(2) That William W. Nickels , Mayor, is hereby authorized and
directed to execute said contract in the name of and for and on
behalf of the Town of Leesburg, in Virginia, and the Recorder .is
authorized' to attest and affix the seal of said Town to the con-
tract.
(3) That the four other bids submitted on this project be,
and they hereby are rejected. ,
Mr. H. C. Berkeley of the Sydnor Pump and Well Company appeared
before Council and discussed the feasibility of drilling a well to
alleviate the present water shortage. No action was taken regard-
ing this matter. .
Upon Motion of Reginald K. Gheen, seconded by Maurice R. Lowen-
bach, Jr. , and unanimously carried, the following resolution was
adopted;
.BE IT RESOLVED that Mr. G. B. Thomas be authorized to run
tests on such wells as the Water Committee designates , located on
, the properties of certain individuals with whom the Water Committee
has worked out an agreement evidenced by a memorandum in writing to
that effect. .
Upon motion of Frank Raflo, seconded by Reginald K. Gheen,
and unanimously carried, the following resolution was adopted :

ginia, that the Mayor be, and he is hereby authorized and directed
to enter - into an agreement with the Leesbur Volunteer Fire Com-

There being no further business upon motion duly made seconded

SPECIAL, JULY 22, . 1954. • •
At a special meetin of the Mayor and Councilof the Town of
Leesburg, in Virginia, held in the Council Chamber on Thursday,
July 22 , 1954, at 7 :30 o' clock P. M. , there were present William
W. Nickels , Mayor, Horace M. Hallett, Recorder, Reginald K. Gheen,
Howard B. Gill, Emmerson H. James , Maurie R. Lowenbach, Jr. , Frank
Raflo and Morton Riddle, III, Councilmen.
Mayor Nickels read a letter from Mr. Albert F. Anderson, atter-
- ney for Mr. Frank Epps in which he requested a payment of ,$"1,400.00
for the use of water taken from the Rock Quarry and for damages to
the said area. The Council has requested the Auditor-Treasurer to
write a letter to Mr. Anderson requesting an: itemized statement for
the said bill.
Mayor Nickels read a letter from the Virginia Department of
Highways regarding certain signs being placed on the Highway Depart-
ment' s right-of-way. This letter dated June 22, 1954, was turned
over-to the Street Committee for further investigation.
Mayor Nickels stated that he had met with Mr. Riddle, Mr. Raflo
and Mr. Lough regarding the construction or the possibility of con-
structing a sewer line in Mr: Lough' s -Subdivision, but that •no agree-
ment or recommodations had been reached or made.
Upon motion of Frank Raflo, seconded by Maurice R. Lowenbach,
Jr. ; and unanimously carried the following resolution was adopted:

BE IT RESOLVED by the Council of the Towh of Leesburg, in
Virgtia, that in lieu of the absence of a properly recorded sub-
division ordinance for the Town of. Leesburg. at this time, that
the main and branch sewers in all subdivision being built or
being planned in the Town shall be sole financial burdeh'Of- th&
subdividers, and further that all subdividers shall furnish the
town with a competently engineered plan and profile of their
sewer plans for approval by the Town. before sewer construction
in the subdivision shall commence.
Mayor Nickels read- a letter from Hayes , Seay, Mattern and
-Mattern regarding certain sewerage disposal problems in the Town II -

of Leesburg. Mr. Lindsey and Mr. Barringer appeared before Coundl
and discussed the possibility of a further contract offering en-
gineering services to the Town of Leesburg.
Mayor Nickels rad an agreement regarding an offer for the
use of a well owned by Mr. Claude Honicon and pointed out several
things in the contract which he. did not feel were right. Mr. Gill
said that he felt that he was speaking for the Council in which he

answered the several comp..la nts made against the agreement by Mr.
Nickels , and upon motion of Reginald K. Gheen, seconded by Howard
Gill, and unanimously carried (Mr. Riddle was not present) the
following resolution was adopted :
BE IT RESOLVED' BY the Council of the. Toin of Leesburg, in ,
Virgtia, that the contract of agreement between Claude. Honicon and
-- the Town of Leesburg 'be; and it is hereby approved and accepted,
and is herewith attached to these minutes.
• - ---,tBE IT "FURTHER RESOLVED by the Counci of the Town of Leesburg,
' in Virginia, that the Mayor be, and he is hereby authorized and -
directed to sign the said contract on behalf of the Town of Lees-
burg, and the the Recorder affix the seal of the Town thereto.
Mr. Gheen and Mr. Gill were, excused from the Town Council

meeting so as to meet with the Leesburg Volunteer Fire Department,
and on their return reported that the Leesburg Volunteer Fire Depart-
ment had agreed to permit the Town to drill a well on it' s property.

Mayor Nickels asked the Water Committee to contact the Town' s
Attorney and have the necessary agreement drawn up regarding the
drilling of the well on the Fire Company' s properyt, and upon mot- •
ion of Reginald K. Gheen, seconded by Maurice R. . Lowenbach, Jr. ,
and unanimous ' carried, the following resolution was adopted :
WHEREAS the Leesburg Volunteer. Fire Company has agreed to the
Town' s locating a well on their property 'known as the Fireman' s Field ;
BE IT .RESOLVED by the Council of the Town of Leesburg, in Vir-
ginia, as follows : .
- . (1) That .the Council proceed immediately with plans to have
a well drilled. •
(2) That the Auditor-Treasurer shall immediately secure bids
for the drilling of the well to be drilled according to the speci-
fications and requirements of the State Health Department.
(3) That the specifications in addition to those in (2) above

shall require an 8" casing and a 72 hour pumping test.
Upon motion of Howard B. Gill, seconded by Emmersnn H. James,
and unanimously carried, the following resolution was adopted :

- BE IT RESOLVED by the Council of the Town of Leesburg,. in Vir-
. _ ginia, that the Recorder be, and he is hereby authorized and direct-
ed to employ George B. Thomas to install the necessary pumping and
chlorinating equipment in the Honicen well to make the necessary
connection to the Town water system.
