and unanimously carried, the following resolution was adopted :
'BE IT RESOLVED, that if charges of failure to properly per-
form their duties or charges of conduct detrimental to the best
interest of the Town be raised against any one of the police
officers , the said charge will be told at a meeting of the full
Council andthe officer in question be granted an opportunity to
speak and defend.himself. ' -
I hereby veto the foregoing resolution, and assign my reasons
and grounds therefore as follows :
(1) The aforesaid resolution puts in issue before public
the character and reputation of the.police officer in question,
and invites and encourages public criticism of Town employees.
(2) . It opens :the. door, for providing the same rights to all
employees of the Town,. and prohibits the discontinuance of the
services of Town employees without first inviting such employee
to contest action of ,the. Town in such case.
(3) To offer and. provide the opportunity for character
assassination in such a matter is inherently wrong.
(4) The matter ,of hiring and firing employees of the Town
should be an executive, and administrative as distinguished from
• a legislative matter. -
(5) ' To that require ,that employees of the Town to be hired
and fired by the legislative instead of the executive branch of
the Town would, -
(a) , be an irwsion of the executive branch of the
Town_Towgovernment by the legislative branch, and

(b) it woldiscourage worthy employees from seek-
ing Town employment.

SPECIAL May 5, 1954
At a Special Meeting of the Mayor and Council of the Town of Leesburg, in
Virginia, held in the Council Chamber on Wednesday, May 5, 1954 at 8:00 o'clock
P. .M., there .were present Emmerson H. James, 'and Frank Raflo Councilmen fiY8444l'
The purpose of the meeting was-t6-allow any citizen of the Town of Leesburg •
to.present their views.on the proposed budget for the fiscal year begining July
1,1954 and ending June .30, 1955.

There being no.one present for the aforesaid meeting, and purpose, the meeting
was ad 'ourned. •

REGULAR May 10, 1954
At a regular meeting of.the .Mayor.and .Council .of the Town of Leesburg, in
Virginia, held in the Council Chamber. on .Monday May, .10, .1954 at 7:30 o'clock
P. M., there were present William W. :Nickels, Mayor, .Horace M. Hallett, Recorder,
Reginald K. Gheen, Emmerson H. James, Maurice R. Lowenbach Jr; Frank Raflo, and
Morton Riddlelll Councilmen.
The minutes for the regular meeting for April 12, 1954, the special meet-
ings for April, 14, 1954, April, 20, 1954, April, 23, 1954, April 27, 1954 and
May 5, 1954, were read and upon motion of Morton Riddle, /111, seconded by Emmer-
son H. James, and unaminously carried the following resolution was adopted:

BE IT RESOLVED , by the Council of the Town of Leesburg in Virginia, that
the minutes regular and five special meeting be and they are hereby approved
as read.
- The monthly report of the Auditor-Treasurer was presented and in the absences
of the Auditor-Treasurer the current bills were presented by Councilman Riddle,
and upon motion Emmerson H. James, seconded Maurice R. Lowenbach, Jr; and unam-
inously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of. Leesburg, in Virginia that
the Auditor-Treasurer be and he is hereby authorized and directed to pay the follow-

Upon .motion of Morton Riddle,lll, seconded by Maurice R. Lowenbach, Jr; and
carried by a vote of 5 to 1 Riddle, James, Gheen, Ra£1o, and Lowenbach for Gill

BE IT RESOLVED, by the Council of the Town of. Leesburg, in Virginia, that the

Roland Flint of the Virginia Electric & Power Company appeared before
Council and presented the .pians for a building that his company planned to erect
on the east end of the town, out side the town limits and requested permi"s"sion to
connect the sewer line from the build ing .to the town sewage system.

This matter was reffered to"the Annexation and Sewage Committee.
Upon motion of Reginald K. Gheen, seconded by Howard B. Gill, and unamin-
ously carried the following resolution was adopted:
L BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that
Hayes, Seay, Mattern, and Isattern be employed on a per diem basis to assist the
Council 'in determining the amount of water we wre now getting from the present
springs and wells; to conipre this amount of water used to determine the loss
due to leakage, and to recommend the best means of obtaining additional water
immediately, and for such other_data as. the Council may deem necessary.
Upon mtion of Frank Raflo, _seconded by Reginald K. Gheen, and unaminously
carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Hayes. Seay, Matter;, and Mattern, be employed on a per diem basis to assist the
Council 'in determining the needs_in connecting the new high school sewer/ line to
to the Town sewer system.
Major Nickels read 'letter from the Board of Zoning Appeals, in which it
stated that the said Board reccommend ed that the request of Leon Walcott to re-
zon a parcel of land situated between Fayette and Loudoun Streets, as described
in the notice of heating, be rezoned from "Business-Residential # 1 to Business.
Upon motion of Emmerson H. James, seconded by Reginald K. Gheen, the follow-
ing resolution was offered;
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that the
said report of the Board of Zoning Appeals regarding the request of Leon Walcott
be accepted and that the said request of Leon Walcott be granted.
Upon motion of Frank Raflo, seconded by Eorton Riddle, 111, and carried by
a vote of 5 to 1 RhfleilGheen;; Riddle,cJamesi aridpbodenbach; fornGill against the
following amendment was adopted;
That the report of the Board of Zoning Appeals be tabled until the next reg-
ular meeting of the Town Council.
• Upon motion of Morton Riddle, 111, seconded by Reginald K. Gheen, and unam-
inously carried the following resolution was adopted:
• WHEREAS, the following proposed budget was presented to the Council on the
12th dey of April, 1954, and the same was published in the newspaper published in
the Town of Leesburg, and a Special Meeting of the Council was held on the 5 th
day of May; 1954, and no objections Were made tHerto by any citizens of the 'Town;

At a special meeting of the Mayor and Council of the Town of
Leesburg, in Virginia, held in the Council Chambers on Friday,
May 14; 1954, at 4 :10 o' clock P. M. , there were present William
W. Nickesl, Mayor, Horace M. Hallett, Recorder, Regniald K. Gheen,
Howard B. Gill Maurice R. Lowenbach, Jr. , Frank Raflo, Councilmen.
Mayor Nickels read the following notice :
"I, William W. Nickels , hereby call a special meeting of the
Council of the Town of Leesburg, Virginia, to be held in
Council Chambers at the Town Hall at 4:00 •o' clock P. M. on
May 14, 1954.

Upon motion of Maurice R. Lowenbach, Jr. , -seconded by Frank
Raflo, and •unanimously carried, "the following resolution was adopted :
(1) WHEREAS , at its meeting on April 12,1954; the Council of the
Town of. Leesburg, in Virginia, adopted the -following ordinance :
(2 ) "BE IT RESOLVED by the Council of the Town of Leesburg,
in Virginia, that Officers- Venable, itthey and Turner,
be retained by the Town on- a permanent basis- beginning
on the first day of-May, 1954,- to-continue to the 31st
day of August, 1955; at a salary of $250.00 per month
for officer Venable, and $225.00 per month for Athey
and Turner." ,

(3 ) WHE• REAS, at its meeting on- Apri1 -12, 1954, the Council of the
