HomeMy Public PortalAbout1953_09_01SPEC • 91 • SPECIAL SEPTEMBER 1, 1953. At a special meeting of the Mayor and Council of the Town of Leesburg in Virginia, there were present William W. Nickels, Mayor, Horace M. Fallett Re- corder, Reginal K. Gheen, Howard B. Gill, Emmerson H. James, Maurice R. Lowen- bach Jr; Frank Raflo, and Morton Riddle 111, Councilmen. The Oath of office was adminstered by Mayor Nickels, and all members of the Council and Recorder were duly sworn in. 111Upon motion of Maurice R. Lowenbach, Jr; seconded by Emmerson H. James, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that • Stilson H. Hall, be and he is hereby elected and appointed as Town Attorney for a period of Two years begining September, 1, 1953, at an annual salary of $100.00 per year payable semi-annually. Upon motion of Morton Riddle 111, seconded by Emmerson H. Ja mes, and un- aminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that • George E Ward, be and he is hereby elected and appointed to the office of Aud- itor-Treasurer, for i period of two years, begining September 1, 1953, at an annual salary of $4,000.00, payable monthly. . M Upon motion of Maurice R. Lowenbach, Jr; seconded by Reginal K. Gheen, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Twon of Leesburg in Virginia, that Raymond L. Hough, be and he is hereby e&ected and appointed as Superintendent of the Water and Sewage Workd, at an annual salary of $ 3,000.00 payable monthly. Upon motion cif Maurice R. Lowenbach, Ji'; seconded by Emmerson H. James, and carried by a vote of (5 to 1), Riddle, James, Raflo, Gheen, and Lowenbach for, I. . Gill against, the following resolution was adopted: • BE IT RESOLVED; By the Council of the Town of Leesburg in Virginia, that • the present police force -be and they are hereby appointed for a period of 30 days at their present salary, and BE IT FURTHER, RESOLVED, by the Council of the Town of Leesburg in Virginia that the Police Committee, be and they are here by requested to make a study of . the patter of police appointments and recommendations, and that their findings be submitted to the said Town Council with in 30 days. Upon motion of .Emmerson H. James, seconded by Howard B. Gill, and nnamin- ously carried the following resolution was adopted: ' BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the regular.meeting of the Mayor and Council for the month .of iSeptember •be held onthe .3rd; Monday night.rather than the usual tad; Monday night..so as to per- • mit any Town Offical.or Councilmen to attend the Convention of the League of ' Virginia Municipalities. BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, where- as the business and agicultural intrests of the county are promoting a county II fair in Leesburg September 7th; thru 12th; and whereas the chief purpose of such a fair is to stimulate intrest in continuing an even larger and more comp- rehensive county fair in future years, then this Council goes on record as • encouraging this attempt to display the achievements of Leesburg and Loudoun • and further waives any and all town tames and Licenses, if any, that may be to said fair. • Mayor Nickels made the following Committe appointments: :FINANCE:. Mayor Recorder At a 'Special Meeting of the Maydr and Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Thursday; 'September 17, 1953 at 1:30 • I o'clock P. M., there were present: William W. Nickels, Mayor; Frank Raflo, Reginald K. Gheen, Howard B. Gill, Emerson H. James and Maurice R. Lowenbach, Jr. , Councilmen. In the absence of the Recorder, Frank Raflo was elected to serve is Recorder Pro-tem. . - . r- The Mayor explained that the meeting was called to discuss the John E. Caviness condemnation proceedings of his property at the Southern end of the. town limits on King Street', with Mr. T. W. Ross, Associate Right of Way - • Engineer of the Virginia Department of Highways. . • i - Upon motion of Emerson H. James, seconded by Maurice R. Lowenbach, Jr. ,_ and unanimously carried, the following "resolution was adopted: WHEREAS, Mr. John E. Caviness has agreed to accept $15C0.00 for a right- ` of-way through his property at 41R South' King Street as set forth in the • Virginia State Highway Map and WHEREAS, the Virginia State Highway Department has agreed to pay Mr. Caviness the suof $1200.00 as their part of the $1500.0O3 • m THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in • Virginia, that the Auditor-Treasurer be and he is-hereby authorized, instruct- ' ed and directed to pay' to Mr.' John E. Caviness the difference Of $300.00 . • and the Town further agrees to move the shubbery in Mr. Caviness' yard and to e ect a suitable fence between his property and the street.
