam- inously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer contact the Town' s Attorney and request he draw up a lease with fir. Vesey and present it Council at their next meeting' for thier action. • - Upon motion of Harry F. Newton, Seconded by Emmerson H. James, and un- aminously carried the Council authorized and directed the Auditor-Treasurer to have a blind ditch installed in 'front of the big spring-and if he felt it adviseable to install iron pipe in the said ditbh. A letter from the Virginia State Highway Department was read, also a 79 proposed resolution requesting the said Highway Department to install certain one way streets in the Town of Leesburg, and after some discussion and upon motion of Winslow Williams, seconded by Thelma J. Smoot, and unamr inously carried the Auditor-Treasurer was authorized and directed to write a letter to the Virginia State Highway Department informing them that the propsoed resolution had been rejected by the Council and to remind the High- -- way Department of it resolution requesting a by-pass for the Town of Lees- burg. ' Upon Motion of Winslow Williams, seconded by Harry F. Newton, and carr- ied by a vote of 5 to 0 Mrs Smoot not voting, the following resolution was I adopted: , BE IT RESOLVED, By the Council of the Town of Leesburg in Virginia, that' the Auditor-Treasurer be and he is hereby authorized and directed to have in- stalled three loading zones on the west side of King Street, between Loudoun and Markets Streets, and that these loading zones be installed on a trial basis until the regular meeting of the Council in April, at which time the said plan would be accepted or rejected. The Auditor-Treasurer told Council that the Virginia State Highway Dep- artment had requested the Town to obtain a right of way in front J. E. Cav- iness' s home. Council told the Auditor-Treasurer that they would not take any action regarding this matter unless it was requested in writing from4 ' the Virginia State Highway Department. Upon motion of Vernon L. Claggett, seconded by Harry F. Newton and carried by a vote of 5 to 0 Mrs. Smoot not voting, the Auditor-Treasurer was authorized and directed to have the drive way in front of Lewis Atwell' s property repaired in concrete. Upon motion of Emmerson H. James, seconded by Morton Riddle, and un- aminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized to enter into and sign I a contract with Mr. Thomas Alexandria to haul garbbage for the Town for $100 'per month and that the contract be on a month to month basis.
