Upon motion of Emershn H. James, seconded by Thelam J.
Smoot and unanimously carried,. the following resolution was adopted:
,,WHEREAS, the Commonwealth of Virginia through the Depart-
ment of Highways has adopted a policy in accordance with Senate Bill
#234., Chapter 507, of permitting incorporated towns of 3,500 population
or less to add one-quarter mile annually to the State Highway Secondary
System; _
WHEREAS, it is the desire of this Council that said streets
be added and the following described street be added to the State
Highway Secondary System in Leesburg for_ the year 1953 allotment:
South Buick street, leading from South street, and runn$ng
South to the W. & 0. D. Railroad property, and being a. distance of
448.8 feet. This street has a recorded' right of way of 50 feet.
The Council hereby agrees to and does guarantee the 50
feet of right of way, for the maintenance, improvement, or construction
of the above street.
The Recorder is hereby authorized, instructed and directed •
, to send a copy of this resolution to the 'resident Engineer, Depart-
ment of- Highways."
Town of Leesburg, in Virginia
The Recorder read a letter and presentedta bill from
James A. McWhorter of Annandale , Virginia , regarding a survey made of
the Airport. Council instructed the Auditor-Treasurer to turn the letter
and bill over to the Town' Attorney for his advice in regards to this
matter.
Upon motion of Emerson H. James, seconded by Harry F. Newton
✓ and unanimously carried, Council authorized and directed the Auditor-
Treasurer to have the East bank of the ditch that runs along theWest
side of..the big Spring concreted, after permission had been obtained
from Mrs. Florence Harrison for the said work.
'Mr. J. B. Anderson of the C & P Telephone Company appeared
before Council and stated that some type of fluid was getting into
one of their cable manholes across from the Leesburg Laundry. Mr.
Anderson read a letter from Foebling & Robertson, Inc. , of Richmond,
Virginia, stating that an examination of this fluid showed it had a
flash point of 0 .32. Council asked the Street Committee to report .
this matter to the Highway Department and see if they could offer any
assistance in this matter. .
There being no further business, upon motion duly made,
senonded and carried, Council adjourned.

REGULAR APRIL, 13, 1953. .
At a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia,
held in the Council Chamber, on Monday, April 13, 1953, at 7:30 o'clock P. M., there
were present, E.S. Dailey,Mayor, Horace M. Hallett, Recorder, Vernon L. Claggett, Emmer-
son H. James, Harry F. Newton, Morton Riddle, and Winslow Williams, Councilmen.
The minute of the previous meeting were read, and upon motion of Emmerson H. James
seconded by, Vernon L. Claggett, and unaminously carried :were approved as read.
The Auditor-Treasurer read his monthly statement for the month of March, 1953, his
quarterly report for the quarter ending March 31, 1953, and upon motion of Emmerson H. _
James, seconded by Harry F. Newton, and unaminously carried the following resolution
was adopted.

WHEREAS, the Auditor-Treasurer has presented to the Town Council of the
Town of Leesburg, in Virginia a quarterly report of all receipts and analysis .
of all didbursements for the months of January, February, and March, 1953,
NOW, THEREFORE, RE IT RESOLVED, by the Council of the Town of Leesburg
' in Virginia, that the- said quarterly report of the Auditor-Treasurer be and
it is hereby accepted by the said Council,
- BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, .in Virginia
that the Auditor-Treasurer, be and he is hereby authorized and directed to
ha:e a copy of the said ,ruarterly report published in a newspaper in the said
' Town and also post a copy of the said quarterly report in front of the Court
House in the said Town.
The Auditor-Treasurer presented the current bills, and upon motion of
Harry F. Newton, seconded by Emmerson H. James, and unaminonsly carriedthe
following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that
the Auditor-Treasurer, be and he is hereby authorized and directed to pay the

The Auditor-Treasurer .presented .a .proposed. budget to the Council for the
year begining July 1, 1953, and ending .June. 30,. 1954, and upon motion of Mor-
ton Riddle, seconded by .Emmerson H.. James, and unaminously carried, Council
voted to hold a special meeting April 27, 1953, at 7:30 o' clock P. M., in the
Council Chamber, to give and citizedn of the. Town of Leesburg an oppournity
to- express his views regarding the said proposed budget. And that the said
proposed budget shall be published in a newspaper in the said Town once.
• Mr. David Mcdonald of the Leesburg Fire Department appeared before the
Council and,
WHEREAS, Harry M. Jenkins, Matthew Pulliam, and David M. McDonald, Trustees
for-the Leesburg Volunteer Fire Company of Leesburg, Virginia, appeared be-
fore the Council of thes Torm'and brought to its attention the fact that the
property now owned by the said Leesburg Volunteer Fire Company of Leesburg
Virginia, containing 13 acers, 2 roods and 2 poles , more or less, located on
the south side of West Loudoun Street and fronting on the East side of Ayer
Street, adjoining the properties now ar formerly owned by Howard, the Town of
Leesburg, Grimes, and Myers, under the present zoning ordinance is included
in the Residence District I; and
WHEREAS, the said Trustees have requested-that the herein before des-
cribed property, being the same purchased from H. C. Littlejohn, widower, by
• deed dated March 3, 1950, recorded in the Clerk's-Office of the Circuit Court
of Loudoun. County, Virginia, in deed book 13F's, at page 110 shall be included
in the "Business District" and not in Residence District I, under the Town
zoning ordinance, and,
WHEREAS, pursuant to law, a Board of Zoning Appeals consisting of John "
William Clemens, Reginald K. Gheen, Howard B. Gill, Richard W. Burbank and
John Allen Johnston have been appointed and are still acting, and ,
WHEREAS, pursuant to Section 15-822 of the Code of Virginia, it is pro •

vided that the Council -is authorized tossubmit proposals, amendments or supple-
ments to any to any zoning regulations to the-Board of Zoning Appeals for its
report and recommendations, after-a public hearing in relation therto• in the
manner and method provided by law, and ,

VIHERAS, the Council belives that the said requested change and amendments should
be .submitted to the Board of Zoning Appeals for its report and recommendations.
NOW, THEREFORE, BE IT ORDAINED BY THE Council of the Town of Leesburg,' in
Virginia, as follows,
(1) That the Said Council hereby refers _bo the Board of Zoning Appeals
for its report and recommendations the said request of the Trustees of the Lees-
burg Volunteer Fire Company of Leesburg, Virginia to change the present desig-
nation of said property from "Residence District I" to that of Business Dist-
rict, after a public hearing in relation thereto held by the said -Board of
Zoning Appeals in pursuance of Law. •
(2) That the Recorder of this Town shall forwith' deliver certified copies' •
of this ordinance to the Board of Zoning Appeals in sufficient number as may
be required. •
A letter from the Virginia State Highway Department, was read regarding
requests for a by pass of the gown of Leesburg. Mr. Talbott 'of the Highway
Department discussed this matter with the Council and suggested that the
plan of one way streets be installed and that no parking be adopted on certain
streets. Council requested the Highway Department to comply with thinrequest
to install a traffic light at the corners of Loudoun and' King Streets.
Council--requested the Street Committe to investigate the parking on
Fayette Street and report- back at the next Council meeting. • •
Upon motion of Emmerson H. James, -seconded by Harry F. Newton and unaminous-
ly carried Council authorized- the Auditor-Treasurer to purchase •shifts and ties
for the policemen, also- to purchase the type filing cabnet he need'in the Tres-

Upon motion of Harry F. Newton seconded by Emmerson H. James, and unaminous-
ly carried, Council authorized and directed the Auditor=Tresurer to have the
stump in front Of the Episcopelghurchot..e.g. --
Upon motion of Morton Riddle- seconded by Vernon L. Ulaggett, and unamin- 111

Upon motion of Emmerson H. James, seconded by Morton Riddle, and unamin-
ously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that
the TRUCK LOADING ZONES in stalled on the east side of King Street -on a trial
basis be made permement TRUCK LOADING ZONES.

- Upon motion of Harry F. Newton, seconded by Morton Riddle, and unamin-
ously carried the following resolutionwasadopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that
the Auditor-Treasurer, be and he is hereby authorized and directed to buy, wire
fence, post and gates for the construction of a fence around the Tom land fill.
