the Town Council of the Town of .Leesburg, in Virginia, held on
May 2, 1955, at 2 o'-clock P. M. .at the office of the Town Hall,
corner of King and Loudoun Street, and I do further certify that
all of the members of theTown Council were presentandvoted for
said .ordinance, the same being George J. Durfey, Reginald K. Gheen,
Howard B. Gill, Emerson James , Frank Raflo and -Mortion Riddle, III.

Upon motion of Howard B. Gill seconded by Morton Riddle, III,
and unanimously carried, the following resolution was adopted.
WHEREAS, the plans and specifications prepared by Messrs.
- Perrow and Brockenbrough, Consulting Engineers of the Town of
Leesburg, in Virginia, for the construction of a proposed water
storage reservoir to provide for additions to, and the rearrange-
ment of the water distribution system and for additions to the
present sewerage system and sewerage ,treatment plant for the
Town of Leesburg, in Virginia, show that it will be necessary for
the Town to acquire certain properties and easements before the
said water storage reservoir can be constructed;
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Town
of Leesburg, in Virginia, that Howard W. Vesey, Town Attorney, be,
and heherebyis authorized, instructed and directed to communi-
cate and negotiate with the owners of property or properties
which will have to be purchased, and the easements and rights-
of-way which it will be necessary to acquire over and through
certain properties for the purpose of determining the cost of
said property or properties and easements and rights-of-way, and
report to the Council as soon as it is convenient to do so.
There being no ,further business upon motion duly made,
seconded and carried Council adjourned.

REGULAR May 9, 1955
At a regular meeting of the Mayor and Council of the Town
of Leesburg in Virginia, held in the Council Chamber on Monday
May 9, 1955, there were present Maurice R. Lowenbach, Jr; Mayor
Horace M. Hallett, Recorder, George J. Durfey, Reginald K. Gheen
Emmerson H. James, Howard B. Gill, Frank Raflo, and Morton Riddle,
111, Councilmen.
The minutes of the regular meeting of April, 11, and the
special meetings of April, 25, and May, 2, 1955 were read and
unpon motion duly made seconded and carried were approved as read
with the following admendment;
WHEREAS, the minutes of the regular meeting of April, 11,1955
were :
Upon motion of Reginald K. Gheen, seconded by Howard B. Gill,
and unaminously carried the following resolution was adopted . -
BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia,
-that Howard W. Vesey be and he is hereby employed as attorney for the
bond issue, at a fee of $ 2, 500.00 plus out of pocket expenses to pre-
form the necessary legal services for the compleation and acceptence •
em4 of the proposed bond issues, and ;
BE IT FURTHER RESOLVED, by the Council of the Town of ]Leesburg
in Virginia, that Howard W. Vesey be and he is hereby authorzed and
directed to employ, for the the Town of Leesburg in Virginia the firm
of Reed, Hoytt, Taylor, and Washburn of New York City for the purpose
of certifying the said bond procedings;
The aforesaid minutes shall and they are hereby admended to read
as follows :
BE IT RESOLVED, by the Council of the Town of Leesburg in Virgina
that Howard W. Vesey be and he is hereby employed as attorney for the
bond issue at a fee of 4 2, 500.00 plus out of pocket expenses to pre-
form the necessary legal. services for the compleation and acceptance
of the proposed bond issues ;
BE IT FURTHER RESOLVED, by the Council of the Town of Leesburg
in Virginia that Howard W. Vesey be and he is 'hereby authorized and
directed to employ the firm of Reed, Hoytt, Taylor, and Washburn of
New York City for the purpose of certifying the bond procedings, and
that the fee of the firm of Reed, Hoytt, Taylor, and Washburn shall
be paid by Howrd W. Vesey, t as a part of the $ 2, 500.00 fee.
. The auditor-Treasurer read his monthly report and presented the
- current bills. and upon motion of Reginald K. Gheen, seconded by Howard
B. Gill and unaminously carried the following resolution was adopted:
BE IT RESOLVED, by the Council of the Town .of Leesburg in Virginia
that the Auditor-Treasurer be and he is hereby authorized and directed
to pay the following bills :

Mr. David McDonald Chief of the Leesburg Fire Compar* appear-
' ed before Council and stated that the Fire Company was planning to •
start to build a swimming pool, and requested that such permits as
required by the Town be issued. Council instructed the Auditor-Treas-
urer to write to the Virginia Electric and Power Company requesting

Mr. Frank Carwell of the C. & P. Teln_hdhe of Virginia, appeared
before Council and extended an _d inviation of the Council to the ground
breaking ceremonies for the their new building to be held in the very
hear future, and to have lunch with reps_entatives of the telphone comp

Upon motion Of Frank Raflo, seconded by Morton Riddle, 111, and
unaminously carried the following resolution was adopted :
BE IT RESOLVED, by theCouncil of the Town of Leesbugr in Virginia
that the Auditor-Treasurer be and he is -hereby authorized and directed
tb- cohtact Perrow' and" Brockenbrough and request that they submit plans
for the sewer line extention down Route 7 and Parkers Road, and that
bids be advertised for.

Upon motion of George J. ' Durfey,. seconded by Morton Riddle,
111, and unaminously carried the following resolution was adopt-
ed : -
BE IT RESOLVED*, by the Council of the Town of Leesburg -in-
Virginia
inVirginia that the Auditor-Treasurer be and he is hereby authoriz-
ed and directed to pay to Officers Athey and Turner of the the
Police Department $ 45.00 each for the extra time ,they, worked

Upon motion of Reginald K. Gheen, seconded by George J. Dur-
fey and unaminously carried the following resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg, in IlL
Virginia that the Auditor*treasurer be and he is hereby authoriz-
ed and directed to purchase from the Bi Lateral Fire Hese Comapny
500 feet of hose as requested by the Fire Company, and that the
*4*4-bill for same shall be rendered to the Town of Leesburg after
July, 1, 1955.

Upon motion of Morton Riddle, lll, seconded by Frank Raflo,
and unaminously carried the following resolution was adopted :
BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia that The JAY CEE be and they are hereby give permission
to rope off a part of Wirt Street so as to hold .a driving contest
on Wednesday, May 18, at 4 P. M. - •

Upon motion of Morton Riddle, 111, seconded by George J. Dur-
fey and carried by a- vote of 4 to 2 Durfey, Riddle, Gheen, and Raf-
lo, for Gill and James against the following resolution was adopt-
ed :

BE IT RESOLVED, by the Council of the Town of Leesburg in
Virginia that the Auditor-Treasurer be and he is hereby authorized
to have the two trees on Cornwall Street in front of Slacks home
sprayed and that the said- spraying shall not exceed the sum of
