SPECIAL SEPTEABER, 19, 1953.
At a special meeting of the Mayor and Council of the Towp of Leesburg,
in Virginia, held in the office of Councilman Maurice R. Lowenbach, Jr; there
were present William W. Nickels, Mayor, Horace M. Hallett, Recorder, Reginal
K. Gheen, Howard B. Gill, Emmerson H. James, Maurice R. Lowanbach, Jr; Frank
Raflo, and Morton Riddle 3rd; Councilmen. �.
The Police Committee presented to Council a report and upon motion of
Maurice R. Lowenbach, Jr; seconded by Morton Riddle 3rd; and carried unam-
r inously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that
Keith Venable be employed aspoliceman for the Town of Leesburg begining Nov-
ember 1, 1953, at a salary of $225.00 per month,
BE IT FURTHER RESOLVED, that Keith Venable be employed for a six months
probation period,- begining November, 1, 1953, and at the expiration of the
said six month period, if Keith Venable's services are satisfactory his salary
shall be increased to $250.00 per month.
Upon -motion of Maurice R. Lowenbach, Jr; seconded by Reginal K. Gheen,
and carried by a vote of (4 to 2) Lowenbach, Gheen, Gill, and Raflo, for
James, and Riddle against, the following resolution was adopted:
BE IT RESOLV,aD,_ by, the•Council of the Town of Leesburg, id Virginia,that
the Town Police Force be reduced to three men.
Upon motion of Maurice R. Lowenbach, Jr; seconded by Howard B. Gill, and
carried•s:bye.-Note-Of (4 to2) L_bwenbach, Gheen;DGillrand-Raflo;-for James, and
Riddle against, the following resolution was:-adopted : i d

BE IT RESOLVr.'D,.by the Couhcil of the Town of Leesburg, in Virginia, that
term of employment, as police officers of Rall and Jackson be terminated Oct;
31, 1953. .
• - Upon motion of Reginal*K. Gheen, seconded by Morton Riddle 3rd; and carr-
' ied by a vote of (5 .to 1), Gheen, Riddle, Lowenbach, James, and Raflo, for Gill

against, the following was adopted:
BE IT RESOLVLD,.by the'Council of the Town of Leesburg, in Virginia, that
Lewis Ball and Victor Jaekson be given 30 days terminal leave of pay providing
they remain with the:Police :Force through October, 31, 1953.
Upon motion of •Maurice R. Lowenbach, Jr; seconded by Howard B. Gill, and
carried by a vote of. (4 to 2) Lowenbach, Gill, Raflo, and Gheen, for James,
and Riddle against, the• following resolution was adopted:
BE IT RESODVED, by the Council of the Town of Leesburg, in- Virginia, that
Ronald L. Athey, and C. R. Turner be employed as Police Officers for the Town
of Leesburg at a salary of $200.00 per month begining November 1, 1953, for a
six months probation period.
Upon motion of Frank Raflo, seconded by Maurice R. Lowenbach, Jr; and un-
aminously carried the following resolution was adopted: •
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that
the Auditor-Treasurer be and he is here by authorized and directed to purchase
a two way radio to be installed into the police car, connected to the Loudoun
• County Sherriff's Office, and the said police car be condition for the install-
itdorj of the Two way radio, and the Auditor-Treasurer is authorized to sign
a contract for the service of the two, way radio. _
Upon motion of Morton Riddle3rd; seconded by Reginal K. Gheen, and un-
aminously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that -•
the Resolution passed as the last Regular meeting of the Town Council Concern-
ing the sale of the Town Hall, be and it is hereby rescinded; and that a Comm-
itte be appointed, consisting of members of the Building Committe and two other
• , members of the Council, to obtain impartial appraisals of said property, study,
• all phases of the building andtramifications of a sale of the building, est-
ablish an asking price and inform the Council of their firidinge as to the ad-
- visability of selling the property, and that the said committee report to the
Council at their regular meeting in November.
