HomeMy Public PortalAbout1955_04_11 REGULAR April,11,1955 17 9 At a regular meeting of the Mayor and Council of the Town of _ Leesburg, in Virginia, held in the Council-Chamber on Monday April, 11, 1955, at 7 :30 o ' clock P. M. , there were present Maurice R. Low- enbach, Jr; Mayor, Horace M. Hallett, Recorder, George J. Durfey, Howard B. Gill, Emmerson H. James, Frank Raflo, Morton Riddle, lll, Councilmen. The minutes of the regular meeting of March, 14, and the spec- ial meeting of March 21,were read and upon motion of Emmerson H. James, seconded by George J. Durfey anise unaminously carried were approved as read. The Auditor-Treasurer read his monthly report fo-rithe month ending March, 31, 1955, and his quarterly statement for the quart- er ending March; 31, 1955, and upon motion of Emmerson H.' James, seconded by Morton Riddle,lll, and unaminously carried the follow- ing resolution was adopted : WHEREAS, the Auditor-Treasurer has presented to the Town of Leesburg, in Virginia, a quarterly report of all receipts and an- alysis of all disbursement for the months of January, February, _ and March, 1955; THEREFORE, BE IT RESOLVED, by the Council of the Town of Lees- • burg, in Virginia that the said quarterly report of the Auditor- Treasurer be and it is hereby accepted by the said Council. BE IT FURTHER RESOLVED, by the Council of the Town of Lees- burg, in Virginia that the Auditor-Treasurer be, and he is hereby authorized and directed to have a copy of the said quarterly re- port published in newspaper published in the said town and also post a copy of the said quarterly report in front of the court house in the said town. The Auditor-Treasurer presented his current bills and upon motion of George J. Durfey, seconded by Morton Riddle, 111, and unaminously carried the following resolution was adopted: IIBE IT RESOLVED, by the Council of the Town of Leesburg in Virginia that the Auditor-Treasurer be and he is hereby author- ized and directed to pay the following bills : Virginia Electric & Power. Hough . 15.00 ' 645=.71 • Reginald K. Gheen was recorded present at 8 P. M. Upon motion of Emmerson H. James, seconded by b$teginald UK. Gheen, and unaminously carried, Council approved the request of Mr. Lenard J. Palter to operate a Trailer Park, and that the permit be extended until August 31, 1955.. . Mr. Steve Savopoulos appeared before 6ouncil and complained that Mr. Clarence Jwwfl creating a nuisance .with the trucks that - he •was parking on a lot near Mr. •Savopoulos home. Mayor .Lowen- bach told Mr. Savopolus that they would contact Mr. Jewell and see if they •coultint correct -this trouble. The Auditor-Treasurer presented a proposed budget to the • Council for the year begining July, 1, 1955, and ending June 30, 195 , and upon motion of Reginald K. Gheen, seconded by Frank Raf o,sand unaminoufly carried voted to hold a special meeting, April, - 25, 1955, at 7 :30 o ' clock P. M. , in the Council Chamber to give any citizen of the Town of Leesburg an opportunity to express his views regarding the said proposed budgtet, and that , 180 . . • the said proposed budget be published in a newspaper publish- ed in the said' Town of. Leesburg, once. • • - Upon motion of Emmerson H.- James,- seconded by Morton Riddle, 111, and unaminously carried the following resolution was adopted: BE IT RESOLVED, by the Council of the Town of Leesburg in W. Virginia, thta the State Auditing Department be and it is hereby requested to audit the records of the Auditor-Treasurer of the _ Town of Leesburg, concerning the town' s finances, for one year , from July, 1, 1954, through June 30, 1955, and the said town will pay the Commonwealth of Virginia for making the said Audit, and Horace M Hallett, Recorder, is authorized and requested to execute a certi- fied copy of this resolution to be mailed to the 'Audting Department - of the Commonwealth of Virginia. • Upon motion of Morton Riddle, 111, seconded by Reginald K. Gheen, and unaminously carried the following resolution was adopted: • BE IT RESOLVED, by the Council of the Town of Leesburg in Virg- - inia that tha4 the Auditor-Treasurer be and he is hereby authoriz- ed and directed to charge off the following 1954-55 licenses: tzC. W. Gill, Merchant-Retail $ 10.00 -- '-C. W. Gill, Plumber 10.00 - -Leesburg Hardware, Weighing. Machine. . 1.00 - -Old Dominion Kitchen, Vending Machine. 1.00 -William R. Parris; Automobile for Hire 10.00 $ 32.00 - Mr. Howard B. Gill of the Police Committee reported that the Police Committee had received a total of eight applications for the job of police man. Mr. Gill told Council that each application had been given careful consideration and that the said committee was recommendtitg that Council employ4aig a Mr. Sammuel H. Barton, and upon motion of Howard B. Gill, seconded by Morton Riddle, 111, and unaminously carried the following resolution was adopted : - BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia, that Sammuel H. Barton be and he is hereby employed as • a policemans for the Town of Leesburg beginning April, 12, 1955 at a salad, of $ 225.00- per month. • Mayor- Lowenbach• read a letter- from Perrow and Brockenbrough regarding the connection of- the- C, & P. Telphone Company building sewage line to the town' s sewage system. Since the- plans for said connection- hadnot- been- receivedby Council no action was taken regard- , ing this matter. Mayor- Lowenbach• read a letter from the firm of Arrow and • Brockenbrough regarding certain items that were not included in the proposed water- and- sewage plans. At a special meeting of the Mayor and Council of the Town of Leesburg in Virginia, held in the Council Chamber on Monday, April 25c 1955, at 7 :30 o ' clock P. M. , .there were present Maurice R. Low- enbach, Jr; Mayor, Horace M. Hallett, Recorder, George J. Durfey, Reginald K. Gheen, Emmerson- H. James, Howard B. 'Gill, Frank Rollo, and Morton Riddle,lll, Councilmen. Mayor Lowenbach .stated that the main purpose of this called meeting was to give any citizen of the Town of Leesburg an o,ppob- tunity to express his views on the proposed budget for the .fiscal year begining July 1, 1955 and ending June 30, 1956. - There .was no one present for the aforesaid purpose.
