REGULAR OCTOBER, 11, 1954
"At a regular meeting of the Mayor and Council Sf the Town
of Leesburg, 'in Virginia 'held in the Council; there were pre-
sent 'Maurice R. Lowenbach, Jr; Mayor, Horace M. Hallett, Record-
er, Reginald K. Gheen, Howard B. Gill, George J. Durfey, Emmer-
son H. James, and Frank Raflo Councilmen.
The minutes of the last regular meeting were read and upon
motion of Emmerson H. James, seconded by Reginald K. Gheen and
unaminously carried were approved as read.
The Auditor-Treasurer read his monthly statment for the month
of 'September, 1954, and his quarterly statment for the quarter
ending September, 30, 1954, and upon motion of Reginald K. Gheen
seconded by Emmerson H. James, and unaminously carried the foll-
owing resolution was adopted :
WHEREAS, the Auditor-Treasurer has presented to the Town
Council of the Town of Leesburg, in Virginia a quarterly report
of all receipts and analysis of all disbursements for the months
of July, August, and September, 1954;
THEREFORE, BE IT RESOLVED, by the Council of the Town of Lees-
_ burg, in Virginia that the Auditer-Treasurer 0*,***4* itt- &State-
ment and it is hereby accepted by the said Council;
BE IT FURTHER RESOLVED, by the Council of the Town of Lees-
burg 'in Virginia that the Auditor-Treasurer be, and he is hereby
authorized and directed to have a copy of the said quarterly re-
port published in a newspaper in the said town, and also post a
copy of the said quarterly report in front of the Court House of
the said Town.
The Auditor-Treasurer presented his current bills and upon
motion of Reginald K. Gheen, seconded by Emmerson H. James, and
unaminously carried the following resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia that the Auditor-Treasurer be and he is hereby authoriz-
ed arid directed to pay the following bills, with the exception
of the bill of Blackwell Engineering Co ; and that the bill of
the Baackwell Engineering shall be paid only after an approval
from the Hayes, Saey, Mattern and Mattern has been recived approv-
ing the work done by Blackwell' Engineering 'Company:

Mr. Leonard Parker appeared before Council and stated that
he had had dug the ditched to lay a sewer and water line from
his sub-division to the town' s sewer and water system, and that
he had talked to one or two of the Council members regarding this '
matter and he had been advised to 'present this matter to the 8
Council, After some discthssion of this matter Mayor Lowenbach,

asked Mr. Parker to have his engineer submit a plat of the pro-
posed work to the Council' s Sewer Committee and they in turn
would Toward same to the Towns Engineer for a report to be made
to the Council for action.
Mr. Vesey told the Council that the State Water Control Board
wanted an application submitted regarding the sewer connection of
Leesburg Laundry to the town' s sewer system.

A letter from the Leesburg Planning Commission was read in
which it suggested that no change be made in the parking regulat-
• ions until the Master Plan had been completed.
.' A letter from Gen; Colson was read thanking the Mayor and
Council for granting him permission to connect to the Loudoun
County High School water line.
• A letter of resignation from Mr. William J. Cox was read re-
signing from the Board of Zoning Appeals. This letter was tabled
until the November meeting.
The Street Committe suggested that the Virginia State High-
way Department be requested to contact the Town Council in the
future before begining to resurface routes 7 and 15 through the
Town.
The Water Committee submitted the following report:
The Water Committee wishes to advise the members of Council that the new
well on the corner of the Fireman's Field has been completed. It was drilled
to a depth of 349 Feet. The 72 hour pump test was completed Saturday afternoon,
and the test showed a supply of better than 100 gallons of water per minute
(108 gallons approximately).
The Committee recommends that the Council immediately contract for the
installation of the necessary.permanent pumping equipment for pumping this
supply of water into the ground storagereservoir..
It is understood that the other necessary work is already under way.
THE WATER COEMITTEE
Upon Motion of Reginald K. Gheen, seconded by George J. Durfey and unaminously
carried the following resolution was adopted:
WHEREAS, the Town of Leesburg in Virginia, has recently completed the
drilling of a new well for the production of water for Town purposes; and,
WHEREAS, it is the desire of the Town Council of the Town of Leesburg in
Virginia, to install at the earliest possible date, a suitable, adequate and
efficient pump and connections for the production of water from said well, and
the delivery of same into the ground storage tank; and,
WHEREAS, it is the desire of the Town Council of the Town of Leesburg in
Virginia, to obtain bids by all suppliers of pumps in Loudoun County, Virginia;
NOW, THEREFORE, BE IT RESOLVED, by the Town Council of the Town of Leesburg
in Virginia, at a duly and regularly called meeting held this 11th day of October,
1954, that the Auditor-Treasurer be and he is hereby authorized and directed to
request bids from all interested persons for the furnishing and installing of a
pump and necessary equipment in accordance with the specifications hereinafter set
forth; and,
BE IT FURTHER RESOLVED,?that the Auditor-Treasurer be and he is hereby directed,
in his request for bids, to specify that all bids should be filed not later than
12 oi',clock Noon, Wednesday, October 20, 1954, and that said bids be delivered
sealed; and,
BE IT FURTHER RESOLVED, that all bids be requested to be made on the basis of
the following specifications:
(a) A deep well pump with ten horse power three phase electric motor.
(b) All necessary connections for the installation and operation of said
pump and motor.

(c) Said pump to have a 197 foot setting against a 20 foot discharge head.
.(d) Said pump to have a !i inch drop column and 1 inch steel shaft together
with guide couplings every 10 feet with stainless steel bearings and
water lubricated against rubber.

AND BE IT FURTHER RESOLVED, that in said request for bids, the same be
received with the understanding and reservation of the right on the part of the
Town Council of the Town of Leesburg in Virginia, to reject any and all bids.
Councilman Raflo submitted the following report and on motion of Mr.
Raflo, seconded by Reginald K. Gheen and unaminously carried, said report was
adopted:
To the Mayor and Council.

From time to time, there arise problems, which although they do not fall
directly in the sphere of legisative action by the town council, nevertheless
affect the welfare of the majority of the people of the town and therefore
should be of concern to the council.
- Such a matter confronts the town at the moment... in fact has for some
time... with regard to providing adequate year round recreation for its teen-
ager. boys and girls. Many organizations and many individuals have voluntarily,
from time to time, spent considerable effort and money on specific recreation
projects, but there does not exist at the moment a coordinated, sufficently
financed, thought out plan for teen age recreation in Leesburg,
This does not intimate that Leesburg has a "delinquent" problem. Fortunately
at the moment we do not, but teen-age recreation should be provided in a town
the side of Leesburg before cases of delinquency make it a necessity.
Several members of the Council at the recent convention in Roanoke were
amazed to learn that many cities and towns have recreational programs, under
the direction of a paid supervisor, financed out of the town budget on an
annual basis,. The city of Hopewell, for example, has an annual budget of
$40,000 for recreation alone..
Unfortunately the Town of Leesburg is not able at the moment to underwrite I
such a program. What the town council can do however is to point out, crystal
clear, the need that exists and be the focal point around which the civic
organizations and interested individuals of the town can rally. I feel that
the combined efforts of such groups in Leesburg can result in a permanent,
adequately financed recreation plan for the young people of Leesburg.
I should like to urge the town government to take the lead in trying to
initiate interest and form such a group, which will in turn, study the needs,
stddy the-possible solutions and recommend how they can be carried out. I
should like to ask further that the council go on record as willing to assist
such a program to the limit of its ability.
Specifically, I propose that a copy of this report be submitted to the
local press and additional copies be sent to all civic organizations in the
town requesting that they send representatives to an organizing meeting at
a time and place to be named by the Mayor.
There must be many people in Leesburg, with many fruitful ideas on this
subject. If those ideas can all be pooled I feel a solution can be readily
. found. I move the adoption of this report. he
Mr. Leonard Parker was present and stated that/had previously affered the

Upon motion of Frank Raflo seconded by Reginald K. Gheen and unaminously
carried the following resolution was adopted:•

WHEREAS, on October lt, 1954, the Mayor of the Town of Leesburg in Virginia,
entered into an agreement with Monroe Manor Corporation, Incorporated,
providing for the laying and construction of sanitary sewers in Monroe Manor
Subdivision in the Town of Leesburg in Virginia; and,
WHEREAS, said agreement of October 4, 1954, specifies and determines the
responsibilities and liabilities of Monroe Manor Corporation, Incorporated,
. and .the Town of Leesburg in Virginia; and,
WHEREAS, the said agreement of October 4, 1954, between Monroe Manor
Corporation, Incorporated, and the Town of Leesburg in Virginia, was this 11th
day of October, 19511 read in full before the regularly and duly called
meeting of the Town Council of the Town of Leesburg in Virginia, and after full

discussion and consideration, it is:
RESOLVED, that the Town Council of the Town of Leesburg in Virginia, -
hereby ratifies, affirms, approves and adopts for and in behalf of the
Town of Leesburg in Virginia, that certain agreement dated bctober 4, 1954,
- .by and between Monroe Manor Corporation, Incorporated, a corporation
formed and organized under the laws of the State of Virginia, and the Town
of Leesburg in Virginia, heretofore entered- into and executed on behalf
of the Town of Leesburg in Virginia, by the Mayor of the Town of Leesburg
in Virginia: and,
BE IT FURTHER RESOLVED, that a duly certified copy of this resolution
be sent by the Auditor-Treasurer to Grayson Ahalt, Vice-President of Monroe
Manor Corporation, Incorporated.
MEMORANDUM OF AGREEMENT
THIS AGREEMENT, made and entered into this 4th day of October, 1954,
by and between MONROE MANOR CORPORATION, a corporation formed and organized
under the laws of.the State of Virginia, Party of the First Part, and the
TOWN OF LEESBURG IN VIRGINIA, a municipal corporation organized under the
laws of the State of Virginia, Party of the Second Part.
WITNESSETH :
WHEREAS, the Party of the First Part is the owner of Monroe Manor
Subdivision located in the Town of Leesburg in Virginia, and which said
subdivision has• been approved by the Party of the Second Part as to
Section I thereof only; and, •

WHEREAS, the Party of the First Part desires to construct a sewer
for the purpose of connecting the houses now being constructed under
permits from the Party of the Second Part, to the town sewer,
NOW THEREFORE, for and _in consideration of the mutual promises of the
Parties as hereinafter set out, and in further consideration of the sum of
One Dollar ($1.00) in hand paid by each Party to the other prior to the
ensealing of this agreement, it is agreed:
(1) Monroe Manor Corporation, Party of the First Part, by these
presents hereby agrees to lay and construct the sewer and pumping station
shown on Exhibit A attached hereto, in a good and workmanlike manner in
accordance with Exhibit A and upon completion of said construction to
connect same at its own expense to the sewer now in existence, owned by the
Town of Leesburg in Virginia, as shown on said Exhibit A.

(2) Monroe Manor Corporation, Party of the First Part, by these
presents hereby agrees, upon the completion of construction of said sewer
as shown in Exhibit A attached hereto, to turn same over to the Town of 1
Leesburg in Virginia free of all liens and encumbrances of any kind and
without cost or charge to said Town of Leesburg in Virginia, and the Town
of Leesburg in Virginia, Party of, the Second Part, hereby agrees to accept
said sewer line and pumping station and to be responsible for the .maintenance
and operation of said sewer line but not responsible for the operation and
maintenance of said pumping station except as to power, that is to say,
the Party of the First Part shall be and by these presents hereby agrees to
pay any and all costs incident to the maintenance and .performances of the
duplex pumps in said pumping station and by these presents assumes full and
complete liability for any damage to any Party by virtue. of the failure or
faulty performance of said pumps. All charges other than power with respect
to the operation and performance of said pumps and said pumping station shall
be paid forthwith by the. Party of the First Part upon being billed for same
by the Party of the Second Part.
(3) It is understood and agreed by and between the Parties hereto that
the proposed sewer line, pumping station and manhole and manhole 'covers are
in accordance with the approval heretofore given said plans by the Firm of •
Perrow and Brockenborough, Engineers for the Town of Leesburg in Virginia,
and in particular are in accordance with the revisions as set forth in
Exhibit B attached hereto, a letter dated September 30, 1954, from Perrow
• and Brockenborough. -
(4) It is further_ understood and agreed by and between the Parties
hereto that the Party of the. First Part may commence immediately the install-
-a ation and construction of .said .sewer line and that this agreement shall be
subject to final approval •by_ the Town Council of the Town of Leesburg in
Virginia at its next regular meeting to' be held on October 11, 1954, and that

Mr. Grayson Ahalt, Vice President and Treasurer of Monroe Manor Corporation,
is fully authorized to execute this agreement for and in behalf of said
corporation.

Upon motion of Reginald -K. Gheen seconded by Emerson H. James and
iinaminously carried the following resolution was adopted:
WHEREAS, the construction of the Loudoun County Jail at the corner of
Church and Market Streets has resulted in the collection and deposit of
necessary building materials on the East side of Church Street; and,
WHEMEAS, the deposit of said necessary building materials has and will
continue to make hazardous two-way traffic on that part of Church Street adjacent ;,
to its intersection with Market Street;
NOW, THEREFORE, BE IT RESOLVED that on and after October 12, 1954, all
y motor vehicle traffic•:•. on Church Street in the Town of Leesburg in Virginia,
from its intersection with Market Street North to the Town-County parking
lot, is hereby limited to one-way South bound traffic only;

AND BE IT FURTHER RESOLVED, that the Auditor-Treasurer and the Town
. Sergeant be and they are hereby directed to locate and install such traffic
r signs and signals as may be necessary for the direction of traffic as herein
provided.
There being no further business, upon motion duly made, seconded and -
carried, Council adjourned.
