Recorde . tem Special April, 7, 1954. At a Special Meeting of the Mayor and Council of the Town of Leesburg, in Virginia held in the Council Chamber on Wednesday April 7, 1954 at 8 :30 o ' clock P. M; there were present William W. Nickels , Mayor, Horace M. Hallett, Recorder; Reginald K. Gheen; Howard B. Gill Emmerson H. James, Maurice R. Lowenbach, Jr; Frank Raflo, and Morton Riddle 111, Councilmen. Reginald K. Gheen read and letter and presented plans from the Virginia Electric and Power Company, regarding the lighting of the Town' s new parking lot, and upon motion of Reginald K. Gheen, secodd- ed by Emmerson H. James, and unaminously carried the following resol- ution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virg- inia, that the said Town enter into a contract and agreement with the Virginia Electric and Power Company to furnish and install on the Town Parking Lot on West Loudoun Street, in accrodance with the specif&aations attached to this resolution, being four poles and fix- - tures, the poles to be cresoted pine, and the said contract to pro- vide that the Virginia Electric and Power Company will install, own and maintain said poles and fixture at no cost to the Town of Lees- • burg, except the regular yearly fee of $22.50 per lamp, totalling $90.00 which expenditure the said Council hereby authorizes and app- roves. - • The Mayor requested the Street Committe to investigate the poss- ibility of purchasing land from the Franklin or Lambert property so as to permit traffic to pass from one parking lot to the other. Upon motion of Frank Raflo, seconded by Maurice R. Lowenbach, Jr; and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Sanitation Committee be and they are hereby auth- orized to employ an engineer on a per diem basis to advise the Town of Leesburg the best method of connecting the New School sewer line to the Town of Leesburg Sewer System. Upon motion of Emmerson H. James, seconded by Frank Raflo, and unaminously carried the following resolution was adopted : BE IT RESOLVED, by the Council of the Town of Leesburg in Virg- inia that the Loudoun County Health Department be and they are hereby given permission to park a X-Ray truck in front of the County office building, April 20, 21, 22. Upon motion of Maurice R. Lowenbach, Jr; seconded by Howard B. Gill, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by theCouncil of the Town of Leesburg, in Virg ' inia, that the Auditor-Treasurer be and he is hereby authorized and instructed to have the Town Public Toilets closed on and after May, 1, 1954, and the gate to the said alley entering the toilets be clos- 1 ed and locked. Upon motion of Reginald K. Gheen, seconded by Frank Raflo, and defeated by a vote of 5 to 1, Gheen, for, Gill, Lowenbach, James, Riddle, and Raflclagainst: That it is the opinion of the Council of the Town of- Leesburg that the Mayor, as Chief of Police, has the authority to suspend any policeman of the said Town and recommend his dismissal to the said Council, but as Chief of Police or Mayor he may not dismiss a police- man; that being within the authority of the said Council. • 1-.13 There being no further business, and upon motion duly made sec- ' onded and carried Council adjourned. .iayor. Recorder. • REGULAR APRIL 12, 1954 - • • At a regular meeting of the Mayor and Council of the Town of Leesburg, in Virginia, held in the Council Chamber on Monday, April 12, 1954, at 7 :30 o' clock P. M. , there were present : William W. Nickels , Mayor, Horace M. Hallett, Recorder, Reginald K. Gheen, Ho- ward B. Gill, Emmerson H. James, Maurice R. Lowenbach, Jr. , Frank Raflo, and Morton Riddle; III, Councilmen. • The minutes of the regular meeting of March 8, 1954, were read and upon motion of Reginald .K. Gheen, seconded by Emerson H. James and unanimously carried, were approved as read. The minutes of the special meeting of March 29th, 1954, were read and upon motion of Frank Raflo, seconded by Reginald .K. Gheen, and unanimously carried, were approved as read. The minutes .of "the .special meeting of .April .7th, 1954, were read and upon motion of Morton Riddle, III, seconded by Maurice R. `Lowenbach, Jr. , and unanimously carried were approved as read. The Auditor-Treasurer read his monthly report for the month ending March 31, 1954, and his quarterly statement for the quarter ending March 31, 1954, and upon motion of Maurice R. Lowenbach, Jr. , seconded by Emmerson H. James and unanimously carried, the follow- ing resolution was adopted; ".WHEREAS, the Auditor-Treasurer has presented to the Town Council of the Town of Leesburg, in Virginia, a quarterly report of all rece- ipts and analysis of all disbursements of January, February and March, 1954. THEREFORE, BE IT RESOLVED, by the Council of the Town of Lees- burg, in Virginia, that the said quarterly report of the Auditor- Treasurer be, and it is hereby accepted by the said Council. BE IT FURTHER RESOLVED, by .the Council OF the Town of Leesburg, in Virginia that the Auditor-Treasurer be , and he is hereby authorized and directed to have a copy of the said quarterly report published in • a newspaper in the said Town, and also post a copy of said quarterly report in front of the Court House in the said Town. The Auditor-Treasurer presented his current bills and upon motion of Reginald K. Gheen, seconded by Morton Riddle, III, and unanimously carried the following _resolution was adopted. BE IT RESOLVED, by the Council of the Town of Leesburg, in Vir- ginia, that the Auditor-Treasurer be, and he is hereby authorized to pay the following bills : Virginia Electric & Power Co. : 111Street Lighting $166.38 / White Way Lighting 24.40 Power (Pump House) 70.72 Harrison Spring 12.74 ' .
