At a Special Meeting of the Maydr and Council of the Town of Leesburg, in
Virginia, held in the Council Chamber on Thursday; September 17, 1953 at 1:30 •
o'clock P. M., there were present: William Vr. Nickels, Mayor; Frank Raflo,

Reginald K. Gheen, Howard B. Gill, Emerson H. James and Maurice R. Lowenbach,
Jr. , Councilmen.
In the absence of the Recorder, Frank Raflo was elected to serve as
Recorder Pro-tem. - - , ' '

The Mayor explained that the meeting was called to discuss the John E.
Caviness condemnation proceedings of his property at the Southern end of the, `i
town limits on King Street", with Mr. T. W. Ross, Associate Right of Way
Engineer of the Virginia Department of Highways. .

Upon motion of Emerson H. James, seconded by Maurice R. Lowenbach, Jr. ,_ j
and unanimously carried, the following resolution was adopted:
WHEREAS, Mr. John E. Caviness has agreed to accept $15C0.00 for a right-
` of-way through his property at !/R South' King Street as set forth in the •
Virginia State Highway Map and ,
WHEREAS, the Virginia State Highway Department has agreed to pay Mr.
Caviness the sum of $1200.00 as their part of the $1500.00, ,
THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg, in •
Virginia, that the Auditor-Treasurer be and he is-hereby authorized, instruct- ' :
ed and directed to pay' to Mr.' John E; Caviness the difference 4f $30D.00
and the Town further agrees to' move the shubbery in Mr. Caviness' yard and
a ect a suitable fence between his property and the street.

At a regular meeting of the Mayor and Council of the Town of Leesburg in - •
Virginia, held in the Council Chamber on"Monday September 21, 1953at 7:30 o'
clock P. M., there *ere present William W. Nickels, Mayor, Horace M. Hallett,
Recorder, Reginal K. Gheen, Howard B. Gill, Emmerson H. .Janes, Maurice R. Low-
enbach, Jr; Frank Raflo, and Morton Riddle 3rd; Councilmen.
The minutes of the previous regular and two special meetings were read and i
upon. motion ,of Emmerson H. James, seconded by Reginald;K.YGheen;-and unaminous-
ly carried were approved as read. .
The Auditor-Treasurer read his monthly statement for the month of August
1953, and presented the current bills, and upon motion 'of Howard B.' Gill, second-
ed by Maurice R. Lowenbach, Jr; and unanimously carried the following resolut-

BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that
th e-Auditor-Treasurer be and he is hereby authorized and directed to pay the

Upon motion of Manrice R. Lawenbach, Jr; seconded by Reginald K. Gheen
and,r4naminously carried the following resolution'ras adopted: .

• BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that
the Building Committe be and they are hereby authorized and requested to invest-
igate the needs as to the repairs or replacements of the heating plant at the
sewage plant, and to have such repairs or installitation made they deem neces
ary• .
Upon motion of Maurice R. Lowenbach, Jr; seconded by Frank Raflo, and
unaminously carried the following resolution was adopted;
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that
the resolution authorizing the Auabor-Treasurer to have the roof on the Town
Hall repaired by Edwin E. Bevers, found on page 88 of the Town Minute Book, s

Upon motion of frank Rano, seconded by Maurice R. Lowenbach, Jr; and
unaminously carried the following resolution was adopted:
BE IT RESOLVED, by the §puncil of the Town of Leesburg in Virginia, that
the Auditor-Treasurer be and he is hereby authorized and directed to pay ht-.J.
' E. Cavinees the sum of $100.00 as a settlement in full for the removal-, and
replacment of the fences at his property.

Upon motion of Morton Riddle 3rd; seconded by Reginald K, Gheen and un •

aminously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that
B. Powell Harrison, C. R. Hollandworth, Roy Flippo, John W. Clemens and George
• E. Ward, be and they are hereby appointed members of Leesburg Planing Commiss-

Upon motion of Frank Raflo, seconded Morton Riddle 3rd; and unaminously
carried the following ordinance was adopted:
BE IT ORDAINED; by the Council of the Council of the Town of Leesburg
s. in Virginia, that the Auditor-Treasurer be and he is hereby appointed as a
member of each of the said committees of the Torn Hndncil and that the said
Oh committees shall 'elect the bhairmen of their committee.

the Auditor-Treasurer be and he is hereby authorized-and directed to employ a
contractor to grade and rock Buick Street from South Street to Live Stock TMar-
• ket, and that the said work shall not exceed the sum of $1,000.00,

that the said work on Buick Strreet shall conform with the plans of those drawen
by barren C. Farrow. -
Upon motion of Maurice R. Lowenbach, Jr; seconded by Howard B. Gill, and
carried by a vote of 5 to 1, Lowenbach, Gill, Gheen, Raflo, and James for, Riddle
against, the following resolution was adopted: .
