HomeMy Public PortalAbout19920109CCMeeting1 1 January 9, 1992 The Tybee Island City Council held its regular monthly meeting on Thursday, January 9, 1992. Mayor Walter W. Parker presided. The following members of council were present: Christopher P. Solomon, Jack Youmans, James P. Locklear, Ansley Williams, C. Burke Day and Jimmy Brown. City Attorney Thomas Mahoney was present to represent the city in legal matters. Mayor Parker welcomed the citizens and thanked them for allowing him to serve as mayor. He then recognized the new members of council and introduced the reelected members. Mayor Parker called the meeting to order and asked Councilman Locklear to give the invocation. Mayor Parker then led the Pledge of Allegiance. The Public Hearing was opened to hear the petitions for two variances. Mayor Parker stated that the variance for Mr. James Moye has been postponed until further notice. He asked if anyone in the audience wanted to speak for or against the petition. The next petition to be heard was a 7.6 foot backyard setback variance from Mr. William T. Wilson. Mr. Chris Case, City Marshal, stated that the lot was diamond shaped and that a drainage ditch on the property will be kept in place by Mr. Wilson, if necessary he will culvert the ditch. Mr. Wilson stated that he needed the variance because of the shape of the lot so that the house he plans to build will fit on the lot. As there was no one to speak for or against Mayor Parker closed the Public Hearing. Mr. Johnny Javis spoke to council in reference to the dog ordinances on the agenda. He said that the blame is always placed on the dogs never on the people. Ms. Kay Strickland read a letter to council concerning numerous problems pertaining to the island. She asked council for any input that might help her in her plight. Mayor Parker announced that the first meeting of the Beach Management Task Force set up by former Mayor Hosti is scheduled for January 23rd. Bert Barrett, Jr. asked about the letter that was mailed to citizens concerning the 6th Street road problem. The mayor answered that a meeting is set for January 15, 1992 for discussion on the options. Mr. Barrett, Jr. said that he believes that according to law that an ad must be placed on the street for a certain length of time before closing any right a way, also a public hearing must be held. Mrs. Rose Thompson said that there was an article in the morning news concerning the naming of the new school on Whitemarsh. Mrs. Thompson suggested that name The Islands Elementary School. Mayor Parker opened the meeting for business legally presented to council. Councilman Locklear made a motion to prepare a resolution endorsing the name of The Islands Elementary School 1 1 1 January 9, 1992 Page 2 for the new school. Councilman Day seconded. Vote by council was unanimous. Councilman Youmans moved to approve the variance for William T. Wilson. Councilman Brown seconded. Councilman Solomon said that RBI is the only area that is zoned for 20 foot setbacks on front and back of lot. Vote by council was unanimous. Mayor Parker asked that the Planning Commission look into changing setbacks in the RBI area. follows: Minutes of the December 91 meeting were approved as read. Bills for the month of December 91 were approved as General Government 5,058.14 Special Approx. 7,698.28 Police 6,369.93 Parking Services 545.33 Recreation 668.90 Fire 3,662.16 First Response 157.22 Public Works 8,518.17 Sanitation 19,403.29 Water /Sewer 4,479.29 Councilman Locklear moved to pay the RDC dues not to exceed $1,600.00 and to continue with 75 cents per capita. Councilman Youmans seconded. Mayor Parker said that the state mandates that the municipalities belong to the RDC. If we are not a member in good standings we can not qualify for any type of grants. Councilman Day asked if all the other municipalities are paying the 75 cents. Mrs. Fripp said that 5 out of 7 are paying. Vote by council was 5 for 1 opposed (Day). Councilman Locklear so moved to pay the $210.00 dues to the Savannah Area Chamber of Commerce. Councilman Brown seconded. Councilman Youmans said that in the original contract it states that we have one member on the Board. Why are we having to join and pay dues. Councilman Williams said that it is important that the city participate with the Tybee Chamber and the Savannah Chamber. A unanimous vote was made by council. Councilman Locklear gave a report on the Finance Committee meeting held January 9 on the bids for the Audit year 91. He stated that the majority of the committee voted to recommend the lowest bid be accepted. Mayor Parker said that the CPA would be able to handle the audit and it would be completed in 4 weeks and audit will be available to city by April 30. Councilman Locklear said not to renegotiate on bids. Councilman Youmans made a motion to accept Sallie Hagen. C.P.A. bid in the amount of $5,200.00 for January 9, 1992 Page 3 the audit year of ending December 31, 1991. Councilman Brown seconded. Vote by council was 5 in favor; 1 opposed (Locklear). Councilman Brown made a motion to grant the mayor the power to give out courtesy parking decals. Councilman Locklear made a motion to approve Ordinance 10- 1 -36(b) Decals - Same - Period Condition to Issuance - this is first reading. Councilman Locklear said that the ordinance will just make it legal. Councilman Williams seconded. Councilman Youmans made an amendment to the motion by omitting the last line starting with Any member of Council etc. Councilman Solomon seconded the amendment. Councilman Day questioned the benefits of this for the island. Show me in dollars and cents. Don't feel it is morally right to ask citizens to go through procedures to get a decal. Morally wrong to give away to others and not to Tybee citizens. Mayor said that we give only a few decals, not a great deal of them away. Councilman Solomon spaces are usually on state and federal hiways and we are in the hospitality position. Councilman Locklear stated that the reason for the last line is for a audit trail. Councilman Day asked about a cap on the number of decals. Mayor Parker said 200 to 250. David deBorde stated that he is opposed to giving away decals. Mayor Parker said that 90% of the people who receive them never use them, it is a good will gesture. Councilman Youmans called for the question. Council vote on the amendment was 4 in favor; 2 opposed (Day, Locklear). Council vote on the original ordinance was 5 in favor; 1 opposed (Day). This ordinance will be read again in February. Councilman Williams gave a report on the Waste Management contract. He stated that a full report will be given at the February meeting. Councilman Williams asked Mr. jack Burton for a report on the recycling. Mr Burton said that he did not have a copy with him, but had given the Mayor a copy. He said we look in good shape. Richard Frankenhauser, Bert Barrett, Jr., Katrina Hughes, and Mallie Clark were appointed to serve a two year term on the Planning Commission. Their terms will expire December 31, 1993. LLoyd "Jiggs" Watson was appointed to serve the remainder of Ginger Stickland, his term will expire December 31, 1992. Councilman Brown nominated Councilman Youmans for Mayor Protem. Councilman Solomon seconded. Councilman Day said that he has known Jack for the past 8 years and has kept up with him during those years. Some of his remarks are funny and some are not. Councilman Day said that his worst fears were confirmed at the agenda meeting when comments Councilman Youmans said were out of order, he lacks self control and could put city in jeopardy. We would fire a city employee. The vote was 4 in favor; 2 opposed January 9, 1992 Page 4 (Day, Locklear). Section 4 -4 -32 and 4 -4 -33 were read for the first reading. Councilman Locklear made a motion to accept ordinances for first reading. Councilman Day seconded. Vote by council was 2 in favor; 4 opposed (Solomon, Youmans, Williams, Brown). As there was no further business to come before council Mayor Parker adjourned the meeting. Mayor Walter W. Parker 1 1 J 5 A R E S O L U T I O N WHEREAS, the'Savannah- Chatham County B and of Education is presently constructing an elementary school facility on Whitemarsh Island; and, WHEREAS, said school facility, when completed, will serve some 900 children of Chatham County in kindergarten and grades 1 through 5; and, WHEREAS, all Islands throughout Chatham County have had numerous children begin their early childhood education in the public school system of this County; and, WHEREAS, the citizens of all Islands in this County wish to recognize the fact that this new school facility will be located in one of the Island communities; and, WHEREAS, it would be proper to recognize the Island community by naming said school; and, WHEREAS, all citizens and all Island communities could be recognized properly by naming said new school facility "ISLANDS ELEMENTARY SCHOOL:" NOW, THEREFORE, BE IT RESOLVED in open meeting assembled, that the City Council of Tybee Island, unanimously recommends to the School Naming Committee of the Savannah - Chatham County Board of Education the name of "ISLANDS ELEMENTARY SCHOOL" for the facility scheduled to open on Whitemarsh Island at the beginning of the 1992 -93 school year. BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the Chairperson of said Committee with a request that consideration be given to naming the school facility "ISLANDS ELEMENTARY SCHOOL."
