HomeMy Public PortalAbout1954_09_13 SPECIAL AUGUST 24, 1954 At a Special Meeting of the Mayor of the Council of the Town of Leesburg, in Virginia, .held in the Council Chamber, August 24, 1954, at 8:15 o'clock P. M. there were present Maurice R. Lowenbach, Jr. Mayor, Horace M. Hallett, Recorder, ' Reginald K. Gheen, Howard B. Gill, and Frank Rano, Councilmen. Mayor Lowenbach presented his Oath of ,Office which had been duly administered by•Clerk "of the.Court, J. T. Martz. Upon motion of Frank Raflo, seconded by Reginald K. Gheen and unanimously carried, the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that Mr. George J. Durfey be and he is hereby appointed and elected to the office 11.‘, of Councilman for the Town of Leesburg, in Virginia, to serve out the unex- pired term of Mr. Maurice R. Lowenbach, Jr. - Mayor Lowenbach administered the Oath of Office to Mr. Durfey. There being no further business on motion duly made seconded and carried Council adjourned. • • Mayo] (/ Recorder REGULAR SEPTEMBER, 13, 1954 At 'a regular meeting of the Mayor and Council of the Town of Leesburg in Virginia held in the Council Chamber at 7;30 o ' clock' P. M. , there were present Maurice R. Lowenbach, Jr; Mayor, Horace M. Hallett, Recorder, George J. Durfey, Howard B. Gill, Reginald K. Gheen, Emmerson H. James, Frank Raflo, and Morton Riddle, 111, Councilmen. - The minutes of the regular meeting of August 9th, the special meetings of August 16th, August 18, August 23, and August 24th, 1954 were read and upon motion of Emmerson H. James, seconded by Reginald K. Gheen and unaminously carried the minutes of the above mentioned were approved as read. The Auditor-Treasurer read his monthly statement for the month of August, 1954, and bresented the current bills, and unpon motion of Morton Riddle, 111, seconded by Reginald K. Hough 37.50 ' $2,149.59 Mayor Lowenbach read a letter from the Loudoun County School Board regarding the request of Generald Colson to connect to the Loudoun County High School water line, and a copy of the resolut- ion of the School Board giving Gen; Colson permission for making the said connection pending the approval of 'the Leesburg Town Coun- cil. ' Upon motion of Morton Riddle, 111, seconded by Reginald K. Gheen and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that Gen; Colson be and he is hereby given permission to connect to the Loudoun County High School water line in accordin- ance with the Leesburg Ordinance governing water connections to the town water system. ' Mayor Lowenbach read a letter from Mr. B. Powell Harrison of the Planning Commission, regarding a Master Plan for the Town of Leesburg, and upon motion of Reginald K. Gheen, seconded by Frank raflo, and unaminously carried the following resolution was 'adopt- ed ; BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia that the Council does hereby accept the reccommendations of "the Planning Commission report as set forth in Mr. B. Powell Harrison letter. Mr. Raflo, of the Sanitation Committe that the sewer line. to the Loudoun County High School had been made in time for the School to open as planned. Upon motion of Frank Raflo, seconded Emmerson H. James, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg, in Virginia, that the Auditor-Treasurer be and he is hereby authoriz- ed to pay to each Offical and Councilman of the Town of Leesburg attending the Convention of the League of Virginia Municipalities to be held in Roanoke, Virginia September, 19, 20; and 21, 1954 the sum of $50.00 Mayor Lowenbach read a letter -from the firm of Parrow and Brockenbrough "regarding •the water needs of the Town and an estim- • ate for certain 'engineering 'services, and upon motion of Reginald K. Gheen, seconded Frank Raflo,-and unaminously carried the follow- ing resolution was adopted : BE IT RESOLVED," by the 'Council of the Town of Leesburg in Virginia, as followe : " " " ' " - " • ' 1 .- That 'the "firm o'f "Perrow and' Brockenbrough, consulting eng • ineers; be retai'ned 'to consult and confer with the said Council or Committees therof,' when -called upon, on a per-diem basis of $ 50.09 per day or part -thereof plus travel 'cat at nine ( 9¢ ) per mile, in accordance with item 3 "A "of the Proposal of said Perrow and Brock- enbrough, dated 'September,- T0," 1954;' ' " 11. BE IT FURTHER RESOLVED,' by the Council of the Town of Leesburg in Virginia, that Items 2-a and 2-b of the Proposal of Perrow and Brockenbrough:- Consulting Engineers covering Engineering Services, dated September," 10; 1954; be 'accepted, and the said services in . Items 2-a and 2-b "to be preformed under the condtions and for compr e ensation as proposed In :item 3 B of the said Proposal.
