M., there were present, E. S. -Dailey,. Mayor, Horace M. Hallett, Recorder, Vernon L. CLaggett, Emmerson H. _James, Harry F. Newton, Morton . Riddle, Thelma J. Smoot, and Winslow Williams, Councilmen. The minutes of the last regular and special meeting were read and upon motion of Morton Riddle, seconded by Vernon L. Claggett, and unaminously • carried were approved as read. - The Auditor Treasurer read his monthly statement for the month of May, 1953, andpresented the current bills, and upon motion of Harry F. Newton, seond- • ed Vernon L. Claggett, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town Of Leesburg in Virginia that -the Auditor-Treasurer be and he is hereby authorized and directed to pay the following bills: Virginia Electric & Power Co; 274.41 L. James, and unam- inously carried the following resolution was adopted: • BE IT RESOLVED; by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized and instructed to chargge off chech ofMiss Owens, dated March 12,1951, payable to the Town of Leesburg, Virginia, for $15.00 as collateral for Arthur Stillions, and-which had been returned marked "No such account". Upon motion of Emmerson H. James, seconded by Morton Riddle, and un- aminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the Auditor-Treasurer be and he is hereby authorized and directed to ` hade a new side walk constructed on the East aide of Liberty Street across from John Mason, and that 50% of cost for said construction is to be collect- ed from the Metropolitan Masons Lodge. • • • The Auditor-Treasurer was instucted to have a light installed on the light pole in front oM McDonald & Jenkins Garage and one to• be -installed in front of the home of -R. C. Herndon on King Street. - ' The Recorder read the resignation of M. H. Fogle, one of the members df;.the -Town Police-Force, and:.upon motion Of-Morton-Riddle, seconded by 2. Vernon L Claggett, and unaminously carried the resignation be accepted with regret. 87 • The Council authorized and directed the Auditor-Treasurer to have an ad put in the newspaper for another police officer to replace Mr. Fogle. A resolution from the Highway Department was read regarding the pro- erty of J. E. Caviness. This matter was tabled until Council could hate time to study the matter. Upon motion of Winslow Williams, seconded by Morton Riddle, andoudadin- ously carried the following resolution was adopted: 111 BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby authorized and directed to have side walks iri)talled on the East side of South King Street from the Rail= road to the Coopration limits where there were no side walks, and also on south side of Union Street from King Street to Wirt Street. Mr. Howard Vesey, and Mr. L. W. Parker appeared before Council and dis- cussed atsome length the matter of anexation of the Parker Sub-Division. Noe action was taken in regards to this matter. - There being no further business upon motion duly made seconded and carr- • ied Council adjourned. edtde re • • Mayor, Recorder REGULER July 13, 1953 At a regular meeting of the Mayor and Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, July 13, 1953 at 7:30 o'clock P. M. , there were present: E. S. Dailey, ' Mayor, Vernon L. Clagett, Emerson H. James, Harry F. Newton, Mor- ton Riddle, .III, Thelma J. Smoot and Winslow Williams, Councilmen. Due to the absence of the Recorder, and upon motion duly made, seconded and unanimously carried, Morton Riddlef*as elected to serve as Recorder Pro-tem. The minutes of the previous meetings were read and upon motion of Emerson H. James, seconded by Winslow Williams and unanimously carried, they were approved as read. - • The Auditor-Treasurer read his monthly report for the month of June, 1953, his Quarterly report for the quarter ending June 30, 1953, and his Annual report for the Fiscal year ending June 30, 1953 and upon motion of Emerson H. James, seconded by Vernon L. Clagett a and unanimously carried, the following resolution was adopted: WHEREAS, the Auditor-Treasurer has this d ay presented to the . Council of the Town of Leesburg, in Virginia, a quarterly report of all receipts and an analysis of all disbursements for the months of April, May and June, 1953, NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Leesburg, in Virginia that the said quarterly report of the Auditor- Treasurer be and it is hereby approved and accepted by said Council. BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-treasurer be and he is hereby authorized and instructed to have a copy of the said quarterly report published once in a newspaper published in said town and also post a copy of said report in front of the Court House in said town. Tge Auditor-Treasurer presented the current bills for the month of June, 1953, and upon motion of Emerson H. James, seconded by Harry F. Newton and unanimously carried, the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be, and he is hereby. authorized and directed to pay the following bills: (over)
