At a special meeting of " the "Mayor and Council of the Town of
Leesburg, in Virginia, 'held in'the ' Council " Chamber at 12 o' clock
noon, there -were present William W. Nickels, Howard B. Gill, Emmer-
son H. James, Mannice R. Lowenbach, Jr; and- 'Frank Raflo Councilmen.

Due to • the absence of' the-Recorder, ' and upon motion duly made
seconded and carried Frank- Raflo -was- elected to- serve as Recorder
Pro9Tem.
Upon motion of Maurice R. 'Lowenbaoh, Jr; seconded by Frank
IRaflo, and unaminouslycarried- the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg, in Virg-
inia that sections A and B of the ordinance passed July 16, 1954, re-
garding the use of water be and it is hereby recinded. -
Upon motion of Frank Raflo, seconded by Howard B. Gill, and un-
aminously carried the following resolution was adopted:'
_ BE IT RESOLVED, by the Council of the Town of Leesburg, in Virg
inia, that the proposal of Mr. G. B. Thomas of Berryville, Virginia "
to drill a well for the town of the property of the Leesburg Fire
Company be and it is hereby accepted, and,
BE IT FURTHER RESOLVED; that the Mayor be and he is here yy auth-
orized, instructed, and directed to sign the proposal and/or o3Y"te
half of the Town of Leesburg, in Virginia and that Mr. Thomas be not-
ified to begin work on drilling said well forthwith.
There being no further business upon motion duly made seconded
and c rried Council adjourned.

REGULAR August 9, 1954.
At a regular meeting of the Mayor and Council of the Town'of
Leesburg held in the Council Chamber, on Monday, August, 9, 1954, at
7 :30 o ' clock P. M; there were present William W. Nickels, Mayor,
Horace M. Hallett, Recorder, Reginald K. Gheen, Howard B. Gill, Emm-
erson H. James, Maurice R. Lowenbach, Jr; Frank Raflo, and Morton
Ridilelli, Councilmen.
The minutes of the regular meeting of July, 12, the special
meetings of July, 16, 22, and 29th; were read and upon motion of
' Morton Riddle ill, seconded by Frank Raflo, and unaminously carried
were approved as read.
Mr. Raflo, tolft the Mayor and Council that he was in error in
stating that the veto appeals case would 'be handled at no expense to
the Town, but that ' it would be handled at absolute minimum cost to
the Town.
The Auditor-Treasurer read his monthly "statement, read the cur-
rent bills, and upon motion of Emmerson H. James, seconded by Frank
Raflo, and unaminously carried the Following resolution was adopted:
BE IT RESOLVED, by the Council of theTown of Leesburg, in Virgiaia
.-1/ - that the Auditor-Treasurer be and he is hereby authorized and direct-
ed to nay the following bills :
