• - Upon motion of Emmerson H.- James,- seconded by Morton Riddle,
111, and unaminously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town of Leesburg in V.
Virginia, thta the State Auditing Department be and it is hereby
requested to audit the records of the Auditor-Treasurer of the
Town of Leesburg, concerning the town' s finances, for one year ,
from July, 1, 1954, through June 30, 1955, and the said town will pay
the Commonwealth of Virginia for making the said Audit, and Horace M
Hallett, Recorder, is authorized and requested to execute a certi-
fied copy of this resolution to be mailed to the -Audting Department
of the Commonwealth of Virginia. •
Upon motion of Morton Riddle, 111, seconded by Reginald K.
Gheen, and unaminously carried the following resolution was adopted:
• BE IT RESOLVED, by the Council of the Town of Leesburg in Virg-
inia that thm4 the Auditor-Treasurer be and he is hereby authoriz-
ed and directed to charge off the following 1954-55 licenses:
-C. W. Gill, Merchant-Retail $ 10.00
-C. W. Gill, Plumber 10.00 -
-Leesburg Hardware, Weighing Machine. . . 1.00 -

Mr. Howard B. Gill of the Police Committee reported that the
Police Committee had received a total of eight applications for the
lob of police man. Mr. Gill told Council that each application had
been given careful consideration and that the said committee was
recommendtttg that Council enploy4er a Mr. Sammuel H. Barton, and
upon motLon of Howard B. Gill, seconded by Morton Riddle, 111, and
unaminously carried the following resolution was adopted :

- BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia, that Sammuel H. Barton be and he is hereby employed as
a policeman4 for the Town of Leesburg beginning April, 12, 1955
at a salar, of 0 225.00- per month.
Mayor- Lowenbach• read a letter- from Perrow and Brockenbrough
regarding the connection of- the- C: & P. Telphone Company building
sewage line to the town' s sewage system. Since the- plans for said
connection- hadnot- been- receivedby Council no action was taken regard-
ing this matter. -
Mayor- Lowenbach- read a letter from the firm of Arrow and
Brockenbrough regarding certain items that were not included in
the proposed water and- sewage plans.
There- being no further business, and upon motion duly made
seconded and carried, Council adjourned.

SPECIAL April 25, ' 1955..
At a special meeting of the Mayor and Council of the Town of
Leesburg in Virginia, held in the Council Chamber on Monday, April
25, 1955, at 7 :30 o' clock P. M. , •there were present Maurice R. Low-
enbach, Jr; Mayor, Horace M. Hallett, Recorder, George J. Durfey,
Reginald K. Gheen, Emmerson H. James, Howard B. rGill, Frank Raflo,
and Morton Riddle,111, Councilmen.
Mayor Lowenbach -stated that the main purpose of this called
meeting was to give any citizen of the Town of Leesburg an oppot-
tunity to express his views on the proposed budget for the .fiscal
year begining July 1, 1955 and ending June 30, 1956.
There -was no one present for the aforesaid purpose.

Upon motion of Reginald K. Gheen, seconded by Frank Raflo,
and unaminously carried the following resolution was adopted ;
WHEREAS, the Chesapeke and Potomac Telphone Company, and oth-
er owners of property abutting on State Highway Route No. 7 East
of the corporate limits of the Town of Leesburg and on Parker Road
South of its intersection with Route 7, have requested the Town of
Leesburg to extend its sewer mains along said Route 7 and Parker
Road ; and,
WHEREAS, the said property owners have advised the Town Coun-
cil that they will underwrite the cost of construction of said sewer
II extension and save the Town of Leesburg in Virginia harmless from
_ any costs incident to said construction of said sewer extension ;
and,
WHEREAS, the Town Councul of the Town of Leesburg in Virginia
is will to provide sewer mains along State Highway Route No. 7,
from its intersection with the corporate limits of the Town of Lees-
burg on the East side thereof, and thence along said state route
no. 7, to the Bast to the intersection of Parker Road, thence South
to the sewerage disposal plant of the Town of Leesburg, providing
said property owners underwrite the cost of said sewerage extension;
•
NOW, THEREFORE; BE IT RESOLVED, by the Council of the Town of
Leesburg in Virginia, as follows : •
(1) That the Town of Leesburg in Virginia hereby agrees to act
as the contracting- agent for the construction of an eight (8) inch
sewer line running East from the cororpate limits of the Town of
Leesburg in Virginia on the Noeth side of the. State Highway Route
No. 7 to its intersection with Parker Road, and thence along Parker
Road to the sewerage disposal plant of the Town of Leesburg in
• Virginia, said sewer line along Parker Road to be a twelve (12) inch
sewer, providing the owners of property abutting. said sewer line ex-
- • tesion shall place in escrow, pursuant to. the direction of the .
Town Council, the sum. of twelve thousand. five hundred dollars( $12,

509) , the same being the estimated cost of said sewer line as es-
timated by Perrow and Brockenbrough,. Consulting Engineers for the
Town of Leesburg in Virginia.
(2) The Town Attorney is hereby authorized and. directed upon
•
the receipt of the deposit of twelve thousand five hundred dollars
( $12, 500.00 ) with the Town Treasurer , as provide forin parage-
aph, (1) above, to notify the. Chesapeake and Potomac Telphone Comp-
any and Meaeers Perrow and Brockenbrough of the determination of
the Town of Leesburg- in Virginia to act as contracttug agents for
the construction and inetalliEtion of the said -sewer line herein
nad above referedtto, and to prepare all necessary contracts, es-
crow agreements and other papers and resolutions incident to the
earring out of this resolution.
( 3) That in the event the total cost- of the construction of
said sewer line shall be less than the estimated cost of twelve
thousand five hundred dollars ( $ 12, 500.00) , the party or parties
contributing to the aforesaid zed of twelve thousand five hundred
dollars ( $ 12, 500.00) shall receive a refund to their proporion-
ate share overage. -
(4) That upon the compleation of the construction of said sew-
er line the actual cost of the said sewer line shall be determined
- and each abutting property owner advised of his proportionate share
of said cost on a front footage basis.
• ( 5) That any property owner whos property abutts .on said sewer
line extensionshall, before being authorized to connect to said i

sewer main, be required to pay his proportionate share of the cost
of said sewer line extension, determined on a front footage 'baais
provided, however, that in the determination of such cost there
shall be excluded and charged to the Chespeake and Potomac Tel-
phone Company, exclusively, all extra costs incident to the Beep-
ing of said sewer line from seven and one half 7 t feet to eleven
and one half feet 11* in front of property of Chesapeake and Potomac
Telphone Company .on the South side of said Route No. 7.
(6)That all funds received from abutting property owners on
said sewer line extension shall be seperately accounted for so that
those property .owners contributing in the first instance more than
their full share of their proportionate cost , shall be eligible
.and entitled ,to receive the rebate hereinabove provided for. Said
rebate , if any, shall be made exclusively from funds received from
abutting property owners for the purpose of defraying the cost of
the construction of said mai sewer extension, and there shall be
exclused from such funds, all funds received by the Town of Leesburg

in Virginia from any sewer charges or sewer connecting
charges now or hereafter assessed for the Town of Leesburg in
Virginia.
Upon motion of Reginal K. Gheen, seconded by Howard B. Gill,
and unaminously carried the following resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia, that Howard W. Vesey be and he is hereby employed as
attorney for the bond issue at a fee of $ 2, 500.00 plus out of
pocket expenses to preform the necessary legal services for the
compleation and acceptence of the proposed bond issues, and
BE IT FURTHER RESOLVED, by the Council of the Town of Lees-
burg in Virginia that Howard W. Vesy be and he is hereby authoriz-
ed
and directed to employ for the Town of Leesburg in Virginia
the Firm of Reed, Hoytt, Taylor, and Washburn of New York City
- for the purpose of certifying the said bond procedings. - -
There being no further business, upon motion duly made sec-
' onded and carryed Council adjourned.

SPECIAL - May .2 , 1955

At a special meeting of the Mayor and the Council of the
Town; of Leesburg, in Virginia, held in the Council Chamber on
Monday, May 2, 1955, at two o' clock, P. M. , there were present
Maurice R. Lowenbach, Jr. , Mayor, George J. Durfey, Reginald K.
Gheen, Howard B. Gill , Emmerson H. James , Frank Raflo and Morton
- Riddle, III, Councilmen. -
•
Due to the absence of the Recorder, and upon motion of George 'J. Durfey, seconded by Howard B. Gill, and unanimously carried, -
Frank Raflo was elected to serve as Recorder for the said meeting.
•
Upon motion of Morton Riddle, III, second by George J. Durfey '
and unanimously carried, the following ordinance was adopted :
'An Ordinance providing for the issuance of General Obligation
- Water and Sewer Revenue Bonds of the Town- of Leesburg, in Virginia,
in the sum of One Hundred Sixty Thousand Dollars ($160,000.00) ,
for the construction of a water- storage reservoir; to obtain an
adequate water supply ; improvement of the water distribution and
sewer system; and, the improvement and enlargement of the sewerage
disposal plant of- said Town:
WHEREAS , the Town of Leesburg, in Virginia, has definitely
outgrown its water supply and water distribution and sewer system;
- and,
WHEREAS, service is maintained for residential and commercial
consumers , with few interruptions under ordinary condtions , it is
necessary, in order to provide such services , to cut off the water
supply to said consumers for as much as eight and nine hours at
a time in order to restore reserves in the existing storage reser-
voir,
which is totally inadequatetomaintain an uninterrupted
and continuous supply of water, or to maintain a continuous
--supply in case of an emergency; and,
WHEREAS , the water storage facilities and the sewer system
are totally inadequate to cope with the expanding requirements of
use of water, or with emergencies and hazards , which the Town of
Leesburg has fortunately been spared, and which, with our present
facilities , a major; fire could and probably would result in a
major catastrophe for the Town of Leesburg; and,
. WHEREAS, the Council of the Town of Leesburg, in Virginia,
has been advised by Perrow and Brockenbrough, consulting engineers
